Motivator

The Personnel Asset Inventory (PAI) is the primary tool available for strength accounting. A PAI physically accounts for all assigned and attached personnel by name, grade, SSN, and duty status. As a Human Resources Specialist, you inherit the tremendous responsibility of reporting the Army's personnel strength. By reporting unit strengths, you assist commanders with assessing their unit readiness and establishing a flow of logistical support. The strength figures that you report also has a great impact on several personnel management functions which are performed at the highest levels within the Human Resources community. They influence daily manpower decisions made by Department of the Army staff agencies. As you can see, accurate strength reporting is a very important task for which you are responsible. Should any problem occur that cannot be administratively resolved, the PAI is the answer to the problem. Terminal Learning Objective

Conditions: In a classroom environment, given AR 600-8-6 (Personnel Accounting and Strength Reporting), the Electronic Military Personnel Office (eMILPO) Field User’s Guide, a Unit Personnel Accountability Report (UPAR) (AAA-162), a PAI (DA Form 3986), access to the eMILPO Training database, and awareness of Operational Environment (OE) variables and actors.

Standards: Process the following with 100% accuracy:

1.Process the Unit Personnel Accountability Report. 2. Complete a Personnel Asset Inventory (DA Form 3986-R). 3.Process the Personnel Asset Inventory (PAI) Packet.

Safety Requirements

In a training environment, leaders must perform a risk assessment in accordance with DA PAM 385-30, Risk Management. Leaders will complete a DD Form 2977 DD Form 2977 DELIBERATE RISK ASSESMENT WORKSHEET during the planning and completion of each task and sub-task by assessing mission, enemy, terrain and weather, troops and support available-time available and civil considerations, (METT-TC). Local policies and procedures must be followed during times of increased heat category in order to avoid heat related injury. Consider the work/rest cycles and water replacement guidelines IAW TRADOC Regulation 350-29.

Instructional Lead-In

Accurate personnel strength data is required at all command levels to establish personnel policies and procedures; to manage the Army personnel distribution system; and to report accurate personnel strength data to Congress. As a Human Resources Specialist, you must possess the ability to accurately conduct a Personnel Asset Inventory (PAI). During this lesson we will discuss who will conduct a PAI and when a PAI must be conducted; identify the key terms associated with the PAI; list the responsibilities of the Personnel Automation Section (PAS)/BDE S1 and review the appropriate procedures used to verify a completed Personnel Asset Inventory (DA Form 3986).

Evaluation

The evaluation contains 15 multiple choice questions. The student must correctly answer 70 percent of the examination questions in order to pass. The test time is one class period, (60 mins). Slide3

Have them share some feedback about how this situation may have happened in the past, and as Human Resources Specialists, what they could do today to prevent this from happening in the future. Topics may include: What HR systems are in place for accountability? Is there a requirement to wear identification tags? Are common access cards (CAC) required?

The following information is for background information if questions arise about the history:

The Tomb of the Unknown Soldier at Arlington National Cemetery stands atop a hill overlooking Washington, D.C. On March 4, 1921, Congress approved the burial of an unidentified American Soldier from World War I in the plaza of the new Memorial Amphitheater.

The white marble sarcophagus has a flat-faced form and is relieved at the corners and along the sides by neo-classic pilasters, or columns, set into the surface. Sculpted into the east panel which faces Washington, D.C., are three Greek figures representing Peace, Victory, and Valor. The six wreaths, three sculpted on each side, represent the six major campaigns of World War I. Inscribed on the back of the Tomb are the words: Here rests in honored glory an American Soldier known but to God

The Tomb sarcophagus was placed above the grave of the Unknown Soldier of World War I. West of the World War I Unknown are the crypts of unknowns from World War II, Korea and Vietnam. Those three graves are marked with white marble slabs flush with the plaza.

Note to Instructor: Have the students open AR 600-8-6 and the eMILPO Field User’s Guide v 4.7.5 on their computers to follow along with the instruction. Inform them that even though AR 600-8-6 is under revision, it is the most current regulation.

1.a.A PAI is the physical accounting for all assigned and attached personnel by name, military personnel class (Officer, Enlisted, and Warrant Officer), grade, SSN, and duty status. It is the ultimate tool available to the commander for personnel accounting and strength reporting.

1.b.A PAI is primarily conducted at company or battalion levels and is ultimately the responsibility of the unit commander. However, PAIs must also be conducted by any organization assigned a unique Unit Identification Code (UIC). This includes detachments, batteries, elements, agencies, activities, teams, groups or similar organizations which initiate strength reporting to eMILPO. The PAI does not apply to USAR and ARNG, unless a Reserve Unit is on active duty for other than active duty for training. Units and commands that are located in areas of armed conflict for which hostile fire pay is authorized are exempt. The Army Commander may however, direct that all or part of AR 600-8-6 be implemented. These procedures are in effect during mobilization.

1.c.The objectives of the PAI are to reconcile the eMILPO database with Soldiers present in the unit, whether assigned or attached; to synchronize the eMILPO database and the Total Army Personnel Database (TAPDB) to ensure servicing finance offices are informed of all changes affecting both Soldiers’ accountability and pay status; to maintain timely, error-free personnel accounting and strength reporting while involving Commanders at all levels in the personnel and strength accounting and reporting process (PASR).

Note to Instructor: Refer students to eMILPO FUG, page 135, terminology used for PAI procedures. Ensure students understand that for the purpose of this procedure, a unit is any company, detachment, battalion, U.S. Army element, agency, team, group, activity, or similar organization assigned a unique UIC/DUIC. Note to Instructor: Refer students to AR 600-8-6, Chapter 5, para 5-7 and the eMILPO FUG, page135-137.

1.d. A PAI is required to be conducted when one of the following circumstances occur: (1.d.1) During a Change of Command. If possible, the departing commander and the new commander will jointly conduct the PAI. The departing commander will not be allowed to depart or Permanent Change of Station (PCS) until unit personnel strength has been completely reconciled with the eMILPO database and has been synchronized with the eMILPO database and the Total Army Personnel Database (TAPDB); all assigned and attached Soldiers have been accounted for; and the required eMILPO data entries are completed. If the commander is lost due to death, extended hospitalization (60 days or more), operational relief or a similar reason, a PAI is completed by the acting or new commander within 15 days after assuming command.

(1.d.2) Unit status changes. A PAI will be performed, according to chapter 5, 14 days prior to unit’s redeployment, inactivation, discontinuance, or redesignation; or a change in servicing Personnel Information Systems Directorate (PERSINSD) Processing Activity (PPA).

(1.d.3) Command Directed. Commanders at any level may direct a PAI whenever they determine one is required. The Military Personnel Strength Monitor (MPSM) appointed (in writing) by the appropriate responsible commander may also direct a PAI whenever he/she feels one is required. The MPSM is the principal contact for military personnel strength matters for the command. They are normally a personnel staff officer or member of the immediate staff of the appointing commander.

(1.d.4) Unit strength imbalance. When the unit strength imbalance between the eMILPO database and the TAPDB is two percent or more, and the difference cannot be reconciled without a PAI, the PAS Chief will recommend to the MPSM when and for which UICs a PAI is needed.

1.e. Commanders at all levels will establish command PAI procedures and conduct inspections to ensure PAIs are properly conducted. The PAS Chief or BDE S1 will report to the appropriate commander any recurring unit or installation strength imbalances of two percent or more which cannot be resolved. The commander will investigate the causes and direct corrective action.

1.f. The BN S1 or PAS will provide any assistance required to help the commander resolve any strength imbalances, duty status and assignment issues, and with the submission of the appropriate eMILPO input to correct errors and resolve strength imbalances. 1.g. The S1 will ensure that the commander has the most recent AAA- 162 that has be reconciled. 1.h. The PAS/BDE S1 will verify that the PAI was conducted correctly, complete, and sign the DA Form 38986 and return packet to unit.

1.i. The S1 will forward the DA Form 3986 with supporting documents through chain of command to MPSM in accordance with local SOP. Forward the original UCFR to local servicing finance unit. BDE S1s will forward all unit PAIs within the BDE to the brigade commander.

k. Intermediate commander will review results of PAI, take corrective actions, as necessary, and forward PAI packet to next addressee.

l. MPSM will review and approve or disapprove the PAI, take corrective actions as necessary and return the DA Form 3986 and associated documents to the S1.

m. The S1 will retain a file copy of the PAI packet under ARIMS file number 680-31a. Slide 5

2.a. UPAR (AAA-162). This is an eMILPO report which lists alphabetically all assigned and attached Soldiers, duty status, Military Personnel Class (MPC), and component. This is the primary eMILPO report used when conducting a PAI. During the PAI, it is reconciled and submitted as part of the PAI packet.

Note to Instructor: Have the student’s reference AR 600-8-6, para 5-7 and eMILPO FUG, pages 136-137.

2.b. The AAA-162 is the baseline document for conducting a PAI. On the last working day before the PAI, the UPAR will be reconciled using the UPAN Report (AAA -165). (2.b.1) If there are any Soldiers not reflected, the HR specialist will enter either the attachment or arrivals as needed on the eMILPO database, and ensure that they have the Soldiers’ orders. (2.b.2) If there are any departed Soldiers reflected on the AAA-162, submit the departure transaction into the eMILPO database, and ensure that they have the Soldiers’ orders.

(2.b.3) After submitting all transactions necessary, a clean AAA -162 and AAA-165 is printed for the PAI. Slide 6

c. Unit Personnel Accountability Notices (UPAN) (AAA-165). This report provides a listing of Soldiers that the unit has failed to gain or lose, are absent without leave (AWOL) over 25 days; have an expired date eligible to return from overseas (DEROS), or have been discharged by US Army Human Resources Command (HRC). These conditions must be resolved on the last working day prior to or during the PAI. (1) The day before the PAI, the S1 will print an AAA-165 (Unit Personnel Accountability Notices) report. The unit must resolve all AAA-165 entries pertaining to the unit’s UIC. Commanders are responsible to research pending gain Soldiers who are past their report dates and take appropriate action. (2) After all eMILPO data entry is completed, print a new AAA-162 reflecting the changes. Also, print a new AAA-165 to verify that all of the conditions on the previous AAA-165 have been resolved. (3) The BDE S1 is responsible for resolving the status of Soldiers on the AAA-165, Failure to Gain Notices, and Deviation Reports. The PAI is not complete until all notices and conditions from these reports and the AAA-165 conditions for that UIC are resolved. The PAI is not valid unless signed by both the Unit Commander and the PAS Chief. (4) PAS/BDE S1. Review changes annotated on the first AAA-162 and ensure correct information appears on the eMILPO database. Enter necessary data into eMILPO to reconcile it with changes Noted by the unit. Ensure the S1 resolved the status of Soldiers from the AAA-165, Failure to Gain and Deviation Reports. The PAI is not complete until all AAA-165, Failure to Gain notices and Deviation conditions for that UIC are resolved, submitted and posted to eMILPO. Slide 7

Have the students click on “Reports” and click on the UPAR AAA-162, and enter the UIC WD_ _ _ _, (i.e. the UIC used for class #07 would reflect WD 07 _ _, then student #). Slide 8

d. The unit commander will verify all assigned and attached Soldiers' data using the AAA-162 on the day of the PAI. a.i.1. Verify each Soldier's NAME, SSN, and RANK with the AAA- 162, the Soldier's identification card and visual identification of the Soldier. Give extra attention to verifying the correct spelling of names and correct SSNs. Annotate corrections on the AAA-162 and attach appropriate supporting documents such as a (copy of birth certificates, approved name changes, Social Security Card, DA Form 4187 or promotion order for grade, etc.).

Note to Instructor: Refer students to AR 600-8-6, para 5-7(l). Explain the different types of duty status that may prevent a Soldier from being present during the PAI. These duty statuses include but are not limited to Assigned-not- Joined, Hospitalization (HOS), Leave (LV), Temporary Duty (TDY), Absence without Leave (AWOL), Confined, Pass, Administrative Absence, Sick in Quarters, Essential Duties, and Missing.

2. Verify the duty status of each Soldier not present at the PAI. Attach DA Form 31, DD Form 1610, PCS orders or other source documents showing the Soldier's status. Soldiers who have departed the unit will be lined out on the AAA -162.

e. Verify the status of Soldiers present at the PAI but not reflected on the AAA-162. Annotate the Soldier's NAME, SSN, RANK, and arrival or attached date on the AAA-162. Attach a copy of the Soldier's orders.

f. Once the PAI has been completed, the annotations on the AAA-162 will be reconciled.

(1) Enter arrival, departure, grade and duty status data into the eMILPO database based on the annotated AAA-162 and supporting documents.

(2) Coordinate with the local Transition Center and PAS to ensure separation actions are reported correctly.

(3) Prepare required documents and coordinate with the supporting MPD or the BDE S1 for NAME, SSN, and GRADE corrections not permitted at the S1 level.

(4) After all eMILPO data entry is completed, print a new AAA-162 reflecting the changes to be attached to the old AAA-162. Also print a new AAA- 165 to verify that all of the conditions on the previous AAA-165 have been resolved. Slide 10

Note to Instructor: Break the students into small groups consisting of 4-5 students each. Give the student’s 10-15 minutes to develop 3-4 challenging questions, to include the answers, on a blank piece of paper. Questions will be related to the lesson material that has been covered in Activity 1 & 2. Each group will appoint a team leader who will stand and ask one question at a time to the other groups. The first group who finds the answer to a question is to stand and reply with the correct response and reference. Continue this activity until all groups have presented their questions. i. The DA Form 3986-R is used to record the results for the PAI. The HR specialist is responsible for entering the correct information from the AAA-162 in the appropriate blocks of the DA Form 3986. The DA Form 3986 is submitted with the AAA-162 and source documents as a completed PAI packet.

Note to Instructor: Refer the students to the eMILPO FUG, pages 137-140, Student Handout and DA Form 3986 (XFDL), to assist in the hands-on completion of the PAI. Inform the students they may also reference Table 5-1 of AR 600-8-6. a.ii. The eMILPO Field User’s Guide provides you with a detailed description of how the DA Form 3986 is prepared. Use this step by step guide, DA Form 3986, AAA-162 and source documents to prepare the form.

a.iii. When the PAI documentation is prepared, the DA Form 3986 and all supporting documents are forwarded through the chain of command and immediate commanders to the MPSM. Original copy will be returned to the unit after processing through command channels, according to local SOP. Note to Instructor: Inform the students to open up a blank DA Form 3986 on their computers, and the student handout. They will complete the DA Form 3986 using the student handout as you discuss each item. Inform the students to follow along and not to work ahead.

a.iv. The DA Form 3986 contains five sections. Using the Student Handout and the DA Form 3986 (XFDL), prepare the PAI as follows:

Note to Instructor: Inform the students that in our situation the PAI was conducted on (use yesterday’s date). The date has been removed. Item 1 - Date. Enter the actual date that the PAI muster formation was conducted. There are no set guidelines established for the format of this date. The PAI was conducted on (use todays’ date) .

Section I - Commander's Evaluation. (The S1 fills out this section for the unit commander to verify and sign after conducting the actual PAI.)

Item 2 - Reporting Unit. Enter the name of the unit conducting the PAI in this block. Reporting elements are companies, detachments, batteries, elements, teams, groups, agencies, activities or similar organizations which are assigned a unique Unit Identification Code (UIC). C Company, 1st Battalion, 22nd Infantry, (WD_ _ _ _) is the unit conducting the PAI.

Note to Instructor: Reference the AAA-162

Note to Instructor: Explain to the students that the reporting unit and the parent unit will not be the same. Ensure they understand that a parent unit is normally a battalion, brigade, Division or Corps.

Item 3 - Parent Unit. Enter the name of the next higher unit in the chain of command. st Enter HQs, 1 Battalion, 22d Infantry .

Item 4 - Command. Enter the appropriate Army Command (ACOM) of the unit conducting the PAI. This is a Forces Command (FORSCOM) unit. Forces Command or the acronym FORSCOM is acceptable entries for this item.

Item 5 - Permanent Station Location (city, state, APO). Enter the reporting unit station and location. SSI Training Unit is located in Fort Carson, CO 23201 .

Item 6 - UIC. Enter the UIC from the UPAR (AAA-162). (WD_ _ _ _) Item 7 - UPAR (AAA-162) as of (cycle/date). Enter the date of the AAA-162. The date is usually located in the top right hand corner of the AAA-162. This information is entered in block A. For training purposes it has been left blank. Use yesterday’s date. The AAA-162 is printed out the day prior. Enter the sum of military personnel classes on the AAA-162 in boxes 7c (Officers currently assigned/attached), 7d (Warrant Officers currently assigned/attached), and 7e (Enlisted currently assigned/attached).The total number of Officers, Warrant Officers, and Enlisted Soldiers assigned or attached is entered in block 7f. The cycle/date is (use yesterday’s date) . Boxes 7c-f would contain 5 / 0 / 46 / 51 for assigned personnel and 0 / 0 / 0 / 0 for attached personnel.

Item 8 - Gains. Enter the sums of the newly assigned/attached Soldiers not reflected on the AAA-162 in blocks c through f. Orders are enclosed for all newly assigned/attached personnel. Information should be annotated, which consist of type of transaction, name, last four of SSN, grade, and effective date of transaction. There were no warrant officer (assigned) gains and no enlisted (assigned) gains that were not reflected on the AAA-162. Column 8c-f assigned entry is: 0 / 0 / 0 / 0 . Attached personnel entry is: 0 / 0 / 0 / 0 .

Item 9 - Losses. Enter the sums of the assigned personnel who have departed and attached personnel who were relieved from attachment that are still reflected on the AAA -162. This information is annotated on the AAA-162. The Soldier is lined out and the type of transaction and effective date are annotated. There was one enlisted (assigned) loss CPL Raley. Block 9c -f assigned entry is: 0 / 0 / 1 / 1 . Attached personnel entry is 0 /0 /0 / 0 .

Item 10 - Adjusted Strength as of (date). Enter the "as of date" of the PAI in column 10a. This is the same date that is entered in item 1 of DA Form 3986-R, Today’s date. Enter the adjusted (assigned and attached) strength in column 10c-f by determining the sum by adding items 7, 8, and subtracting 9. Block 10c-f assigned entry is: 5 / 0 / 45 / 50 . Attached personnel entry is: 0 / 0 / 0 / 0 .

Item 11 - PAI (muster formation). The muster formation is where you will physically account for all assigned and attached personnel. All duty status changes are annotated on the AAA-162. The old duty status and effective date is lined out and the new duty status and effective date is annotated. The number of Officers, Warrant Officers, and Enlisted (assigned/attached) is entered in blocks 11c-d. The total number of Officers, Warrant Officers, and Enlisted Soldiers is entered in block 11f. If anyone is not present for duty (PDY) then there must be some type of supporting documentation explaining why. In addition to the annotated duty status, use the source documents enclosed with the PAI to calculate the muster formation strength. Based on the adjusted strength and the source documents enclosed in the PAI, block 11c-f assigned entry is: 5 / 0 / 44 / 49 . Attached personnel entry is: 0 / 0 / 0 / 0 . Item 12 - Type PAI. Annotate the type of PAI in block 12. Based on our situation sheet, this is a command directed PAI. The use of the "OTHER" box is for only command directed PAIs. (There use of the “specify” block is not required).

Item 13 - Remarks. The commander must comment on any strength discrepancies. He can also prepare a separate sheet and/or continue on another page, but must enter "See attached Sheet" in block 13.

List all personnel physically present for duty but not included on the AAA-162. These Soldiers were identified in item 8. The assignment/attachment orders for these personnel are enclosed with the PAI. The Soldiers name, grade, SSN and status are entered in item 13 as follows:

List all personnel listed on the AAA-162 but were not present in the muster formation. These Soldiers were identified in Items 9 and 11. Reassignment/relieved from attachment orders for departed personnel are enclosed with the PAI. Additionally, the personnel who are still assigned/attached to the unit but were not at the muster formation, supporting documents are enclosed with the PAI to verify their status (DA Form 31, DD Form 1610, DA Form 4187, sick slips, confinement orders, attachment orders, etc.). The Soldiers' NAME, GRADE, SSN and status are entered in item 13 as follows:

(i.e. the SSN used for class #07 would reflect 9 07 -09-42_ _, then student #) Note to Instructor: Students must review the AAA-162 thoroughly to verify present duty status. PFC Crowell was not present for the PAI and has a DA Form 4187 with a duty status change. He is neither a gain nor a loss. (Only 49 personnel were present for muster formation)

Item 14 - Commander's Authentication. The commander's signature validates that the above actions have been completed in accordance with the instructions in Table 5 -1 of AR 600-8-6.

Section II - Authentication by New Commander

This section is only prepared for a PAI conducted because of a Change of Command.

Item 15 - Remarks. The new commander must check the appropriate block "concur" or "nonconcur" based on the procedures in which the PAI was conducted and the figures recorded on this form. An explanation is entered if "nonconcur" is checked. Reasons for nonconcurrence must be provided. Explanation is continued on a separate sheet of paper if needed.

Item 16 - Type Name, Grade, branch of new Commander. The new commander's signature block, signature and date are entered in this item.

Section III - (eMILPO) Personnel Automation Section Coordination.

Item 17 and 18 - Remarks. For all units other than BDEs, the PAS must check either the “Concur” or “Nonconcur" block and “Personnel Strength Zero Balance Report Reconciled” only if it has been reconciled. Concurrence constitutes a recommendation for approval by the MPSM. Reasons for nonconcurrence that cannot be resolved by the PAS and the commander/BNS1 are explained in this block for the MPSM resolution. A continuation sheet is used if necessary.

The BDE S1 will recommend approval by the BDE commander, or explain why approval is not recommended. The BDE S1 only checks the block for the Personnel Zero Balance Report Reconciled (read as "Unit Personnel Accountability Report, AAA-162) when the unit inputs all needed data changes into eMILPO based on discrepancies found during the PAI, and then attaches a fresh AAA-162 reflecting the changes.

Section IV – Authentication by Commander (Chain of Command) In this section the commanders in the chain of command will verify the PAI and authenticate the form.

The following items are completed and all necessary signatures are present In Accordance With (IAW) local Standard Operating Procedures (SOP). The commander at the echelon immediately below the Army Command is the final authenticator for this section. The first entry is made by the next higher commander. If applicable, an intermediate commander authenticates between the two mentioned commanders.

Item 19 to 33 - Obtain the signatures of Immediate Commanders. Forward through command channels according to local procedures.

Section V - MPSM Certification. The MPSM will complete this section. Note to Instructor: Inform the students that this section is not applicable to BDEs and is left blank. Item 34 - To. Enter the name of the unit commander that conducted the PAI. Item 35 - From. Make no entry. Item 36 - Date. Enter the date the MPSM makes the determination to concur or nonconcur with the PAI results.

Item 37 - The MPSM will not approve the PAI until the personnel strength is reconciled and the unit has entered all necessary changes in eMILPO.

Item 39 - The MPSM will sign both approvals and disapprovals.

c.i. The S1 will verify that the AAA-162, AAA-165, and DA Form 3986 are completed and correct, and that supporting documents are correct and complete. All units except BDEs must forward to the PAS within 5 working days of the date the PAI was conducted.

c.ii. The S1 is responsible for verifying that the PAI is accurate and complete by taking the following actions:

c.ii.1. Review changes annotated on the AAA-162 and ensure correct information appears on the eMILPO database.

c.ii.2. Enter necessary data into eMILPO to reconcile it with changes noted by the unit. c.ii.3. Ensure the S1 resolved the status of Soldiers from the AAA-165, Failure to Gain and Deviation Reports. The PAI is not complete until all AAA - 165, Failure to Gain notices, and Deviation conditions for that UIC are resolved, submit ted and posted to eMILPO. c.ii.4. The BDE S1 will sign DA Form 3986 and return the complete packet to the unit after verification that the PAI was conducted correctly.

c.iii. The S1 will forward the DA Form 3986 with supporting documents through chain of command to MPSM in accordance with local SOP. The BDE S1s will forward all unit PAIs within the BDE to the brigade commander for approval.

c.iv. The intermediate commander will review PAI results, take corrective actions as necessary and forward PAI packet to the next addressee.

c.v. The MPSM will review and approve or disapprove the PAI, take corrective action as necessary and return the DA Form 3986 and associated documents to BN S1.

c.vi. The Battalion S1 will file the PAI packet under ARIMS file number 600-31a.
