Osakis City Council – Regular Meeting January 3, 2017 7:00 PM

Meeting called to order by Acting Mayor Randy Anderson at 7:00 p.m.
Pledge of Allegiance was spoken.
Oath of Office for Mayor Keith Emerson was read and sworn in by Acting Mayor Randy Anderson.
Oath of Offices for Council Members Jerry Olson and Justin Dahlheimer were read and sworn in by Mayor Keith Emerson.
Motion by Anderson, seconded by Dahlheimer, to approve the agenda as presented. All Ayes
Motion by Snyder, seconded by Olson, to approve the general consent items, including the December city bills in the amount of $267,353.63, and meeting minutes from December 5, 2016. All Ayes
Project #24: Liquor Store
Julie Didier was not in attendance. Council received the Liquor Store reports for December.
Inventory at the Liquor Store was on January 1, 2017. Emerson felt over all it went very well.
Dahlheimer would like a summary for the 2016 Expenses. Emerson will ask Didier for this report.
Project #73: First Responders
Craig Dropik was in attendance.
Council received the December First Responder Call totals. Council also received a list of totals for First Responder members since 2005.
Dropik informed the council of the following: 18 calls for the month of December. 175 calls for 2016, which is less than 2015. Only 4 no-shows for the year.
2017 First Responder Officers are as follows: President – Jason Schultz Page 1 of 7, January 3rd, 2017 Secretary – Cindy Halbur Training Officer – none
Dropik explained that no one wanted the training officer position but Schultz and Dropik will work together and appoint two to three members to pick topics and the members will train on those.
Motion by Anderson, seconded by Snyder, to approve the 2017 First Responder Officers as presented. All Ayes
Council discussed the HIPAA (Health Insurance Portability and Accountability Act). Snyder is concerned if the city would be responsible. Dropik said that the First Responder would take direct responsibility for their actions. There is more pressure to abide by the rules regarding social media and etc. The First Responders will discuss this matter at their next meeting.
Dropik informed the council that Selena Hanson has completed the First Responder course and is an active member.
Project #74: Fire Department
Chad Mathews was in attendance.
Mathews informed the council of the following: Total of 46 calls for 2016. No word on the FEMA Grant. The thermal imaging camera was received and put into service. Cost was about $7,500. Officers will be meeting to layout the schedule and event dates for the year.
2017 Fire Department Officers are as follows: Chief – Chad Mathews 1st Assistant – Travis Middendorf 2nd Assistant – Craig Dropik Training Officer – Kyle Kostrzewski Secretary – Craig Schultz Treasurer – Dirk Hagedon
Motion by Emerson, seconded by Olson, to approve the 2017 Fire Department Officers as presented. All Ayes
Project #13: Fire Relief
2017 Osakis Fire Relief Board are as follows: President – Justin Dahlheimer Vice-President – Kyle Kostrzewski Member – Ryan Larson Member – Adam Trisco
Motion by Anderson, seconded by Olson, to approve the 2017 Osakis Fire Relief Board as presented. All Ayes Abstain: Dahlheimer

Chad Gulbranson was in attendance. Council received the December Police Reports.
Gulbranson said that there were almost 2700 calls for 2016. This is up from previous years.
Project #205: City Crew
Kurt Haakinson was in attendance. Council received the public works report for December.
Council received bids for replacing the heating system at the fire hall. Thompson Heating - $13,995.00 True Service - $10,200
Haakinson said that the bid from True Service is for a twin furnace. The electric will be an additional cost.
Motion by Anderson, seconded by Emerson, to approve the bid from True Service for replacing the furnace at the fire hall for a cost of $10,200. All Ayes
Project #460: 2016 Downtown Project
Sheila Krohse was not in attendance.
Krohse sent an email regarding an update for the project.
There were no pay requests for the month of December.
Project #467: 2017 Street Project
Krohse sent an email regarding an update for the 2017 Street Project.
Haakinson informed the council that we have verbal commitments for the Lake Street residents that are included in the project. Residents have been told that if signed easement documents are not received this portion of the project will be deleted from the construction contract.
The project will be advertised in February and awarded in March.
Snyder asked about the property where the buildings were demolished (old sewer plant and circle building on Lake Street). Snyder said that the DNR is very interested in putting a trail head in Osakis and was wondering if this property would be a good location.
Anderson said that the impervious will need to be looked at.
Snyder will try to get ahold of Mike Roach regarding his property.
Dennis Ruhoff was in attendance to discuss the 2017 Project. Ruhoff does not want to hook up to water and sewer on his empty lot. Stated this would not be a buildable lot because of the size. Ruhoff also is asking for the sidewalk to be moved to the DNR side.
Haakinson informed Ruhoff that the sidewalks have not been designed yet. The project is still in the design phase. Page 3 of 7, January 3rd, 2017 Project #196: Fee Schedule
Council received the 2017 Fee Schedule. No changes were made.
Motion by Anderson, seconded by Olson, to approve the 2017 Fee Schedule as presented. All Ayes
Project #104: Mayor Appointments
Council received the 2017 Mayor Appointment list.
Council discussed the issue of having three members that are on Planning & Zoning and also are on council.
Anderson and Olson are both willing to step out.
The Planning & Zoning will talk to Tyler Dahlheimer and Kyle Kostrzewski who are interested and invite them to the January Planning & Zoning meeting.
It was decided to wait on the 2017 Mayor Appointments until the February Council meeting.
Motion by Dahlheimer, seconded by Snyder, to table approving the 2017 Mayor Appointments until February’s meeting. All Ayes
Project #249: Planning & Zoning
Council reviewed Resolutions 2017-3 and 2017-4 amending the official Osakis Zoning Map.
Resolution 2017-3 was presented by Anderson, seconded by Emerson, to approve amending the official Osakis Zoning Map for 301 2nd Avenue East to C-2 (General Commerce District). When put to a vote, the resolution passed unanimously.
Resolution 2017-4 was presented by Anderson, seconded by Emerson, to approve amending the official Osakis Zoning Map for 1721-1723 Lake Street East to R-1 (Low Density Residential). When put to a vote, the resolution passed unanimously.
Council reviewed the contract for Consulting Planning Services for 2017 from Municipal Development Group.
Motion by Dahlheimer, seconded by Olson, to approve the Consulting Planning Services for 2017 from Municipal Development Group. All Ayes
Project #109: Licenses
Council reviewed the list of the 2017 Licenses.

Motion by Snyder, seconded by Olson, to approve the 2017 Licenses as presented. All Ayes
Project #109: Licenses
Adrian Panther was in attendance.
Panther first thanked the city for helping with the signs & Moonshine Madness.
Panther discussed with the council a new idea of a cocktail room.
If allowed, Panther feels it will bring more tourists to Osakis and increase gift shop revenue. He would possible expand on the additional two lots on Pike Street.
Currently, they sell three shots for $10. Some people like to have pop with the liquor and Panther would like to have the cocktail room to allow this. A lot of people like mixed drinks vs straight shots.
Cocktail rooms are regulated by the state and Clerk Jacobson will be informed to review the information.
Project #247: Central Lakes Trail
Council reviewed a letter from Jean Bowman regarding the Central Lakes Trail Partnership.
The 2017 Central Lakes Trail Membership cost is $750.00
Motion by Olson, seconded by Dahlheimer, to approve the 2017 Central Lakes Trail Membership for $750. All Ayes
Project #247: Central Lakes Trail
Ryan Peterson and Dan Wessel were in attendance to discuss a proposed Public Bicycle Repair Station. The station would be on a cement slab with bike racks to hold ten to twelve bicycles that the public could use.
Wessel had contracted Rick Loxtercamp about maintaining the station.
The station is totally funded by the Chamber except for the cement slab. (the slab is approximately 6 ft x 10 ft) Peterson and Wessel are looking for ideas for the location. The preferred area would be 10 ft to 12 ft off the trail in the area of Central Avenue.
Snyder asked about the clock and if it could be located with the repair station. Also, there may be interest to have a billboard for the trail at the repair station location.

Snyder would like the Chamber to hold off until more ideas can be put together.
Project #134: County Commissioner
Council received a thank you letter from Bev Bales and the Commissioner Meeting Information from the last quarter of 2016.
Project #143: Cable TV
Council reviewed a letter from Charter Communications regarding upcoming charges effective January 10, 2017.
Project #7: Community Center
Council was notified that Jo Berninghaus has resigned as of December 26th, 2016.
Council received the ad that was put in the Osakis Review for the issues of January 4th, 2017 and January 11th, 2017.
No discussion was held about opening/closing the building for special events.
Synder asked about the Items to Do List. Go over the list and determine what we can do ourselves and what needs to be hired out.
Project #110: Gambling
Becky Hensley was in attendance.
Hensley is requesting a One-Day Gambling License for the Osakis After Prom Party. The event will be held on January 28th, 2017 at the VFW.
Resolution 2017-1 was presented by Anderson, seconded by Olson, to approve a One-Day Gambling License for the Osakis After Prom Party to be held on January 28th, 2017 at the VFW. When put to a vote, the resolution passed unanimously.
Project #110: Gambling
Jason Schultz is requesting a One-Day Gambling License for Duck’s Unlimited to be held on March 31st, 2017.
Resolution 2017-2 was presented by Olson, seconded by Emerson, to approve a One-Day Gambling License for Duck’s Unlimited to be held on March 31st, 2017 at the VFW. When put to a vote, the resolution passed unanimously.
Open Floor –
Mike Manders was in attendance and asked about snow plowing. His vehicle was ticked and towed on 12/27/2016 and felt there wasn’t any reason the streets needed to be plowed that morning.
Page 6 of 7, January 3rd, 2017 Noelle Jones was in attendance and also expressed concerns. Jones lives on 8th Avenue East and her vehicle was ticked and towed also.
Emerson stated that we cannot pick and choose what streets to do.
Dahlheimer said the complaints that he heard were about communications and the process of when the city plows.
Haakinson stated that it is his decision when to plow. It is safer to plow when the vehicles are off the streets.
Grinstead has started a Facebook page for the Police Department and is trying to let people know when the city is going to plow.
Grinstead would like a no parking at any time policy. Council members are not in favor of this.
Gulbranson spoke with the city attorney about this issue. The city attorney suggested a new ordinance for no parking also.
Grinstead will keep updates on the Facebook page.
