POST: CLINICAL DIRECTOR

BASE: HSCP HQ RENFREWSHIRE HOUSE

SALARY: £12804 per session per annum/ Equivalent salary per annum £128040 (pro rata)

HOURS: Five sessions per week 0.5 wte (1 session = 4 hours)

Duration: Fixed Term for 3 years (Reviewed prior to expiry)

Applications are invited for the post of Clinical Director within the Renfrewshire CHP which will join with adult social care services from 1st April 2015 to become the Renfrewshire HSCP (1). The post holder will be a member of the Senior Management Team within Renfrewshire CHP and HSCP and will report directly to the CHP Director/HSCP Chief Officer.

The Clinical Director will be expected to provide leadership and support to the medical practitioners who are part of the HSCP and our associated NHS contractors.

Explanatory Note (1) The Public Bodies (Joint Working) (Scotland) Act 2014 requires Health Boards and Local Authorities to integrate planning for, and delivery of certain adult health and social care services. Following integration arrangements being finalised it is envisaged that Renfrewshire CHP will become known to be Renfrewshire Health and Social Care Partnership (HSCP) To all General Medical Practitioners NHS Greater Glasgow and Clyde

As you may be aware Dr Alan Mitchell, our current Clinical Director has recently decided to provide notice of his intention to leave this post. I am writing to advise you that arrangements are now being made to appoint a new Clinical Director. I attach an advert and job description for this post which outlines the main duties and responsibilities.

We are writing to all GPs to invite them to apply to be considered for the post of Clinical Director. The post has a lead responsibility for Clinical Governance, providing leadership and support for GPs in Renfrewshire, a leading role with the senior management team for service quality and performance, effective interface between GPs/ community services and with acute. The post holder will report directly to the CHP Director/Chief Officer Designate and currently has support from two sessional Associate Clinical Directors.

All CDs across NHSGG&C also work to support a cross system programme of work. Information on this is available.

You will also be aware that we are making progress locally to move towards establishing new adult health and social care integration arrangements from April 2015. This will see the creation of a Renfrewshire Health and Social Care Partnership (HSCP) from that date with transitional work ongoing until it is fully established probably from April 2016. It is assumed that this post will be the CD in that new organisation and will report to me as Chief Officer Designate for the HSCP.

During this transitional period I also am happy to consider interest from practitioners looking to work on a sessional basis (less than the 5 CD sessions per week) to support/lead elements of our clinical directorate work.

1. JOB DETAILS:

Job Title: Clinical Director

Responsible to: HSCP Chief Officer

Location: Renfrewshire HSCP

2. JOB PURPOSE:

The post-holder will be a member of the HSCP management team and will report directly to the HSCP Director/ Chief Officer Designate. The HSCP Management Team is charged with the effective and efficient use of resources and for ensuring that the range and standards of service are of the highest quality possible.

The Clinical Director will provide leadership to the medical practitioners in the HSCP and be a strong advocate of multi-disciplinary team working. The role includes responsibility for developing a comprehensive clinical governance and service re- design programme across all care groups. The post-holder will advise on contractual matters in relation to the nGMS contract and will be the HSCP’s main contact with the GMC. He/ she will be aware of the broad determinants of health, will support the health improvement activity within the HSCP and work closely with local authority colleagues in areas such as community development.

Clinical leadership

 Jointly chair the Professional Executive Group  Develop a clinical strategy for the HSCP which promotes multi-disciplinary working and links to the wider primary, secondary and social care systems  Ensure the appropriate use of NHS resources including maximising effective interventions and appropriate deployment of clinical staff  Undertake media appearances and engage with the public  Ensure that health and safety standards are maintained and monitored and that staff are aware of their responsibilities under legislation and Council/ NHS policy.

Clinical Governance

Lead a comprehensive programme of clinical governance assurance and development in line with Board priorities including: o Responding to NQIS standards o Creation of appropriate risk registers o Implementation of major critical incident review procedures o Building quality improvement into service re-design o Robustly responding to HAI, decontamination and infection control o Learning from complaints o Supporting the implementation of child and adult protection systems o Ensuring all staff participate in clinical audit o Development of clinical protocols and guidelines o Implementation of medicines management systems o Uni-disciplinary strategies to improve the quality of patient care o Ensuring participation in appraisal for all medical staff, supporting revalidation and under-graduate and post-graduate medical education and training o Ensuring that there are adequate systems in place to detect and address underperformance o To organise and deliver services that are culturally competent and ‘Fair for All’, making sure to assess the impact of any future plans on minority groups

6. ASSIGNMENT & REVIEW OF WORK

The post is directly accountable to the HSCP Chief Officer . Review of performance is through the agreement of Performance Objectives and individual appraisal by the Director. Formal appraisal is annual but informal reviews will take place at regular intervals. In addition, the Clinical Director will be appraised professionally through the system arranged by the Scottish Association of Medical Directors for medical managers or as part of the National GP Appraisal system.
