KENTUCKY SHERIFF’S ASSOCIATION 08/14/2013 LOUISVILLE, KENTUCKY

Meeting called to order at 10:00 AM Eastern Standard Time. Sheriff Chuck Korzenborn called role. Sheriff’s absent: Sheriff Boggs, Sheriff Hammond, and Sheriff Whittaker. Sheriff Korzenborn certified a quorum.

Motion was made by Sheriff Wright and seconded by Sheriff Melton to excuse the absent board members. Motion was approved unanimously.

MINUTES OF PRIOR MEETING

A motion to approve the Minutes from July 23, 2013 made by Sheriff Cain and seconded by Sheriff Sparrow to approve the minutes of the prior meeting as written. Motion was approved unanimously. KENTUCKY SHERIFF’S ASSOCIATION SECTERARY/TREASURER REPORT

Dues Collected for the Year of 2013

The totals dues billed for the year 2013 are $125,901.00. As of 7/22/2013 $121,456.00 for a total of (96.5%) has been collected. That leaves an outstanding balance of $4,445.00.

KSA EXECUTIVE DIRECTOR’S REPORT KSA BOYS/GIRLS RANCH REPORT KSA Executive Director Wagner Report

KSA Director Wagner submitted the July financial report for the ranch

Motion was made to approve the reports made by Sheriff T Hampton and seconded by Sheriff B. Hampton to approve the financial report. Motion was approved unanimously.

KSA Ranch – A private donor has called if reference to work at the ranch. The private donor is impressed with the camp has done for years for kids. A committee has been set up to tear down some of the existing buildings and rebuild at no cost to the ranch.

KSA Meeting- a meeting with the Finance and administration and the auditors in reference to a variety of issues relating to sheriffs’. The auditor’s office recommended that the sheriff’s not enter into any contracts for off duty details unless it is a state agency. The auditor’s office suggested that the off duty deputy receive a 1099 from the employing agency. The auditor’s office will issuing a report on duty details and sheriff offices should have a policy relating to off duty details. Calendars-Proceeds from calendars have to be kept in separate accounts and have to meet Funk vs. Milligan under account procedures. All proceeds from calendars may be donated to the boys and girls ranch.

Uniforms-the KSA is still working with auditors in reference to uniforms.

Sheriff Vehicles-The auditors stated that all sheriffs’ vehicles should be titled in the sheriffs’ office name.

KSA Tip Line- The first tip came in via phone. The tip was in reference to a convicted child molester leaving with kids, the tip lead to the arrest of the individual.

Finger Printing- Several sheriff offices have been charging for finger printing, this is not an approved fee by statues. The KSA is working with the auditors to have this approved.

Upcoming Conferences

KSA Conference Bowling Green KY 09/09-09/13/2013

The board members rooms have been booked for the upcoming conference.

The training schedule has been sent out. Sheriffs need to get their rooms as soon as possible. A room rate has been set up at the Marriott across the street for attendees who cannot get a hotel at the host hotel.

All Sheriff and deputies are required to register with DOCJT and are also required to pay and register with the KSA.

This is an exciting year for the KSA several of the Kentucky Sheriffs will hold the seat as President in state and nationwide organizations.

KACo-Sheriff Gaines will be the 1st President in the history of the KSA to hold office with this organization.

NSA- Sheriff Aubrey will be sworn in as the NSA President in Ft. Worth Texas June 2014.

FOP-Sheriff Bearl Perdue is the current President of the FOP.

LEGISLATIVE UPDATE

Legislative Hearing- Members of the KSA attended a hearing on July 23 in reference to the Constable Bill that will be filed in the 2014 session; this bill is a home rule bill and will be filed by Representative Koenig.

KACo- The first legislative committee meeting will be August 20, 2013 at 11:00 a.m. at the KACo building.

Sheriff Aubrey-KSA law suit is back in Franklin Circuit Court. The Commonwealth of KY. is in the suit, we are not sure when it will start moving in the courts. PRESIDENT AGENDA

Scott County Sheriffs’ Office has been accredited and will be acknowledged at the KSA Conference.

Pendleton County has received their 5 year accreditation and will be acknowledged at the conference.

Law Enforcement- an invitation is going to be sent out to the President of the FOP, Chiefs Association, and to the Jailers association to attend our banquet this year.

OLD BUSINESS

CCSO Supervisors-The KSA is working with DOCJT about this class with Sheriff Cain and Thor Morrison from DOCJT. Sheriff Cain would send a letter to get the training from the NSA and requesting the class be approved by the KLEC board for consideration.

Sheriff Sparrow-A policy has been developed and approved in relating to off duty details by KACo. A copy will be forward from my office to be sent out to the KSA.

Sheriff Peoples-EMS plans on hold at this time.

Sheriff Cain-Owensboro convention and hotels are nearly completed and wanted to host the KSA conference there in the near future. NEW BUSINESS

Thor Morrison from DOCJT- the Justice Cabinet is doing a Job Task Analysis (JTA) in reference to training of law enforcement curriculum at the DOCJT. Several meetings have been held, with more to come. The focus group is requesting that deputies with 2-6 years experiences be sent to meet with the focus group so that a survey can be developed for all law enforcement throughout the state that can participate and return the surveys. An email will be sent out with the dates and times of the upcoming focus group meetings.

Three review meetings; the vendors will review the work of the Fo cus Groups to finalize the survey to be used later in the fall.

On October 7, DOCJT will host a stakeholders meeting to review t he progress of the project. Sheriffs, Chiefs and other administrator s are welcome and encouraged to attend. If interested, please conta ct Thor Morrison.

The survey, once completed, is intended for all non-supervisory an d supervisory sworn personnel. It is critical for sheriffs to direct an d make time available for them to complete the survey as it will be the foundation of the Basic Training Course at DOCJT.

CCSO class has been added to the schedule for this year. NEW BUSINESS

Appriss- Alicia Webb Edgington attended the meeting and discussed a new application for Sheriffs that will list sex offenders and other information at no cost for sheriff offices. The Campbell County Sheriff’s Office will have their application up and running in the near future.

The next meeting is September 8 at the KSA conference in Bowling Green, Ky.
