Section 1 - Common Requirements FCL.900 General:

- holding a licence for the aircraft category - holding an instructor certificate

FCL.915 Prerequisites and requirements:

a) min. 18 years b) holding a licence and rating when necessary (e.g. aerobatics) entitled to act as PIC during the flight instruction c) some credits towards further ratings

FCL.920 Competences and assessment:

Instructors will be trained to achieve the following competences: — Prepare resources, — Create a climate conducive to learning, — Present knowledge, — Integrate Threat and Error Management (TEM) and crew resource management, — Manage time to achieve training objectives, — Facilitate learning, — Assess trainee performance, — Monitor and review progress, — Evaluate training sessions, — Report outcome

FCL.930 Training course:

Applicants shall have completed a training course at an ATO Theoretical knowledge & flight instruction

FCL.935 Assessment of competence:

a) an applicant shall pass an assessment of competence in the

b) this assessment shall include:

- demonstration of competencies (FCL.920) - oral examinations (ground, pre-flight, in-flight, post-flight) - exercises to evaluate the competencies

FCL.940 Validity

Certificate is valid for 3 years

Section 2 – Specific requirements for FI(S)

FCL.905.FI Privileges:

To conduct flight instruction for the issue, revalidation, renewal of:

a) SPL, LAPL(S) b) class extention (aerobatics) – if qualified for this c) to a candidate FI if he has - min. experience of 50 hrs or 150 launches on flight instruction on sailplanes - passed an assessment with a FIE

FCL.910.FI Restricted privileges:

A new FI will have restricted privileges - to conduct flight instruction only under supervision of a FI – nominated by the ATO - no authorisation for first solo flight or first solo XC-flight

unless an experience (under supervision) of - 15 hrs or 50 launches of flight instruction - covering the full training syllabus

FCL.915.FI Prerequisites:

EGU/pp 2011-09-02 v.1 13/18/ - min. 100 hrs and 200 launches as PIC on sailplanes/powered sailplanes

in case the applicant wishes to give instruction on a TMG: - min. 30 hrs as PIC on TMG + - additional assessment by a FI-TMG

FCL.930.FI Training course:

a) passed a specific pre-entry flight test with a FI (within 6 months preceding the start of the course) b) course content: - 25 hrs. of teaching and learning - min. 30 hrs. of theoretical knowledge instruction incl. progress tests - min. 6 hrs or 20 launches of flight instruction in case of TMG: - 6 hrs. dual flight training on TMG

FCL.940.FI Revalidation – Renewal:

a) For “revalidation” – the applicant shall fulfil to 2 of the following 3 requirements: - min. 30 hrs or 60 launches in flight instruction in sailplanes, powered sailplanes or TMG (or as FE) in 36 months (validity period of the FI-certificate) - attend a refresher seminar within the validity period - pass an assessment with a FIE within the last 12 months of the validity

b) By each THIRD revalidation an assessment with a FIE is required

c) For “Renewal” = FI certificate has lapsed: - attend a refresher seminar (in last 12 months) - pass an assessment with a FIE

Section 1 - Common Requirements FCL.1000 Certificates

Holding a licence respective to the conducted skill tests, proficiency checks, assessment of competence and the privilige to instruct them = licence for the category + FI certificate

FCL.1005 Limitations of privileges in case of vested interests:

- skill tests or assessments of competence of applicants to whom they have conducted flight instruction - whenever they feel their objectivity may be affected

FCL.1010 Prerequisites:

- Applicants shall demonstrate their knowledge, background and appropriate experience - not subject to any sanction, suspension, revocation of the licence, certificate during the last 3 years

FCL.1015 Standardisation:

Applicants for a FE-certificate shall follow a “standardisation course” provided by the CA or by an ATO approved by the CA.

Content: theoretical and practical instructions - 2 skill tests, prof. checks or assessments of competence - instruction on the applicable rules & requirements of Part FCL, operations, documentation and reporting - briefing on national administrative procedures

EGU/pp 2011-09-02 v.1 15/18/ N.B. FE certificate is MS related! = a FE may not take an examination of an applicant who is related to an other MS/CA! Unless an agreement with that MS…… (Notificaton + received a briefing from that CA) !!!

FCL.1020 Assessment of competence:

An applicant for a FE certificate shall demonstrate his competence to an Inspector of the CA or to a senior FE specifically authorised by the CA to do so

Assessment contains: the conduct of a skill test, proficiency check, assessment of competence, incl. briefing, skill test or etc. , debriefing, recording administration

FCL.1025 Validity, revalidation, renewal

a) validity: 3 years

b) revalidation: - during the validity period te conduct of min. 2 skill test, prof. checks or assessments per year - attend a FE refresher seminar provided by the CA or by an ATO approved by the CA, during the last 12 months of the Validity - one of the skill tests of prof checks during the last 12 months of the validity period shall have been assessed by an inspector of the CA or by a senior FE specifically authorised by the CA

c) renewal: idem as FCL.1020

FCL.1030 Conduct of tests

FCL.1005.FE Privileges and conditions:

Are to conduct

1) skill tests and prof checks for the SPL and LAPL(S) provided the FE has the following experience: - 300 hrs flight time as PIC on sailplanes, powered sailplanes - including 150 hrs or 300 launches flight instruction

2) prof checks for the extension of the SPL privileges to commercial operations provided the FE has the following experience: - 300 hrs flight time as PIC on sailplanes, powered sailplanes - including 90 hrs flight instruction

3) skill test for the extention of the SPL or LAPL(S) privileges to TMG, provided the FE has the following experience: - 300 hrs flight time as PIC on sailplanes, powered sailplanes - including 50 hrs flight instruction on TMG

FCL.1010.FE Prerequisites:

An applicant for a FE certificate shall hold a FI certificate for the appropriate category

Section - 7 - Specific requirements for Flight Instructor Examiners

FCL.1005.FI Privileges and conditions: E To conduct assessments of competence for the issue, revalidation, renewal of a FI certificate

FCL.110.FIE Prerequisites:

- holding a valid FI certificate
