1. Background The National Water Resources Management Project (NWRM) in Tajikistan is funded by Swiss Agency for Development and Cooperation (SDC) and is implemented by the HELVETAS Consortium including ACTED and GIZ . The overall objective of the project is to strengthen water resources management at the basin, irrigation and on-farm level to increase water and therewith food security, reduce water-related disaster risks, improve livelihoods and raise socio-economic indicators in selected rural areas. Among other tasks, the Project will support the Government of Tajikistan in River Basin Management Planning for Tajik part of SyrDarya river basin. This includes, developing and making available the key tools necessary for making effective management decisions. It is increasingly recognized that one core tool for river basin management is a Geographical Information System (GIS). Hence, the Project plans to establish a GIS system for Tajik part of SyrDarya river basin, which will satisfy all the involved users' needs and will be built with consideration of the current status of GIS within water management organizations, existing geodata, infrastructure, human and financial capacities.

2. Scope of Work The main objective of the assignment is to define appropriate and suitable GIS system for Tajik part of the SyrDarya river basin, including Action Plans for further building of the system and its implementation. GIS system to be proposed should consider the needs of the River Basin Management Plan to be established, as well as existing technical, human and financial capacities in the basin. Furthermore, it is expected that by the end of the assignment, options for implementation of the proposed GIS system will be provided, covering software and hardware requirements, anticipated costs, system configuration and implementation strategy.

In parallel to the above described study, it is expected that service provider will deliver a basic training on “QGIS – free and open source GIS” in Russian language, to the Project stakeholders.

3. Requirements for experience and qualifications - University degree in Geography, Computer Science or GIS related field.

- At least 5 years of experience in application of GIS in natural resources management, preferably in management of water resources;

- At least 3 years of experience in delivering GIS trainings, especially on QGIS;

- Fluency in English and Russian, knowledge of Tajik will be an asset;

- Knowledge and experience working in Tajikistan context, particularly related to data management in water sector is a strong asset.

- Strong written, oral and cartographic communication skills: The ability to communicate GIS/spatial information to people without technical skills in this area.

4. Documents to be submitted in the application: Interested candidates must submit the following documents/information: a. Technical Proposal; b. Financial Proposal; c. Personal CV of the consultant/consultants;

a) Technical Proposal - Vision of future GIS system; - Description of the methodology and approaches to be applied to fulfill the tasks; - Draft outline of the training on “QGIS – free and open source GIS”; - Work-plan.

b) Financial Proposal The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be prepared suing the format provided in Annex 2. Please note, that travel related expenses (flights, accommodation, per diems, visa and etc. are reimbursable and paid according to the actual receipts.

5. Evaluation Individual consultants will be evaluated based on the cumulative analysis methodology. The award of the Contract shall be made to the individual consultants/pool of consultants whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of the below set weighted technical and financial criteria. * Technical Criteria weight – 70%; HELVETAS Swiss Intercooperation 3 * Financial Criteria weight – 30%. Only candidates obtaining a minimum of 49 points would be considered for the Financial Evaluation.

I. Introduction and background

II. Objectives

Task 1: To identify the most suitable and appropriate GIS system for Tajik part Syr Darya River Basin Management Plan (RBMP).

- Propose a GIS system, based on the baseline study and with consideration of the following:

o objectives and structure of the RBMP;

o existing status of GIS within the key water management authorities at basin level;

o needs of the key water management stakeholders;

o existing technical and human capacities, as well as infrastructure;

o availability of the Geodata.

- Provide development options for the proposed GIS system (software and hardware), which shall include:

o anticipated costs;

o system configuration preferably based on open source software products;

o capacity building strategies;

o implementation strategy, with clear work-plan;

Task 2: Deliver a basic training on “QGIS – free and open source GIS”

Training Programme. The training should be delivered in Russian language and should cover inter alia the following:  Introduction to GIS;

 What is GIS Software / GIS Application?

 What is GIS Data (vector and raster data as well as non-geographical data)?

 Introduction to QGIS and comparison to ArcGIS;

 QGIS interface and menu;

 Basic functions and modules of QGIS;

 Enabling overall Vector Data and Vector Analysis including Google Earth;

 Working with Raster Data;

 Database Concept;

 Using QGIS in water resources and in irrigation management;

 Digitalization of SyrDarya Basin Unit Map (the draft will be delivered by the PIU). HELVETAS Swiss Intercooperation 5

Target Audience. The training is targeted to train about 15 representatives of the Project beneficiaries and partners from Syrdarya River Basin in Tajikistan (Sugd Oblast).

Duration. The training shall be designed to be delivered within 3 working days, expected to be conducted October 27-29, 2015.

Location. Training shall be delivered in Khujand, Tajikistan.

Responsibilities of the Training Provider. The Training Provider is shall: i) develop training materials, including handouts, reading material, exercises and case studies that fully cover the areas outlined above; ii) deliver the training sessions (training sessions shall be designed in such a way that the practical application component shall constitute at least 50% of the time); iii) interact with participants during the training sessions to encourage participation and provide guidance on questions that are raised; iv) help participants in developing GIS strategy for water resources and for irrigation management in line with the objectives of the project.

IV. Expected deliverables

1. Report on GIS for Tajik part of SyrDarya river basin in English – by November 30 2015;

2. Training report and training evaluation summary – by November 10, 2015.

V. Qualifications

- University degree in Geography, Computer Science or GIS related field.

- At least 5 years of experience in application of GIS in natural resources management, preferably in management of water resources;

VI. Working arrangements

The Project Implementation Unit will administer this contract in collaboration with the Helvetas Swiss Intercooperation office in Tajikistan.

The PIU will facilitate the work of the service provider (individual consultant or team of consultants) by planning all the logistics of the training. This includes inviting participants, organizing venue, provision of necessary equipment, printing materials and etc. HELVETAS Swiss Intercooperation 6 PIU will also provide administrative and logistical support in conducting the mission including arranging the meetings, provision of office space, transportation within the country and etc.

The service provider will manage its staff time and responsibilities to ensure timely delivery of the deliverables required under this ToR.
