Minutes of the June 1, 2017 Meeting (I)

The meeting was called to order at 2:34 p.m. The minutes of the June 1, 2017 meeting were unanimously approved as distributed.

Presentation on the Fourth Study of Disproportionate Minority Contact (II)

Ms. Dorinda Richetelli, President of Spectrum Associates Market Research Incorporated, distributed a handout with findings from the JJAC’s fourth study of DMC. She discussed each decision point, highlighted points where there was disproportion, and explained the results of further analysis of the disproportion. The analysis might find that the disproportion was the result of other factors decision- makers were aware of, or in the alternative, the analysis might find unequal treatment based on race/ethnicity. There were five points where unequal treatment was found. Ms. Richetelli answered all questions so members could completely understand the methodology of the study.

Discussion and Action on DMC Recommendations for Publication with the Study (III)

Ms. Valerie LaMotte presented a draft set of DMC Recommendations. Members generally agreed with the recommendations, seeking details to be left to a DMC action plan. The JJAC also requested to revise the language of the introductory paragraph of the recommendations. It was agreed that a revised draft would be circulated by email before publication.

2 Action on Grant Applications: Police and Youth Program for Urban Communities (IV)

Ms. LaMotte informed members that 3 applications were submitted under this program category. Since the requested funding was $30,000 ($10,000 for each of three applications), she pointed out that all three could be funded. Ms. LaMotte discussed each proposal briefly.

The JJAC voted unanimously on the action listed below for funding under the Police and Youth Program. (No abstentions)

Ms. LaMotte summarized the draft annual report. Members made slight formatting changes and approved the resulting document.

Other Business (VI)

The JJAC approved requesting a one year extension of the FY 2015 Title II Formula Grants award from September 30, 2018 to September 30, 2019.
