SECTION 283110 - FIRE ALARM SYSTEM DESIGN
PART 1 - GENERAL
0.1 RELATED DOCUMENTS
A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and Division 01 Specification Sections, apply to this Section.

0.2 SUMMARY
A. This Section includes the design, preparation of installation documents, for a microprocessor controlled, intelligent reporting networked fire alarm equipment required to form a complete, operative, coordinated system. B. The fire alarm system shall comply with requirements of latest edition of the NFPA Standard 72 and CFS 105 for Protected Premises Signaling Systems except as modified and supplemented by this specification. The system shall be electrically supervised Class Xand monitor the integrity of conductors.
C. Alarm and trouble signals from each transponder shall be digitally encoded by listed electronic devices onto the looped fiber optic backbone addressable communication system.
D. Alarm, trouble, and supervisory signals from intelligent reporting devices shall be encoded onto the Signaling Line Circuits.
E. The system shall be an active/interrogative type system where each transponder is repetitively scanned; causing a signal to be transmitted to the local fire alarm control panel node indicating that the transponder and its associated initiating device and notification appliance circuit wiring is functional. Loss of this signal at the local fire alarm control panel (FACP) shall result in a trouble indication on both the FACP display and at the network display, as specified hereinafter for the particular input.
F. The system shall be arranged such that not less than 25 percent additional transponders may be inserted into network communication loop.
G. The FACP and peripheral devices shall be manufactured 100 percent by a single U.S. manufacturer (or division thereof). See CFS 105 for a list of approved fire alarm vendors
H. The system and its components shall be Underwriters Laboratories, Inc. listed under the appropriate UL testing standard as listed herein for fire alarm applications and shall be in compliance with the UL listing and meet FMG(Factory Mutual Global) approval.

I. The Fire Alarm and Security Installer shall employ NICET (minimum Level II Fire Alarm Technology) technicians on site to guide the final checkout and to ensure the systems integrity.
J. Fire Alarm System Designer shall prepare and submit necessary documentation, payments etc. as required too obtain the required permits. Be responsible to ensure Fire Alarm System design is a complete system and is acceptable and approved by the Authority Having Jurisdiction, Chrysler Fire Team representative and Global Risk Consultants prior to any installation. The fire alarm contractor is responsible for providing (The word provide means, purchase, install and make system operational without any exception) all wiring/conduit of all controls of smoke detectors/smoke duct detectors within the mechanical system to a fire alarm control panel in which will be shown on drawings. If fire alarm panel is not shown on drawings, the contractor will need to include in his bid and assume a 300’ of conduit and wiring starting at each of the mechanical system(Roof Top units, AHU and so forth). Fire alarm contractor shall include all fire alarm devices in his bid including but not limited to flow switches, tamper switches and all other related items.
K. Furnish all labor, material and accessories necessary to furnish and install a complete fire alarm system. The system shall be multiplexed, addressable electrically supervised, have closed circuits and left in first class operating condition. The equipment and complete installation shall be in compliance with local and national codes, and the authorities having jurisdiction and comply with the requirements of Chrysler Standards, as applicable.
0.3 SYSTEM DESCRIPTION
A. The work includes the system equipment specified, installation and necessary wiring. The initial installation shall include all memory and software, pushbuttons, switches, indicating lamps, and electronic hardware for a completely operable system per these specifications.
B. The system shall utilize distributed processing techniques, be totally solid state except for transponder relay associated outputs, microprocessor based and use digital transmission techniques.
C. The system shall be UL listed for fire alarm. The system communication format shall provide for priorities of different types of alarms such that, fire alarm points shall have the highest priority, with other designated types of alarms, such as security, having a second level and other types, such as guard patrol, having a third level of priority assigned which do not require operator involvement. Additionally, control points shall be assigned priorities to guarantee operation as required during emergency conditions.
D. The system shall be of modular design to allow future expansion with a minimum of hardware additions. The system shall be equipped with battery standby and charging circuits for system operation during commercial power outages. When the system is operating on a battery supply, either the CPU or any transponder, a trouble condition shall be generated at the CPU. When commercial power is restored, the system shall revert back to normal power, 60Hz without any manual restart procedures. The CPU shall be equipped with a minimum of 24 hours of battery standby, and the transponders shall be equipped with a minimum of 24 hours of battery standby. The CPU and transponders shall be equipped with battery charging circuits sufficient to recharge fully depleted batteries within 70% of their maximum capacity within 12 hours.

E. Alternate: Provide a representative to assist with testing and commissioning of the completed system.

0.5 PERFORMANCE AND OPERATION

a. Initiation Device Circuits (IDC) shall be wired Class B as part of an addressable device connected to the by the SLC circuit. b. Notification Appliance Circuits (NAC) shall be wired Class B as part of an addressable device connected by the SLC circuit or a panel circuit. c. Alarm signals arriving at the main FACP shall not be lost following a primary power failure. d. Provide device isolators so that a maximum of 10 devices can be lost with a system wire to wire short. Isolators shall be located at a maximum of 10feet and a minimum of 8 feet above the floor with easy viewing from the floor. They shall not be attached to the same conduit or box as the manual pull stations. 2. The Signaling Line Circuits (SLC) shall be in a ring (loop) configuration. The ring shall provide (Class X) operation.Communication between nodes shall be through fiber optic cables. 3. The fire alarm and detection system communications shall be via a peer-to-peer, deterministic, token passing communication method. Collision and recovery or poll- response methods that can not be shown to have deterministic performance are not permissible alternates. 4. Operation of the network shall not rely on any one master controller or other central component that, when failed, shall reduce or entirely interrupt operation of the remainder of the network. 5. Failure of any node shall not cause failure of any other node or loss of communication among surviving nodes. 6. If a group of nodes becomes isolated from the rest of the network, that group shall continue to function with common interactions of monitoring and control remaining intact. The network shall be notified with the exact details of the loss. 7. When a node is added or removed from any portion of the network, whether due to circuit fault or equipment failure, the network shall automatically re-configure to insert/remove the affected node. 8. Each node shall be field configured to support communications at 1200, 9600, 19200, and 38400 BPS (bits per second). Selection of communications speed shall be determined by site conditions. 9. Equipment in the network communication path shall maintain efficient 1/2 bit data regeneration techniques that allow information to be passed from node to node with minimum time loss. Equipment that requires buffering of data at each node before being repeated shall not be acceptable because such techniques cause delayed system response. 10. The network shall utilize dedicated fiber optics signaling. Fiber optics interface equipment shall be UL listed or FMG approved for compatibility with the control equipment.
B. Signaling Line Circuit Fiber Optic Specification & Guidelines 1. General a. Fiber optic cable used within the Plant shall be tight-buffeted, multi-media indoor/outdoor riser rated, breakout, plenum rated cable. b. The cable shall conform to EIA 568 Section 10.3.4. c. Cable can be 2, 4, 6, 12, 24 or 48-strand, as indicated, and produced by Optical Cable Corporation or other Chrysler approved manufacturer. Cable jacket shall be Red in color. Fiber Optic/Copper Guidelines a. 3/4-inch conduit run from the Cabinets and end devices into the ceiling truss, turning conduit 90 degrees once in truss for routing of exposed cables on bridle rings. Determine if conduit runs provided by other Bid Packages can be utilized, or design runs to be provided by the Fire Alarm and Security Installer. 1) Use rigid galvanized conduit to 10 feet above finished floor and EMT or IMT to the underside of the truss. Bridle rings shall be provided on maximum 10 feet centers for runs above the bottom chord of the truss.
b. Fiber optic cable/copper wire can be run exposed in the ceiling truss and, where possible, must follow the building columns. No drilling of holes or welding of ceiling truss steel is permitted. Cable and conduit shall be securely fastened using (clamps with bolts) or similar means. c. Where cables are run exposed they shall be run using bridle rings and be run directly above the bottom cord of truss . d. When fiber cable/copper wire is run down from truss to the Cabinets it shall be run in 3/4-inch rigid galvanized conduit. e. Appropriate care and installation techniques shall be used to ensure that the manufacturer’s specifications for minimum bend radius and maximum tensile rating and vertical rise are not exceeded. f. Splices are not allowed in the fiber optic cables. Fiber patch panels are the only method to splice fiber. g. The fiber optic cable shall have an end-to-end loss, including losses through the patch panels at each end and 100 foot jumper cable (on each end), of less than 4.0 dB. This shall include a maximum loss of 0.6 dB (total both ends) loss through the connectors and the dB rated loss (0.92dB/1000ft at 850nm and 0.305dB/1000ft at 1300nm) due to the length of the cable. h. Cables not meeting the manufacturers and Chrysler’s test requirements shall be replaced at no additional cost to the Chrysler or penalty to the scheduled project completion. 3. Fiber Optic Terminating a. Each fiber shall be terminated with ceramic ferrule ST connectors. b. Each fiber shall be terminated with stress relief over the breakout cable. Provide a drop of “Super Glue” on stress relief prior to pushing over termination to insure stress relief shall not slide back when connectors are installed or removed from devices. c. Insertion Loss for fiber optics connectors shall be less than 0.5 dB. 4. Labeling a. Each fiber optic cable shall be permanently imprinted with a typewritten identification tag. Identification tags must be placed within 2 feet of each end of each cable. Label cable even when within conduit or Inner duct. The labeling format is listed in Appendix A. b. Conduit, cable and Inner duct shall be labeled at each end and every 100 feet with an orange label identifying the contents as fiber optic cable and with the cable numbers of the cables inside. The labeling format is listed in Appendix A. 5. Testing a. Every strand of fiber cable shall be terminated and tested. 1) Submit documentation on the procedures used, certify that the testing requirements were met and provide completed test results. 2) Optical Time Domain Reflectometer (OTDR) testing b. Pre installation testing 1) New cable shall be tested prior to installation. On-reel testing of fiber optic cable must be performed, after arrival to the site, using an OTDR as approved by the Owner. 2) Conformance to manufacturer’s loss specifications for each reel of cable must be shown and approved by Owner prior to the start of installation. c. Post installation testing 1) End-to-end testing shall be performed at both 850 and 1300 nm in one direction (From Data Center to cabinets) on each strand of cable using an OTDR approved by the Owner. Testing shall be performed using a “100- foot jumper cable” on both ends, of cable being tested, to show db loss through connectors on both ends. 2) The loss of each strand and terminations shall not exceed 4db end to end and shall be documented. 3) Hard copies of each OTDR trace shall be provided. Replace cables and/or terminations not meeting Chrysler Corporation standards prior to system being accepted and the Fire Alarm and Security Installer submitting documentation for review. d. Insertion loss testing 1) End-to-end testing shall be performed on each length of cable using a fiber optic power loss meter set approved by the Owner. 2) The end-to-end attenuation of each cable at 850 and 1300 nm in both directions shall be documented. Provide 2 MICROTEST fiber solution kits P:8080-02 (or latest edition) to owner prior at start of project.
C. Basic System Functional Operation 1. General: When a fire alarm condition is detected and reported by one of the system initiating devices, the following functions shall immediately occur: a. The system alarm LED on the FACP shall flash. b. A local piezo electric signal in the control panel shall sound. c. The display on the FACP shall indicate information associated with the fire alarm condition, including the type of alarm point and its location. A color graphic system shall be provided with text only for additional information for use by the operator. The text screens shall be programmed into the system with information to be provided by the Owner’s Representative.

d. Printing on the FACP and history storage equipment shall log the information, along with time and date of occurrence. The printer shall be a UL listed dot matrix model. Two ink cartridges and two boxes of printer paper shall be furnished when the printer is installed. Information as to how and where to purchase additional printing supplies such as ink cartridges, print heads etc shall be left with the Owner’s Representative. The history storage shall be downloadable to an integral CD or DVD recorder as part of the fire alarm system and not a peripheral device. e. System output programs assigned via control-by-event interlock programming to be activated by the particular point in alarm shall be executed, and the associated system outputs shall be activated. 2. Operator Security Levels- Logon a. Minimum of 4, each level shall have the capability to be defined and programmed by Chrysler. Each operator shall have a unique password. b. Highest level includes access to all functions and commands. c. Lowest level allows system monitoring and alarm acknowledgement only. d. Levels in between 1 and 4 shall allow access to functions and commands as required by Chrysler. e. Highest level operators shall define lower level operators by name and security level. f. Operator shall complete login process by entering a unique password.
0.6 SUBMITTALS
A. General: 1. To the Owner’s Representative, 5 copies of submittals, including fire alarm system installation, wiring diagrams. Battery drain calculations, catalog cut sheets of major components, shall be submitted. Cut sheets of equipment to be utilized need to be supplied for review by Chrysler before the equipment is purchased. 2. At least 2 additional copies for review shall be submitted to The Owner’s Third Party Loss Consultant. One copy shall be retained by the Owner’s Third Party Loss Consultant and one or more shall be stamped “approved”. 3. References to manufacturer's model numbers and other pertinent information herein is intended to establish minimum standards of performance, function and quality. Equivalent compatible UL-listed or FMG approved equipment from other manufacturers may be substituted for the specified equipment as long as the minimum standards are met and the equipment is acceptable to Chrysler. A list of approved equipment is in CFS 105.
B. Shop Drawings: 1. The 90 percent design drawings shall be reviewed by Chrysler and The Owner’s Third Party Loss Consultantprior to ordering equipment or starting of installation. 2. Sufficient information, clearly presented, shall be included to determine compliance with drawings and specifications. 3. Include manufacturer's name(s), model numbers, ratings, power requirements, equipment layout, device arrangement, complete wiring point-to-point diagrams, and conduit layouts.

4. Fully cadded drawings that comply with the current plant system shall be submitted showing panels and annunciators layout, devices, communication trunk configurations, and terminations; and electrical conduit and wiring installations.
C. Manuals 1. Submit simultaneously with the shop drawings, complete operating, and maintenance manuals listing the manufacturer's name(s), including technical data sheets. (5 copies) 2. Wiring diagrams shall indicate internal wiring for each device and the interconnections between the items of equipment. 3. Provide a clear and concise description of operation that gives, in detail, the information required to properly operate the equipment and system. Include “jargon” terms and definitions as they relate to the particular manufacturer of the system and associated devices.
D. Contract Closeout Submittals 1. Operation and maintenance manuals. Not less than 5 copies. 2. Software and hardware documentation. (5 copies) 3. Wiring diagrams record documents (as builts) and system installation record documents (as builts) on CD Rom to Owner’s Representative. 4. Hard copies of the as built drawing of the complete system installation including wiring diagrams including one copy to the Owner’s Representative. Not less than 5 copies.
0.7 QUALITY ASSURANCE
A. System shall have proper listing and/or approval from one of the following nationally recognized agencies: 1. U/L Underwriters Laboratories Inc 2. FMG(Factory Mutual Global)
B. All tradesmen shall review the specifications herein with particular attention paid to the related sections. CLOSE COORDINATION IS ESSENTIAL TO THIS PROJECT and to ALL PROJECTS!
C. Completely review all functions and layout of fire alarm and control unit components prior to permitting installation.
D. Bench test all components prior to installation.
E. Provide factory-trained personnel to conduct final site inspection, testing, start-up and programming.
0.8 QUALITY CONTROL
A. Furnish equipment and materials listed in the current, latest issue having a date prior to issue date of Specifications, of Equipment Publications and Underwriters’ Laboratories, Inc., bearing the UL Label and wherever standards have been established by NFPA, IEEE, ASTM, ANSI, ICEA and NEMA for equipment referenced to such standards in this document. Furnish

equipment and materials conforming to the requirements of the National Electrical Code and the requirements of the Contract Documents.
B. Fire alarm control panel shall meet UL Standard 864 (Control Units).
0.9 WARRANTY
A. Work performed and material and equipment furnished under this contract shall be free from defects and shall remain so for a period of 2 years from the date of acceptance. The full cost of maintenance, labor, and materials required to correct all defects during this two-year period shall be included in the submittal bid. Service response during the warranty period shall be within 4 hours 7 days a week from the time of the service call to the service technician arrival on site. The above shall start immediately after the final acceptance test of the entire system. This start date for the two year warranty shall be agreed upon with Owner’s Representative and this Bid Package Contractor. The start date shall be conveyed to Owner’s Representative by this Bid Package Contractor.
0.10 MAINTENANCE
A. A service agreement for preventative maintenance of the entire new system during and after warranty shall not be included in the base bid but included as an Alternate.
PART 2 - PRODUCTS
0.1 EQUIPMENT AND MATERIAL, GENERAL
A. Equipment and components shall be new, and the manufacturer's current model. Materials, appliances, equipment, and devices shall be tested and listed by a nationally recognized approvals agency for use as part of a protective signaling system, meeting the National Fire Alarm Code.
B. Equipment and components shall be installed in strict compliance with manufacturers' recommendations.
0.2 CONDUIT, WIRE, AND FIBER OPTIC CABLE
A. Wiring runs shall be approved by Owner’s Representative.
B. Conduit: 1. Conduit shall be in accordance with the National Electrical Code (NEC), local and state requirements. 2. Wiring shall be installed in rigid conduit from the end device or cabinet up to 10 feet then in IMT or EMT to the bottom chord of truss. Wiring must then be run above the bottom chord of the truss. Wire may be run in bridle rings or cable trays such that there is no sagging below the bottom chord of the truss. Distance between bridle rings shall not exceed 10 feet. In office areas wire shall be run in IMT up to the suspended ceiling.

Conduit fill shall not exceed 40 percent of interior cross sectional area where three or more cables are contained within a single conduit. 3. Cable must be separated from open conductors of power, or Class 1 circuits, and shall not be placed in conduit, junction box or raceway containing these conductors, per NEC Article 760-29. 4. Conduit shall be 3/4 inch minimum with a maximum 75% fill. 5. Determine if conduit runs provided by other Bid Packages can be utilized, or design runs to be provided by the Fire Alarm and Security Installer.
C. Wire 1. Fire alarm system wiring shall be new. 2. Wiring shall be in accordance with local, state, and national codes (e.g., NEC Article 760) and as recommended by the manufacturer of the fire alarm system. 3. Wire and cable shall be listed and/or approved by a recognized testing agency for use with a protective signaling system. 4. Wire and cable not installed in conduit shall have a fire resistance rating suitable for the installation as indicated in NFPA 70 (e.g., FPLR). 5. Field wiring shall be completely supervised. 6. Exposed wire in the trusses shall be red in color and identified as fire alarm system cabl All suppression release panel terminations for alarm/trouble points shall be completed by “insert name of Fire Suppression Contractor”. The fire alarm installer shall subcontract this work to them. Contact “insert contact information”. There will be no drilling on the release panels or work on any release panel. This will be done by the Fire Suppression Contractor. All work on special release panels will be done on off hours unless authorized by Local Plant Security.
D. Terminal Boxes, Junction Boxes and Cabinets: 1. Boxes and cabinets shall be UL listed for their use and purpose and be keyed alike.
E. Initiating circuits shall be arranged to serve like categories (manual pull stations, smoke detectors, and sprinkler water flow). Mixed category circuitry shall not be permitted except on signaling line circuits connected to intelligent reporting devices.
F. Fire alarm control panel shall be connected to a separate dedicated branch circuit, maximum 20 amperes. Breaker switches shall be identified, locked in the “on” position and a list submitted to the Owner’s Representative of their location. Location of circuit breakers and number of the circuit shall be marked inside the associated FACP.
G. Fiber Optic Cable: Fiber optic cable provided shall be new. No splices or joints are permitted. Cables shall be identified by labeling per the Fire Alarm System Designer. Cables shall be labeled six inches before terminations, before entering raceways, and six inches after exiting raceway. Fiber optic cable in the trusses shall be “RED” in color and labeled as to function every 50 feet.

A. FACP shall be completely microprocessor based. It shall be located in the Security Office located in the Administration and Employees Service Building. This includes hard wired power supply etc
B. Basic System Operator Controls: 1. Acknowledge Switch: Activation of the control panel acknowledge switch in response to new alarms and/or troubles shall silence the local panel piezo electric signal and change the alarm and trouble LEDs from flashing mode to steady-ON. 2. Alarm Silence Switch: Activation of the alarm silence switch shall cause programmed devices to return to the normal condition after an alarm. 3. System Reset Switch: Activation of the System Reset switch shall cause devices and circuits, to return to their normal condition. 4. Lamp Test: Lamp Test switch shall activate system LEDs and light each segment of the liquid crystal display.
C. System Capacity and General Operation 1. Each signaling line circuit (SLC) shall be designed so that no more than 75 percent of the allowable addressable devices on that circuit are installed. 2. System shall include Form-C alarm and trouble relays rated at a minimum of 3.0 amps at 30 VDC. 3. Fire alarm control panel shall include a full-featured operator interface and backlit minimum 80 character Liquid Crystal Display (LCD). 4. FACP shall provide the minimum following features: a. Drift compensation to extend detector accuracy over life. b. Detector sensitivity test, per NFPA 72. c. Maintenance alert, to warn of excessive smoke detector dirt or dust accumulation. d. D. Central Microprocessor 1. Microprocessor shall be a state-of-the-art, high speed, and it shall communicate with, monitor, and control external interfaces. It shall include an EPROM for system program storage, non-volatile memory for building-specific program storage, and a "watch dog" timer circuit to detect and report microprocessor failure. 2. Microprocessor shall contain and execute control-by-event programs for specific action to be taken if an alarm condition is detected by the system. 3. Microprocessor shall also provide a real-time clock for time annotation of system displays, printer, and history file. Time-of-day and date shall not be lost if system primary and secondary power supplies fail.
E. Display 1. Display shall include a minimum 80-character backlit Liquid Crystal Display (LCD). It shall also provide Light-Emitting-Diodes (LEDs) for standard fire alarm indications. 2. Display keypad shall be an easy to use type keypad. This shall be part of the standard system and have the capability to command system functions, entry of alphabetic or numeric information, and field programming. Multiple password levels shall be provided.
F. Signaling Line Circuits (SLC) 1. System shall include at least 1 SLC circuits. Each SLC interface shall provide power to and communicate with intelligent detectors (ionization, photoelectric or thermal) and intelligent modules (monitor or control).
G. Serial Interface 1. System shall include two serial EIA-232 interfaces. Each interface shall be a means of connecting UL Listed Electronic Data Processing (EDP) peripherals. One serial port shall support a printer, the other a CRT. 2. System shall include an EIA-485 port for the serial connection of annunciators and remote LCD displays.
H. Enclosures 1. Control panel shall be housed in an UL-listed cabinet suitable for surface or semi-flush mounting. Cabinet and front shall be corrosion protected, given a rust-resistant prime coat, and manufacturer's standard finish. Enclosures shall be keyed alike with 2 keys per panel. Keys shall match the existing Plant Security locks and submitted to the Owner’s Representative. This shall be accomplished by the installation of a hasp on the control panel. Security shall provide the appropriate padlock At no time shall keys be left in the panel during installation. 2. Back box and door shall be constructed of minimum 0.060 steel with provisions for electrical conduit connections into the sides and top. 3. Field panel enclosures shall be located in switchgear rooms or as directed by Owner’s Representative and housed in NEMA 12 enclosures to prevent oil and water ingress into the panels. Field panel doors shall be provided "dead-front" panels (no glass). Keys shall match the existing Plant Security locks and submitted to the Owner’s Representative. This shall be accomplished by the installation of a hasp on the control panel. Security shall provide the appropriate padlock At no time shall keys be left in the panel during installation. 4. 5. Power to the field panels and head end shall be installed by the Fire Alarm and Security Installer. 6. All enclosure penetrations shall be from the cabinet sides.
I. Power Supply 1. Main power supply for the fire alarm control panel shall provide available power for the control panel and peripheral devices. 2. Provisions shall be made to allow the power to be increased as required by adding modular expansion power supplies or field mounted power supplies. 3. Over-current protection shall be provided on power outputs. Power supply shall provide an integral battery charger. 4. Main power supply shall provide a battery charger for 24 hours of standby using dual-rate charging techniques for fast battery recharge. 5. Circuits shall be power-limited, per 1995 UL864 requirements and include earth fault detection. 6. Main power supply shall provide meters to indicate battery voltage and charging current.
J. Field Charging Power Supply: FCPS is a device designed for use as either a remote 24 volt power supply or used to power Notification Appliances. 1. FCPS shall offer up to 6.0 amps (4.0 amps continuous) of regulated 24 volt power. It shall include an integral charger designed to charge 7.0 amp hour batteries and to support 60 hour standby. 2. Field Charging Power Supply shall have two input triggers. Input trigger shall be a Notification Appliance Circuit (from the fire alarm control panel) or a relay. Four outputs (two Style Y or Z and two style Y) shall be available for connection to the Notification devices. 3. Field Charging Power Supply shall include the ability to delay the AC fail delay per 1999 NFPA requirements. 4. FCPS include power limited circuitry, per 1995 UL standards.
K. Statement of Compliance 1. Fire Alarm Provider shall submit a Statement of Compliance in their proposal. The Statement of Compliance shall be a paragraph item-by-item Statement of Compliance. The statement of compliance must consist of a list of all articles in this specification. 2. Fire Alarm Provider shall indicate, by placing the word “comply” opposite each section number, where the Fire Alarm Provider’s proposal complies. 3. Fire Alarm Provider shall indicate, by placing the words “comply with intent” opposite the section number, where the proposal does not comply, but accomplishes the stated function in a manner different from that described. The FAS provider must also provide a full description of the deviation. Where a full description of the deviation is not provided, it must be assumed that the proposed system does not comply with the section and it shall be assumed that an “exception” is taken. 4. Fire Alarm Provider shall indicate, by placing the word “exception” opposite the section number, where the proposal does not offer the functionality stated. 5. If a proposal is submitted and does not include a Statement of Compliance, as described herein, the proposal shall be deemed non-responsive.

1. Point Disable: Addressable device or conventional circuit in the system may be enabled or disabled through the system keypad. 2. Point Read: The system shall be able to display or print the point status diagnostic functions. 3. System Status Reports: Upon command from an operator of the system, a status report shall be generated and printed, listing system status. 4. Water flow Operation: An alarm from a water flow detection device shall activate the appropriate alarm message on the 80 character display, turn on programmed notification appliance circuits, if provided, and shall not be affected by the signal silence switch. 5. Supervisory Operation: An alarm from a supervisory device shall cause the appropriate indication on the 80-character display. 6. Signal Silence Operation: The FACP shall have the ability to program each output circuit (notification, relay, speaker etc) to deactivate upon depression of the signal silence switch.
0.4 SYSTEM COMPONENTS
A. Strobe lights, if required by code shall meet the requirements of the ADA, UL Standard 1971 and shall meet the following criteria: 1. The maximum pulse duration shall be 2/10 of one second. 2. Strobe intensity shall meet the requirements of UL 1971. 3. The flash rate shall meet the requirements of UL 1971.
B. Manual Fire Alarm Stations: The quantity shall be based on the Authority Having Jurisdiction requirements and Owner’s Representative requirements. Manual pull stations shall be provided only at all first floor exit doors 1. Manual fire alarm stations shall be dual action non-code, non-break glass type, equipped with key lock(no hex key or other tool operated device) so that they may be tested without operating the handle. Stations shall be keyed alike. 2. Stations must be designed such that after an actual activation, they cannot be restored to normal except by key reset. 3. An operated station shall automatically condition itself so as to be visually detected, as operated, at a minimum distance of 100 feet (30.5 m) front or side. 4. Manual stations shall be constructed of high impact polycarbonate (Lexan), with operating instructions provided on the cover. The word "FIRE" shall appear on the manual station in letters 1/2 inch (12.7 mm) in size or larger. 5. Drywall and wallpaper must be repaired back to the original condition in office areas if a decorate back plate can not be provided to cover holes around the replaced manual pull boxes due to the new pulls being smaller in footprint that the old replaced ones. The back plate must be approved and acceptable to Owner’s Representative.
C. Pull Box Signs: Furnish a quantity of 4 times the number of manual pull boxes that are installed. These signs will be Owner’s responsibility to install. 1. 1. Photoelectric smoke detectors shall be a 24 VDC, two wire, ceiling-mounted, light scattering type using an LED light source. 2. Each detector shall contain a remote LED output and a built-in test switch. 3. Detector shall be provided on a twist-lock base. 4. It shall be possible to perform a calibrated sensitivity and performance test on the detector without the need for the generation of smoke. The test method shall test detector circuits. 5. A visual indication of an alarm shall be provided by dual latching Light Emitting Diodes (LEDs), on the detector, which may be seen from ground level over 360 degrees. These LEDs shall flash every 10 seconds, indicating that power is applied to the detector. 6. The detector shall not go into alarm when exposed to air velocities of up to 3000 feet (914.4 m) per minute. 7. The detector screen and cover assembly shall be easily removable for field cleaning of the detector chamber. 8. Field wire connections shall be made to the base through the use of a clamping plate and screw.
E. Conventional Ionization Type Area Smoke Detectors 1. Ionization type smoke detectors shall be a two wire, 24 VDC type using a dual unipolar chamber. 2. Each detector shall contain a remote LED output and a built-in test switch. 3. Detector shall be provided on a twist-lock base. 4. It shall be possible to perform a calibration sensitivity and performance test on the detector without the need for the generation of smoke. 5. A visual indication of an alarm shall be provided by dual latching Light Emitting Diodes (LEDs) over 360 degrees, on the detector, which may be seen from ground level. This LED shall flash every 10 seconds, indicating that power is applied to the detector. 6. The detector shall not alarm when exposed to air velocities of up to 1,200 feet (365.76 m) per minute. The detector screen and cover assembly shall be easily removable for field cleaning of the detector chamber. 7. Field wire connections shall be made to the base using a clamping plate and screw.
F. Duct Smoke Detectors 1. Duct smoke detectors shall be a 24 VDC type with visual alarm and power indicators, and a reset switch. Each detector shall be installed upon the composite supply/return air ducts(s), with properly sized air sampling tubes. Contact ME (Manufacturing Engineering) before ordering any duct detectors. 2. Duct detectors shall be a supervisory only signal to the FACP.
G. Projected Beam Detectors 1. The projected beam type shall be a 4-wire 24 VDC device. 2. The detector shall be listed to UL 268 and shall consist of a separate transmitter and receiver capable of being powered separately or together 3. The detector shall operate in either a short range (30' - 100') or long range (100' - 330') mode. 4. The temperature range of the device shall be -22 deg F to 131 deg F. 5. The detector shall feature a bank of four alignment LEDs on both the receiver and the transmitter that are used to ensure proper alignment of unit without special tools. 6. Beam detector shall feature automatic gain control, which shall compensate for gradual signal deterioration from dirt accumulation on lenses. 7. The unit shall be both ceiling and wall mountable. 8. The detector shall have the ability to be tested using calibrated test filters or magnet activated remote test station.
H. Automatic Conventional Heat Detectors 1. Automatic heat detectors shall have a combination rate of rise and fixed temperature rated at 135 deg F (57.2 deg C) for areas where ambient temperatures do not exceed 100 deg F (37.7 deg C), and 200 deg F (93.33 deg C) for areas where the temperature does not exceed 150 deg F (65.5 deg C). 2. Automatic heat detectors shall be a low profile, ceiling mount type with positive indication of activation. 3. The rate of rise element shall consist of an air chamber, a flexible metal diaphragm, and a factory calibrated, moisture-proof, trouble free vent, and shall operate when the rate of temperature rise exceeds 15 deg F (9.4 deg C) per minute. 4. The fixed temperature element shall consist of a fusible alloy retainer and actuator shaft. 5. Automatic heat detectors shall have a smooth ceiling rating of 2500 square feet (762 square meters).
I. Water flow Indicator: 1. Waterflow switches shall be an integral, mechanical, non-coded, non-accumulative retard type Manufactured by Potter Model VSR-F. The Owner’s Representative shall be notified to shutdown and drain the appropriate sprinkler system. The Fire Alarm and Security Installer shall not shut down or drain system. Dry pipe valve pressure switches shall be replaced as determined by the Owner’s Representative 2. Waterflow switches shall have an alarm transmission delay time, which is conveniently adjustable from 0 to 60 seconds. Initial settings shall be 30-45 seconds. 3. Waterflow switches shall come from a single manufacturer and series: Potter Brumfield. 4. Waterflow switches shall be provided and connected under this section but installed by the Fire Alarm and Security Installer. 5. Where possible, locate waterflow switches a minimum of 1 foot from a fitting which changes the direction of the flow and a minimum of 3 feet from a control valve.
J. Sprinkler and Standpipe Valve Supervisory Switches 1. No sprinkler water system control valve riser, zone control valve, and standpipe system riser control valve shall be equipped with a supervisory switch or annunciated on this job. Standpipe hose valves, and test and drain valves shall not be equipped with supervisory switch or annunciated unless mandated by the AHJ. 2. PIV (post indicator valve) or main gate valves shall not be equipped with a supervisory switch unless mandated by the AHJ.
K. Serially Connected Annunciator 1. The annunciator shall communicate with the fire alarm control panel via a two-wire EIA 485 (multi-drop) communications loop. 2. The Annunciator shall require no more than four wires for operation. Annunciation shall include: intelligent addressable points, system software zones, control relays, and notification appliance circuits. a. This unit shall provide for each zone: alarm indications, using a red alarm and yellow trouble long-life LEDs and control switches for the control of fire alarm control panel functions. b. The annunciator shall include a single electrical key switch to disable switch functions.
L. LCD Alphanumeric Display Annunciator 1. The alphanumeric display annunciator shall be a supervised, backlit LCD display containing a minimum of 80 characters for alarm annunciation in clear English text. 2. The LCD annunciator shall display alarm and trouble conditions from either the network node or complete network, via the INA. 3. Up to 32 LCD annunciators may be connected to a specific (terminal mode) EIA 485 interface. LCD annunciators shall not reduce the annunciation capacity of the system. Each LCD shall include vital system wide functions such as, system acknowledge, silence and reset. 4. LCD display annunciators shall mimic the local control panel 80-character display or network annunciator and shall not require special programming.
M. Interfaces and associated equipment are to be protected so that they shall not be affected by voltage surges or line transients consistent with UL standard 864.
N. An optional module shall be provided for NFPA 72, as well as a Digital Alarm Communicator Transmitter (DACT). The DACT shall be an optional plug-in module that supports up to 9 different transmission methods. The UDACT shall have the ability to annunciate every addressable point at the central station receiver.
O. Printer: The printer shall provide hard-copy printout of changes in status of the system and shall time-stamp such printouts with the current time-of-day and date. The printer shall be standard carriage with 80-characters per line and shall use standard paper. Power to the printer shall be 120 VAC at 60 Hz. The printout shall be continuous and not one alarm point information per page. The ancillary printer shall be UL listed but not necessarily for fire alarm systems 1.
P. Video Display Terminal (VDT) 1. The video display terminal shall provide a visual display and an audible alert of changes in status of the system and shall annotate such displays with the current time-of-day and date. 2. A detachable keyboard shall be provided with the VDT, which may be used, for programming, testing, and control of the system. 3. The video display terminal shall include a count of alarms and troubles in the system as well as a count of alarms and troubles requiring acknowledgment.
Q. Remotely Mounted Field Panels 1. In case of loss of communication with the central monitoring station, remote panels shall record alarm and trouble conditions and allow local manual activation of output circuits. 2. Remote panels shall not automatically activate output circuits without command from the monitoring station. 3. Remote panels shall include LCD display on the front of the panel.

4. Provide a minimum of 25 percent of the remote panel input/output as spare capacity. 5. Loss of communication shall be reported as a trouble condition at the Central Monitoring station. 6. Field panel enclosures shall be located in switchgear rooms and housed in NEMA 12 enclosures. The field panel doors shall be provided with key operated "dead-front" panels (no glass). The panels shall be mounted at the 5 feet level for easy access from the floor.
0.5 SYSTEM COMPONENTS - ADDRESSABLE DEVICES
A. Addressable Devices - General 1. Addressable devices shall use simple to install and maintain type address switches. 2. Detectors shall be intelligent and addressable, and shall connect with two wires to the fire alarm control panel signaling line circuits. 3. Addressable smoke and thermal detectors shall provide alarm and power/polling LEDs. LED(s) shall flash under normal conditions and LED(s) shall be placed into steady illumination by the control panel, indicating an alarm condition. 4. The fire alarm control panel shall permit detector sensitivity adjustment through field programming of the system. 5. The detectors shall be ceiling-mount and shall include a separate twist-lock base with tamper proof feature. The detector for the field panel may be mounted to the wall according to the detector specifications. 6. The detectors shall provide a test means whereby they shall simulate an alarm condition and report that condition to the control panel. Such a test may be initiated at the detector itself (by activating a magnetic switch) or initiated remotely on command from the control panel. 7. Detectors shall operate in an analog fashion, where the detector simply measures its designed environment variable and transmits an analog value to the FACP based on real-time measured values. The FACP software, not the detector, shall make the alarm/normal decision, thereby allowing the sensitivity of each detector to be set in the FACP program and allowing the system operator to view the current analog value of each detector. 8. LEDs shall be provided that shall flash under normal conditions, indicating that the device is operational and is in regular communication with the control panel. 9. A magnetic test switch shall be provided to test each detector for 100 percent obscuration, reported to the FACP. 10. The component point descriptors shall be determined by the Corporate Fire Team representative and the Plant Fire Responsible person
B. Addressable Pull Box (manual station): Owner’s Representative shall determine box numbers for identification addresses. 1. Addressable pull boxes shall, on command from the control panel, send data to the panel representing the state of the manual switch and the addressable communication module status. They shall use a key operated test-reset lock, and shall be designed so that after actual emergency operation, they cannot be restored to normal use except by the use of a key. 2. Operated stations shall have a positive, visual indication of operation and utilize a key type reset (not a special tool). Units shall be keyed alike. 3. Manual stations shall be constructed of Lexan with clearly visible operating instructions provided on the cover. The word FIRE shall appear on the front of the stations in raised letters, 1.75 inches (44 mm) or larger. 4. Provide 4 times the quantity of manual pull boxes that are installed with signage to the Owner’s Representative. These signs will be Plant responsibility to install. a. C. Intelligent Photoelectric Smoke Detector: Detectors shall use the photoelectric (light-scattering) principal to measure smoke density and shall, on command from the control panel, send data to the panel representing the analog level of smoke density.
D. Intelligent Ionization Smoke Detector: Detectors shall use the dual-chamber ionization principal to measure products of combustion and shall, on command from the control panel, send data to the panel representing the analog level of products of combustion.
E. Intelligent Thermal Detectors: Thermal detectors shall be intelligent addressable devices rated at 135 deg F (58 deg C) and have a rate-of-rise element rated at 15 deg F (9.4 deg C) per minute. It shall connect via two wires to the fire alarm control panel signaling line circuit.
F. Intelligent Duct Smoke Detector 1. The duct smoke detector housing shall accommodate a listed smoke duct detector , so that it provides continuous analog monitoring and alarm verification from the panel. 2. When sufficient smoke is sensed, an alarm signal is initiated at the FACP and appropriate action taken to change over air handling systems to help prevent the rapid distribution of toxic smoke and fire gases throughout the areas served by the duct system.
G. Addressable Dry Contact Monitor Module 1. Addressable monitor modules shall be provided to connect one supervised IDC zone of conventional alarm initiating devices (any N.O. dry contact device) to one of the fire alarm control panel SLCs. 2. The monitor module shall mount in a 4-inch square (101.6-mm square), 2-1/8 inch (54 mm) deep electrical box. 3. The IDC zone shall be suitable for Style D or Style B operation. An LED shall be provided that shall flash under normal conditions, indicating that the monitor module is operational and in regular communication with the control panel. 4. For difficult to reach areas, the monitor module shall be available in a miniature package and shall be no larger than 2-3/4 inch (70 mm) x 1-1/4 inch (31.7 mm) x 1/2 inch (12.7 mm). This version need not be Style X .
H. Two Wire Detector Monitor Module 1. Addressable monitor modules shall be provided to connect one supervised IDC zone of conventional 2-wire smoke detectors or alarm initiating devices (any N.O. dry contact device). 2. The two-wire monitor module shall mount in a 4-inch square (101.6 mm square), 2-1/8 inch (54 mm) deep electrical box or with an optional surface back box.

3. The IDC zone may be wired for Class A or B operation. An LED shall be provided that shall flash under normal conditions, indicating that the monitor module is operational and in regular communication with the control panel.
I. Addressable Control Module 1. Addressable control modules shall be provided to supervise and control the operation of one conventional NACs of compatible, 24 VDC powered polarized audio/visual notification appliances. For fan shutdown and other auxiliary control functions, the control module may be set to operate as a dry contract relay. 2. The control module shall mount in a standard 4-inch square (101.6 mm square), 2-1/8 inch (54 mm) deep electrical box, or to a surface mounted back box. 3. The control module NAC may be wired for Style Z or Style Y (Class A/B) with up to 1 amp of inductive A/V signal, or 2 amps of resistive A/V signal operation, or as a dry contact (Form-C) relay. The relay coil shall be magnetically latched to reduce wiring connection requirements, and to insure that 100 percent of auxiliary relay or NACs may be energized at the same time on the same pair of wires. 4. Audio/visual power shall be provided by a separate supervised power circuit from the main fire alarm control panel or from a supervised, UL listed remote power supply. 5. The control module shall be suitable for pilot duty applications and rated for a minimum of 0.6 amps at 30 VDC.
J. Isolator Module 1. Isolator modules shall be provided to automatically isolate wire-to-wire short circuits on an SLC Class A or Class B branch. The isolator module shall limit the number of modules or detectors that may be rendered inoperative by a short circuit fault on the SLC loop segment or branch. At least one isolator module shall be provided for each 10 signaling devices. 2. If a wire-to-wire short occurs, the isolator module shall automatically open-circuit (disconnect) the SLC between the two affected isolators. When the short circuit condition is corrected, the isolator module shall automatically reconnect the isolated section. 3. The isolator module shall not require address setting, and its operations shall be totally automatic. It shall not be necessary to replace or reset an isolator module after its normal operation. 4. The isolator module shall mount in a standard 4-inch (101.6-mm) deep electrical box or in a surface mounted back box. It shall provide a single LED that shall flash to indicate that the isolator is operational and shall illuminate steadily to indicate that a short circuit condition has been detected and isolated. Isolators shall be installed so they are visible from the floor level. Maximum of 10 feet and a minimum of 8 feet. They shall not be installed directly above or below a manual pull box.
0.6 BATTERIES
A. The batteries shall be sealed lead calcium type, 12-volt nominal (two required) with automatic SCR solid-state charging equipment.
B. The battery shall have sufficient capacity to power the fire alarm system for not less than 24 hours plus 5 minutes of alarm upon a normal AC power failure.

C. Battery drain calculations shall be submitted to substantiate the power capacity.

PART 3 - EXECUTION
0.1 INSTALLATION
A. Installation shall be in accordance with the latest editions of NEC (NFPA 70), NFPA 72, local and state codes, as shown on the drawings, and as recommended by the equipment manufacturer.
B. Conduit, junction boxes, conduit supports, and hangers shall be concealed in finished areas and may be exposed in unfinished areas.
C. Manual pull stations shall be suitable for semi flush mounting on standard single gang box, and shall be installed not less than 48 inches or more than 54 inches above the finished floor or as required by local code. The type of mounting box shall be discussed with Owner’s Representative to provide a sealed type box with only one knockout on the top for the conduit entrance. This is to help prevent water and oil ingress into the box.
0.2 FIELD QUALITY CONTROL
A. As an alternate, provide the service of a competent, factory-trained engineer or technician authorized by the manufacturer of the fire alarm equipment shall be provided to technically supervise and participate during of the adjustments and tests for the system. Testing shall be in accordance with NFPA 72 and Manufacturers recommended practice.
B. Install equipment and material in compliance with the regulations of Local, State and Governmental laws governing electrical installations, the latest edition of the National Electrical Code and the requirements of the Contract Documents
0.3 FINAL INSPECTION
A. At the final inspection, a factory-trained representative of the manufacturer of the major equipment shall demonstrate that the system functions properly in every respect.
0.4 INSTRUCTION/TRAINING
A. Instruction shall be provided as required for operating the system. Hands-on demonstrations of the operation of system components shall be provided. Classroom instruction with handouts shall be provided on-site for at least 40 personnel from Chrysler. Training shall be conducted onall operating shifts.. This training shall be coordinated with the site Security Manager.
B. The Fire Alarm Designer shall prepare a typewritten "Sequence of Operation." Copies of the operational sequences shall be posted in each panel as the instructions pertain to it. A

complete set of instructions shall be submitted to the Owner’s Representative in book format as well as Microsoft Word or Excel format on CD Rom.
C. A copy of the as built drawings shall be stored in the Security Office.
D. A backup CD of the operating system shall be provided to Plant Security.

APPENDIX A - NETWORK CABLE LABELING
LABELING STANDARDS
This standard covers labeling to be used for fiber backbones, station cabling, and the interconnection of Hubs, routers, and other LAN equipment. Adherence to this standard shall insure that equipment and wiring can be tracked in the Chrysler Central Repository. 1. Concentrators Each concentrator (HUB) shall have printed labels identifying it with the Chrysler "hub name", and the IP address. The Owner will provide this information. If a concentrator is divided into more than one sub network, labels shall be positioned above each network management card indicating the hub name and IP address. EXAMPLE: The following is how the Data Center 5000NT concentrators at the Jefferson North Assembly Plant should be labeled. This is a 3000N Premise Concentrator with two network management cards dividing it into two sub networks. HUBXXXD1 (Data Center) HUBXXX05 151.171.???.?? 151.171.???.?? 2. Terminal Server Modules Each terminal server module installed in a Bay Networks concentrator shall be labeled with the "terminal server name" and IP address. The Owner will provide this information. For example, the following is a terminal server module at the Jefferson North Assembly Plant. TSRXXX50 151.171.???.50 3. Station Cabling Station cabling shall be labeled as follows: LLL-III-T-CCC-PP\ Where: LLL = Three Character location ID to be assigned by the Network Management group. (e.g., "XXX" = XXXX XXXX Plant). III = Up to 3 characters to identify the Cabinet that the station cable terminates in. T = U for 10BaseT UTP S for 10BaseT STP H for 10Base2 Coax C for RG62 Coax F for 10BaseF Fiber CCC = 3 digit cable identifier.

PP = 2 digit 10Base2 (segment of drop) identifier OR category of cable for 10BaseT (03, 04, or 05). Station cable labels should be shown on the outlet at the users’ location, on both ends of the station cable, and on the front side of the patch panel.
4. Fiber Backbone Cables Fiber backbone cables shall be labeled as follows on the cable sheath. F-LLL-III/lll-iii-xxx Where: F = Fiber LLL = 3 character location ID for the originating end, assigned by Network Management group. (e.g., "XXX" = XXXX XXXX Plant). III = Up to 3 characters to identify the Cabinet the fiber terminates in. Lll = 3 character location ID for the terminating end, assigned by Network Management group. Iii = Up to 3 characters to identify the Cabinet that the fiber terminates in. xxx = 3 digit cable identifier. This label should be shown on the front of the fiber patch panels at both ends, as well as on both ends of the fiber cable itself. Individual fiber terminations shall be labeled on the front of each patch panel with a number corresponding to the standard color code. 5. Patch Cables Patch cables between equipment and station patch panels, between patch panels and wiring concentrators, and between patch panels shall be labeled as follows. III-T-CCC Where: III = Up to 3 characters to identify the Cabinet that the patch cable is being used in. T = A for equipment line cords B for equipment/station patch panel cross connect cables. C for fiber patch cables. ccc = 3 digit cable identifier
