RECRUITMENT AND SELECTION OF INTERNAL CANDIDATES

POLICY: UMOM notifies personnel of available positions before or concurrent with external recruitment efforts. Procedures are set forth for internal candidates to apply for available positions and for managers to select internal candidates.

PROCEDURE Posting of Open Positions: In order to post a position, either internally or externally, managers shall contact HR. All positions that are posted externally will be posted internally concurrently.

Employee applicant process: Employees will be notified of current job openings through the weekly email sent out by the Administrative Specialist. Employees apply for positions by completing an Internal Position Application, which are also located on the UMOM Policy and Procedure website. Employee completes form and obtains signature from their supervisor* then forwards the form to Human Resources. Human Resources screens applicants for education and experience requirements and forwards qualified candidates’ applications to the Hiring Manager.

*Supervisors may decline signature on an Internal Application if the applying employee is not meeting all requirements of his/her current job, is on written warning, has outstanding performance issues, or in the event the transfer would cause a hardship to employee’s current department. Employees must be in their present position for 90 days.

Selecting an Internal Applicant: Before you make a job offer to an employee, the following approval process shall be followed:

1. Hiring Manager shall receive an Internal Position Application, signed by employee’s supervisor. 2. Hiring Manager sets up interview and uses Interview Analysis Packet for interview questions and analysis. 3. Discuss the employee’s past performance with the employee’s current manager. 4. Complete Personnel Change Notice (PCN) and forward to Director for signature. Director will forward to HR. 5. HR will enter the adjustment, confirm the paycheck effective date for the salary change (if applicable), and will notify the Manager that the approval process is complete. HR will return the approved PCN to the Hiring Manager. 6. Hiring Manager offers the employee the job and obtains employee’s signature on the PCN. 7. Hiring Manager routes signed PCN to HR along with all interviewing materials (e.g. resumes, applications, interview notes) for all applicants. 8. HR provides copy of signed PCN to Accounting for required adjustments to payroll.
