MINUTES OF THE MEETING OF CLYST ST GEORGE PARISH COUNCIL HELD IN THE VILLAGE HALL ON WEDNESDAY 10 TH JUNE 2015 AT 8.00PM

PRESENT: Cllr M Ackland-Smith (MAS), Cllr J Manser (JM); Cllr P Bragg (PB), Cllr R Horner (RH), Cllr D Baker (DB), Cllr A Meechan (AM), Cllr K Dearsly (KD), Cllr M Howe (MH), Miss E Gibbons (EG); Cllr M Howe; Cllr P Bowden

MINUTES of the previous AGM were signed

DECLARATIONS OF INTEREST – clerk to report 14/2424/out – Appeal – PB and KD declared an interest. DB declared a pecuniary interest. 15/0707/ful – MAS declared a personal interest. 15/0805/ful – MAS declared no interest but would like it noted she lives close to the site. 15/10/18/ful – KD declared a pecuniary interest.

OPEN FORUM MAS asked residents to submit questions if they can beforehand. Lana Cross thanked for PC cutting hedge; land owners of Branscombe Farm are aware of the grass bank which needs cutting – in hand; bank also needs cutting Clerk to email DCC; Richard Cousins; home hit by vehicle; hedge grown causing obstruction; PC written to owner; Pam Dean commented on A376 crossing of the road is dangerous; John O’Hara - sign at Old Ebford Lane needs repairing. MAS to follow up. Tony Charles commented on Local Plan and Neighbourhood Plan.

MATTERS ARISING – Clerk to report 1. Confirmation sent to DCC re Parish Paths representative and also responding to the P3 grant application. 2. Email to Nigel Frost 19/5/15 re mirror placements on A376 Ebford Lane. Email from Nigel Frost 2/6/15 to confirm that Highways do not place mirrors – this would be a matter for the landowners only. MAS has suggested that the PC could buy the mirrors – Clerk seeking advice from Highways on legalities of this. Highways confirmed they would not supply them it would have to be a private matter. PC looking into whether it is viable to have mirrors and as the insurance and legalities of having them. Email to insurers to see what cover, if any, is available. 3. Email to Nigel Frost 19/5/15 re sink hole, Odhams Lane. Trying to determine who owns the land. 4. Email sent to Nigel Frost 21/5/15 – drafted by Cllr Ackland-Smith re accident on Old Ebford Lane. 5. Nigel Frost confirmed he is looking into the works on Tremletts Lane – He will report further on this.

CORRESPONDENCE clerk to report 1. 18/5/15 – copy email from MAS to Elaine Simmonds re accident on A376 – advising letter to be sent to Highways. 2. Norris & Fisher confirming insurance in place. 3. Parish and Town Council seminar 4 June at EDDC – introduction to planning. Councillors advised. Clerk requested copy slides. 4. Email SWW 26/5/15 – advising of road closure on 8 June on A376 Sandygate and Clyst St George between 19.00 and 06.00. 5. Email from Martin Rothwell re drainage problem opposite Knights Barn – MAS to liaise with JM. 6. Message from resident re hedgerows on A376 Ebford Road and Lower Lane. Forwarded to highways asking them to be cut back. MAS confirmed the work has already been done by RBL who are the developers on this land. 7. Email from Making Parishes Better – team of professionals undertaking survey of local governments making them more transparent – FOI request asking for our members which was sent by Clerk and advised that all information is published on our website. 8. Email received by MAS from Richard Cousins re overgrown hedge at Higher Thatch, Ebford which is causing lane to narrow which has lead to minor accidents. Clerk wrote to Mr Read at his address in Cullompton asking him if he would kindly cut the hedge back. 9. Email received from Tim Pattison regarding the speed monitor location – Councillors to follow this up.

COUNTY COUNCILLOR’S REPORT Cllr Bowden confirmed A376 closure; work postponed; Blue Ball Lane on resurfacing programme for this year which should ease car parking problem; Boundary Commission report; reduces councillors from 60 to 62; merging parishes to make them into one parish of about 10,000 – only one or two councillors to cover each much larger area.

DISTRICT COUNCILLORS REPORT Cllr reported on the extra meeting of the Council re debate for EDDC moving offices; reported on Local Plan.

POLICE REPORT clerk to report One report of affray outside the Blue Ball.

FINANCE clerk to report 1. VAT applied for. 2. Agreed change of signatories EG, MA, PB, JM. 3. Helen Haines and EG completed audit to be signed off by MAS, Clerk and Mark Laverock, send to Grant Thornton. PC to thank Helen Haines and Mark Laverock for their help on this. 4. Cheques – Clerk salary £160.30; Cider Pres NP - £135 and £675; Plandscape £53.86; CSG Village Hall £198. 5. Bank balance £5,716.97.

PLANNING APPLICATIONS – DB to report All Planning matters will have a summary attached to the minutes and will be reported on the website.

1. 15/0805/ful – Rosario Ebford, Exeter EX3 0QN - Demolition of existing bungalow and construction of two storey dwelling, provision of paddock and community car park. Comments to EDDC - see copy report attached. 2. Appeal - 14/1430/ful – Rosario, Ebford – Construction of four detached dwellings. To be discussed further. 3. Appeal – 14/2424/out – Land North of Ebford Lane. Outline application seeking approval. Comments to EDDC – PB and KD declared an interest. DB declared a pecuniary interest. 4. 15/1157/ful - Land Adjacent to Western Fields Ebford - Change of us of land to create new vehicular access to The Barn, Western Fields. 5. 15/1060/ful - Brookfield Lower Lane, Ebford - Raising of roof to facilitate loft conversion and construction of front, rear and side single storey extensions. 6. 15/0707/ful - Christer Ebford Lane, Ebford - First floor side extension and alterations to form annex. Cllr Ackland-Smith declared a personal interest and will not comment or vote. 7. 15/1018/ful - Kingston Hill Ebford Lane Ebford Exeter EX3 0QU - Construction of detached double garage and store with ancillary office above. Amended plans. KD declared a pecuniary interest.

EDDC PLANNING DECISIONS clerk to report 1. 15/0289/ful - Anns Platt Clyst Road, Topsham - Construction of single storey side extension to form porch. – Approved 2. 15/0367/ful - Redlands Service Station Exmouth Road, Clyst St Mary – Construction of external staircase. Approved

3. 15/0346/ful - Applegarth Old Ebford Lane, Ebford - Loft conversion with 1 no. dormer and 2 no. skylights on front elevation (south east) and timber clad part of rear elevation (north east). Approved.

4. 15/0570/ful - Woodstock Clyst Road, Topsham - Construction of single and two storey extensions and creation of new vehicular access. Approved.

5. 15/0355/cou - Redlands Service Station Exmouth Road, Clyst St Mary - Retrospective application for change of use of land to car sales for 10 no. vehicles. Approved.

NEIGHBOURHOOD PLAN – JM to report JM reported on completion of surveys; exhibition on Sunday on 19th July 2015 at 11:00am – 4:00pm.

AOB 1. PB reported on Parishes Together Funding applying for grant for bench in nature garden; approved; bench purchased 2. Adoption of standing orders; unanimous - voted in favour. 4. Local Plan – MAS reported on the Local Plan – requesting views; JM in favour; RH in favour; PB declined to comment; DB in favour supporting the changes; KD in favour; AM in favour. MAS reported on her conversation with Chris Rose re removal of boundaries; Chris Rose confirmed provided the NP comes up with an agreement that moderate building is needed that will be taken into consideration. 5. JM meeting with Parish Paths Partnership next week submitted a survey to them of the local footpaths should be receiving a grant for strimming in due course.
