VILLAGE OF STOCKHOLM REGULAR MEETING OF THE STOCKHOLM VILLAGE BOARD OF TRUSTEES TUESDAY, MAY 10, 2016 MEETING MINUTES

Village President Jacque Foust opened the meeting and roll call was taken. Present were Jacque Foust, John Myklebust, Harley Cochran, Colleen Flynn, John Krumm, Cindy Fayerweather, C/T.

Clerk’s Report: Motion by Colleen, 2nd by Harley to approve the Clerk’s Report as posted, carried. Treasurer’s Report: Motion by John M, 2nd by Harley to approve the Treasurer’s Report as given, carried. Zoning Administrator: Galen Seipel was not present. Jacque F. Stated that Dan Prokosh is interested in changing the zoning on his property to Commercial. He is aware of the requirements to do so. Jacque will contact him regarding timelines involved.

Park Committee Report: All 9 trees have been planted in the park. Leann Britton spoke with cyclists and asked what amenities they look for in camping sites. They listed cell phone charging stations, changing areas, showers. Leann will be speaking with RV owners soon also. The Park Committee will meet on the 1st Monday in June. Concerns were raised on the wildflower area, further discussion will be held.

1. Quiet Zone update: BNSF has sent a contract for the Village’s consideration, but was not agreed upon for signing. The project will be simplified and channelization will be done. Proposed construction to begin in approximately 10 days.

2. Ditch Work: The Pepin County Highway Department has repaired the ditch where it had caved in. Discussion was held on replacing the chain link fence south of HWY 35 on Spring Street along the water run. An estimate has been given for 210 feet of 42” tall fencing installed for $2250 to $2750. Other options were discussed such as boulders, jersey barriers. Further discussion will be held. John M., Jacque and Harley will look over the ditch for further repair requirements.

3. Cemetery policies: The Village needs to review or put into place Cemetery policies. Jacque has located Ellsworth’s Cemetery policy. Jacque feels it to be well defined as to requirements and feels it would be appropriate for Stockholm to consider. A Pet Cemetery would be a alue to homeowners and may be considered as a separate are in the existing cemetery. Jacque requested the Board look over the Ellsworth Cemetery policy and it will be discussed again at the June meeting.

4. Sign Ordinance concerns on signage: Merchants will review the Sign Ordinance and update it over the winter months. John Myklebust is willing to assist with the re- vamping of the Sign Ordinance as he has worked with many communities in this regard.

5. Crossing Signs: Jacque has talked with the Highway Department regarding on the flashing signs for pedestrian crossings. He will clarify with them what is being proposed.

6. Park Use: K. Manfred picnic use on June 11th, The Old Timers Picnic will be coming up, approved for no charge, Stockholm Art Fair in July. The Art Fair Committee will be contacted regarding the park use rates and deposit fees. Ragnar Race will be held August 12th, fees and deposits have been received.

7. The next regular Village Board meeting will be held on Tuesday, June 7, 2016.

8. Board of Review will be held on June 2nd with BOR members Jacque Foust, Cindy Fayerweather, Colleen Flynn, John Krumm and John Myklebust.

9. Citizen concerns: Ken Manfred was present to discuss painting the park restrooms and doors. He is willing to do the work for $200 plus materials. Motion made by Colleen, 2nd by Harley to approve Ken Manfred to paint the park restrooms, carried. Visitors were present to comment regarding concerns on the park use, camping sites, boat trailer parking. No changes are planned to be implemented this year as there will be ongoing discussion with the campers and residents. Additional crushed rock is needed in the park. Jim Sterry will be bringing the crushed rock for the lower road as soon as possible.

No other action taken by the Village Board. A motion was made by John M. And 2nd by John K, to adjourn the meeting, carried, meeting adjourned.
