Superscribed and sealed tenders are invited from registered and reputed firms/Govt. contractors/ Swaim Rojgar Sanstha/ Sahakari Sanstha / Berojgar Sanstha / on their own letter heads for implementation of following works at Tirora Sub-division, Division-Gondia under Gondia Circle.

PART-I :- FOR RURAL, URBAN AND SEMI-URBAN AREAS

2. The contract period shall be initially for One years.

3. Last date of receipt of Bid is 13-08-2007 up to 13.00 Hrs.

4. Bid opening date 13-08-2007 at 15.00 Hrs. (If Possible)

5. The bid shall be furnished in the following manner. a) One small size envelope containing the EMD of 1% of bid value payable by D.D. in the name of “Superintending Engineer, O & M Circle, MSEDCL, Gondia” payable at Gondia shall be furnished and must be super scribed “Earnest Money against SE/GND/TECH/07-08/Aug/T-07 -Meter reading Through Digital Photography AT Tirora Sub-Division under Gondia Circle”, envelope to be opened on 13-08-2007 at 15:00 Hrs. if possible at the Office of the Superintending Engineer, O & M Circle, MSEDCL., Old Power House, Ram nagar, Gondia. b) Second suitable medium size envelope for Qualifying offer which must be super scribed “Qualifying Bid against SE/GND/TECH/07-08/Aug/T-07, to be opened on 13-08-2007 at 15:00 Hrs. at the Office of the Superintending Engineer, O & M Circle, MSEDCL., Old Power House, Ram nagar, Gondia. c) Third envelope for financial offer, which should be super scribed “Price Bid against SE/GND/TECH/07-08/Aug/T-07” d) All the three envelopes should be put in one main envelope and must be super scribed “Bid offer against SE/GND/TECH/07-08/Aug/T-07 “package to be opened at 15:00 hours on 13-08-07 if possible. Below this, the following shall be indicated:-

The Superintending Engineer Maharashtra State Electricity Distribution Company Ltd., Old Power House, Ram Nagar, Gondia.

The offer shall be opened on 13-08-2007 at 15:00 hours (if possible) in the presence of the representative[s] of the Bidder, if any.

Note:-

1) The bid offer against SE/GND/TECH/07-08/Aug/T-07 will not be considered and part- A and part-B shall not be opened and shall be rejected if earnest money deposit (EMD) is not received to the satisfaction of MSEDCL. 2) On receipt of EMD to the satisfaction of MSEDCL, part-A shall be opened for ascertaining the technical and qualifying requirement details. 3) After screening the tenders, which do not satisfy (1) and (2) above, the qualifying bidders only shall be entitled for comparison of part-B of the tender. 4) Lowest bidder in Part-B shall be given the contract for the respective Sub-Divisions. The comparison shall be made on the basis of “TOTAL PRICE”. QUALIFYING CRITERIA: 1. The qualifying agency should have minimum two years of prior experience for work such as meter reading or data punching / entry and other similar activities in any of the Division of MSEDCL. Preference will be given to the experienced agency depending upon the rates quoted in the Price bid. However, mere possession of experience does not entitle for placing the order to the agency. The discretion for giving the contract to the agency will be lying with the Superintending Engineer, O & M Circle, MSEDCL, Gondia.

2. The bidder must possess valid Electrical Contractor license issued by Electrical Inspector of Maharashtra State Govt.

3. The bidder should have a total turnover to the extent of the bid value in last FOUR years taken together.

4. The EMD equivalent to 1% of the estimated value of this contract i.e. Rs.7,000.00 (Rs. Seven Thousand only) should be deposited by the bidder in the form of D.D drawn in favour of “ The Superintending Engineer, O & M Circle, MSEDCL, Gondia”, payable at Gondia.

5. If the bidder is into joint venture with another firm than an agreement copy of the same should be enclosed. The agreement should be done on Rs. 100/- non-judicial stamp paper. This agreement should be valid till the validation of the contract.

6. If two or more agencies of which one or more agency is a local agency, who is / was carrying out the similar work in Tirora, qualifies for opening the price bids and if in the price bid the rates quoted by the local agency and another qualified agencie(s) happened to be same and lowest than in such case preference will be given to the local agency of that area provided the rates quoted are minimum.

ADDITIONAL DOCUMENTS TO BE SUBMITTED WITH THE BID: 1.Copy of original attested documents defining the constitution or legal status, place of registration and principal place of business, written power of attorney of the authorised signatory of the bid to commit the bidder.

2. The bidder must possess valid Electrical Contractor license issued by Electrical Inspectorate of Maharashtra State Govt. and is a qualified contractor who regularly undertakes the projects and has adequate technical knowledge and practical experience.

3. Declaration for having a major items such as Digital Cameras of 3.0 Mega pixels or above, CD’s , PC’s etc. for the proposed work.

4. Authority to seek the reference from the bidders bankers.

5. I.T Clearance certificate or relevant documents of filing I.T returns to I.T dept. for last two years.

6. Valid registration certificate for work contract tax and service tax.

7. Registration under P.F and Labour laws as may be applicable as per relevant act.

8. Solvency certificate issued by the Nationalised bank/Scheduled bank to the extent of bid value. 9. Information regarding any current litigation in which the bidder is involved, the parties concerned, and disputed amount.

10. Suitable qualified and experienced personnel with suitable experience in works of an equivalent nature and volume.

General:- 1. All manpower deployed by the Agency should be suitably qualified and trained for the job intended to be performed by them.

2. Serious action shall be initiated against the agency if any of the manpower deployed by it misbehaves with any of the consumers or gets into any act, which could hamper the image of MSEDCL.

3. The Bidder should confirm that they own sufficient number of latest Digital cameras 3.0 Mega pixels or above, CD’s, PC’s with required software, etc. for smooth and speedy execution of the work. The Bidder should spell out the infrastructure facilities he shall provide for the proposed job.

4. If any discrepancy is observed by MSEDCL while cross checking the bills that are issued by the Agency, penalty @ 5 (five) times the amount of per bill payable to Agency shall be recovered for each occurrence (as per B-80 Report).

5. All disputes and differences of any kind whatsoever arising out of or in connection with the contract, whether during the progress of the work or after its completion and whether before or after the termination of the contract, shall be referred by the agency to the Superintending Engineer, and the S.E shall (within 120 days) after receipt of the contractor’s representation make and notify decision of all matters referred to by the contractor in writing.

6. Any disputes or differences arising under, out of or in connection with this tender or contract if not concluded shall be subject to exclusive jurisdiction of courts in GONDIA city of Maharashtra. The Indian Law shall govern the contract.

7. In addition to above terms and conditions, the respective Sub-Divisions may include special conditions for workability of this contract and it will be binding on Agency to meet MSEDCL requirements during the total contractual period. The changes required by MSEDCL during contractual period will have to be implemented by Agency free of cost.

TERMS OF PAYMENT: 1. MSEDCL will generally make payment within 45 (forty-five) days of submission of correct bill as per MSEDCL rules. No interest or penalty will be payable by MSEDCL on account of non- payment of bills or delay in releasing the payment.

2) The bills will have to be submitted to the respective sub-division office for recording. These bills will be prepared on the basis of valid B-30 reports. Depending upon the amount of bill, the payment shall be effected by the concerned divisional office.

3)Agency will have to submit Security Deposit in the form of D.D / Pay order issued only by a Nationalised bank / Scheduled Bank for 5% of total amount of contract value within 15 days from the date of receipt of the order.
