Registration Process

1. Send an executed ENS Subscription Agreement to [email protected] 2. Complete and send this ENS Onboarding Checklist to [email protected] 3. Set up secure delivery method, either Direct Messaging or secure FTP site (SFTP) 4. Provide the ENS subscription panel to the Florida HIE via Direct or SFTP 5. Pay the first quarterly invoice. Choose a target start date 30-60 days from the submission of this Onboarding Checklist. The target start date must be at least 30 days out to allow time for invoicing and for processing the subscription panel.

Alerting Frequency

Select below how often alerts should be delivered. See the appendix for examples of the difference between secure e-mail and spreadsheet notifications.

Receiving Alerts

ENS alerts can be delivered to subscribers via any Direct Trust-accredited messaging service, including the Florida HIE’s Direct Messaging service or by Secure File Transfer Protocol (SFTP). Indicate the preferred delivery method below.

ENS Subscription Panel

Initial panel size:

The initial panel size will be used for purposes of invoicing and planning onboarding work. The first ENS invoice will be based on the estimated initial panel size provided above, which must equal or exceed 50,000 members for subscribing health plans. Smaller health plans and ACOs (those with < 50,000 Florida members as determined by the Florida HIE) can subscribe on a pro-rated basis with a minimum payment equivalent to 5,000 members.

The Florida HIE needs to receive an initial upload of all members for whom the participant is interested in receiving alerts. Please use the file below as a template for submitting your member panel.

Following the initial upload, updates to the member panel should be submitted to the Florida HIE on a monthly basis to ensure inclusion of active members only. Examples of updates to the member panel include the addition of new members, removal of members with whom the ENS recipient no longer has an authorized relationship, and updating member demographics.

Updates can be complete overwrites of the previous panel or a panel that reflects only additions, deletions, and updates to the previous panel. Please use the Member Input Sheet (provided above) to submit the monthly updates.

Appendix

How Does ENS Work?

The Event Notification Service (ENS) notifies subscribers whenever one of their members has an encounter at any participating hospital. ENS receives notifications from participating hospitals on inpatient and Emergency Department discharges and matches them against patient panels provided by subscribing health plans and ACOs. Through ENS, the Florida HIE is able to send notifications of these hospital events to subscribers for their member population. These notifications include information such as members’ current contact information. Subscription prices for ENS can be found in the Florida HIE Price List.
