MINUTES – REGULAR SESSION TOM BEAN CITY COUNCIL 201 S. BRITTON, TOM BEAN, TEXAS http://www.tombean.net Monday, January 13, 2014 - 6:00 p.m.

On Monday, January 13, 2014 the Tom Bean City Council met in a Regular Session.

1. CALL TO ORDER Mayor Howard called the meeting to order at 6:00 p.m.

2. INVOCATION Jerry Harris led the meeting in a word of prayer.

3. PLEDGE OF ALLEGIANCE

4. ROLL CALL Formal Roll Call: Mayor Sherry Howard – present Janet Schaab – present Jerry Harris (Mayor Pro-Tem) – present Lonnie M. Jones – present Billie Shields – present Shelley Beaty – present

Staff members present: Tammy Phillips, Kenneth Ramsey, Officer Steelman, and Cathy Pugh.

Visitors Present: Damien Booth, Shane Beaty, Bill Magers, and Jason Lankford.

5. PRESENTATION BY CITIZEN: Bill Magers, Candidate for Grayson County Judge, spoke to the Council regarding the upcoming elections for Grayson County.

6. STAFF REPORTS – Discussion Only

6.1 Report from Fire Department Assistant Chief Lankford went over the Current runs for December 2013. He also stated that the new ISO rating that would go into affect January and stated that he is waiting on a response from Forestry Service on a Grant available in February.

6.2 Report from Municipal Court Clerk Court Clerk Tammy Phillips presented the Fiscal Year Report and Activity reports to the Council.

6.3 Report from Police Dept. Chief Hunt presented the Field Activity, Daily Vehicle Log, DOS Reports, Community Policing Report, Training reports to the Council.

6.4 Report on Public Works Kenneth Ramsey presented the Water Pumpage, Leaks, Wastewater plant, Repairs, Training, Whitemound and Downtown Well reports to the Council. c:\\my documents\minutes 2013/January 13, 2014 Page 1 of 3 6.5 Report from Mayor Mayor Howard updated the Council on the ISO rating and would be releasing a letter to the Public on January 15th. She mentioned that the old phone system had been put up on the Rene Bates auction for $100, the Small Cities workshop will be held on January 29th, Debates for the local candidates were on January 28th and then again on February 11th.

7. NEW BUSINESS: 7.1 Consider and act upon Minutes of the December 16, 2013 Regular Session.

Motion: Upon a motion from Councilmember Harris and seconded by Councilmember Shields, the council voted four (4) for and one (1) abstained, with Councilmember Schaab casting the abstained vote. Motion passed.

7.2 Consider and act upon approving the December 2013 Financials presented by City Secretary.

Motion: Upon a motion from Councilmember Harris and seconded by Councilmember Jones, the council voted five (5) for and none (0) opposed.

7.3 Consider and act upon approving new street lights located at 116 & 209 Dale Street.

Motion: Upon a motion from Councilmember Harris and seconded by Councilmember Jones, the council voted five (5) for and none (0) opposed.

7.4 Consider and act upon appointing Damien Booth to the vacant position on the planning and Zoning Board.

Motion: Upon a motion from Councilmember Schaab and seconded by Councilmember Jones, the council voted five (5) for and none (0) opposed.

8. EXECUTIVE SESSION

In accordance with the Texas Government Code, 551.072 the Tom Bean City Council convened into Executive Session at 7:13 p.m. on Monday, January 13, 2014, in the Community Center, 201 S. Britton, Tom Bean, Texas, in order to continue discussing matter pertaining to:

Discuss property acquisition.

9. RECONVENE

The Executive Session adjourned at 7:24 p.m. on Monday January 13, 2014. The Tom Bean City Council reconvened into regular session at 7:25 p.m. in the Community Center of the Tom Bean City Hall. The following action was taken on items discussed during Executive Session: c:\\my documents\minutes 2013/January 13, 2014 Page 2 of 3 MOTION: Upon a motion from Councilmember Jones and seconded by Councilmember Beaty the council voted five (5) for and (0) none opposed for the Mayor to pursue donation of 2 acres of land on the West side of Tom Bean by Grayson County to the City of Tom Bean.

10. ADJOURNMENT

MOTION: Upon a motion made by Councilmember Harris and seconded by Councilmember Jones, the Council voted five (5) for and none (0) opposed to adjourn the regular session of the Tom Bean City Council at 7:28 p.m. on Monday, January 13, 2014. The motion carried.
