Minutes of a meeting of Manaccan Parish Council held in the Village Hall on Monday 30 th November 2015 at 7.30pm

INTERESTS There were no declarations.

POLICE REPORT I am pleased to advise you that there were no crimes reported to the police during October 2015.

I am pleased to advise you that Halloween passed without any reports of antisocial behaviour across the whole of the Helston Sector. We would like to thank everyone for their consideration for other people.

PUBLIC QUESTIONS A member of the public stated that the Carne road was a vast improvement since it re-opened. The Chairman however stated that concerns had been voiced about some trees close to the current repair. The Vice-chairman added that some of them did have marks on them for potential felling. It was noted.

MINUTES Minutes of the last meeting, having previously been circulated, were confirmed and signed.

MATTERS ARISING To receive update on situation with regard to Manaccan & St Anthony Institute & war memorial

The secretary/treasurer was present in the audience and granted permission to speak. He stated that a memo he had sent out to parishioners on behalf of the trustees had received very little interest. 1 or 2 people wanted to play snooker but it was not enough to keep the hall going. The trustees were meeting the following evening. Under the terms of the governing document (indenture dated 26th January 1923) they had to act in the interest of parishioners whatever they did and the options were; reduce expenses by cutting off electricity and 91 S U B J E C T T O C O N F I R M A T I O N

water and the Parish Council had obtained an insurance quote for possibly taking on that as the building could not remain uninsured. They had very few choices and unless the asset was given to another organisation with similar objectives they had to maximise the value of the site. The building could be torn down and create a proper war memorial on the site. The Clerk had applied for a grant of £1000 from the War Memorials Trust for repairs and obtained an insurance quote of an extra £121.90/pa to cover the value of the building at £40k and the contents at £10k. The amount payable now until the renewal date of 1st June was £50.43. One neighbour had stated that they would not want to see a derelict building next door and the other would not want to see development next to them. The situation they found themselves in was in no way due to dereliction of duties of the trustees – they had had this problem forced upon them by the club that was supposed to be running the hall. A way forward was suggested if the grant was forthcoming; whereby the roof could be repaired, the place tidied up and passed onto the snooker club again. It would be given 12 months to get it going and see what happened. The Chairman felt the Parish Council would be happy to take on the insurance then the people of the village would have to do the rest. Cllrs Andy Briggs, Peter Norton and James Dudley agreed to become additional trustees. It was RESOLVED to help out with the insurance and pay the amount due now for £50.43. The insurance company would be asked what proof of ownership it required. The Clerk felt that the indenture of 26th January 1923 would suffice. St Anthony Parish Meeting would also be approached with regard to some input as the hall was for both parishes.

To receive update on reason for traffic counter in Orchard Lane

This had been installed by a company called Axiom Traffic Ltd on behalf of an engineering consultant in Bristol, who in turn would probably be working for a developer. The counter was installed on 22nd October and reported stolen on 29th October. It was noted.

PLANNING PA15/08082 Variation of Conditions 2 and 7 in relation to decision notice PA14/00277 dated 11.3.2014namely; to use PVc windows rather than timber, to deviate from original plans due to barn partial collapse and to include a ground mounted solar array: Amended plans for barn conversion, Crowns Barn, Crowns Farm, Manaccan, Robyn Davis

The applicant, Robyn Davis was present to explain the situation as the planning office had not detailed it correctly. It was noted that the windows material would be wood/metal, definitely not PVc. It was RESOLVED to recommend approval of the application.

To consider budget for 2016/17 and set precept

It was RESOLVED to increase the precept by 1.99% and request £10,921.00.

CORRESPONDENCE To receive update on situation with regard to Post Office services for Helford & Manaccan

A letter received recently from the Post Office stated that a ‘home service’ would be introduced to both Manaccan and Helford villages as no sub-postmaster could be found to take on an outreach service at present. The Home Service is designed to provide customers living in small remote communities access to certain Post Office products and services. Customers who register for the Home Service can telephone the neighbouring Postmaster to order or request Post Office products and services, including stamps, mails acceptance, travel money and manual bill payments and have these delivered direct to their door during a designated delivery slot.

The Postmaster from Gweek branch would provide this Home Service to Helford and Manaccan. Parishioners would have to ‘book’ a service by ringing Gweek postmaster direct. The introduction of this service would also help the post Office to assess the demand for services in the area, which may create opportunities to enhance the service going forward and it would seek to review the position as the 93 S U B J E C T T O C O N F I R M A T I O N

service develops. It was felt that this would not work – parishioners would not take it up - and subsequently demand would appear to be non-existent and there would be no case for any future service in either Manaccan or Helford.

Clerk’s & Councils Direct magazine

This was noted.

C’WLL COUNCIL Cornwall Council was lobbying the government to lower the voting age to 16, which had been highly supported. Cornwall Council had a new intranet (internal internet for members & staff) however the planning part was not very easy to use. There was a sales section that worked well. There was a Treasury brief due on the proposals that would be in the budget. There would be an extra 2% for Community Care, 100% retention of business rates but the transitional level was not yet known. The increase in business rate retention would probably be taken off something else. Job Centres were moving into other buildings in order to save money and stamp duty would be 3%. There had been an under spend in Cornwall Council on devolution of £608k. This would be distributed to Community Networks by so much per Cornwall Cllr in the Community Network, for assisting devolution projects – i.e. taking on assets from Cornwall Council. Helston Community Network would get £34,610.00.

OTHER BUSINESS Cllr Peter Norton had been in contact with a rep from S W Play ref a quote for play equipment. It was noted.

Arrangements were put in hand to put up the Christmas lights.
