SUBJECT: Evaluation Summary for ITB No. 071I0200046 Institutional Furniture Walter P. Reuther Psychiatric Hospital - DCH

Statement of Work

This request is for a one-time purchase of institutional furniture for patient use for the Department of Community Health, Walter P. Reuther Psychiatric Hospital located in Westland, MI. The funding for this equipment is 100% Gifts, Bequests, Donations (GBD).

Background Information

The patient furniture is a basic living requirement for patients residing at a State of Michigan hospital. The Invitation to Bid (ITB) included 298 chairs, 48 loveseats, and 30 conference tables located on six floors of the hospital.

Buyer and Agency Review

The following Buyer and the agency reviewed the proposals:

Purchasing Operations posted the ITB on the website for 17 days. Six companies submitted timely proposals for evaluation.

Selection Criteria/Evaluation

Referenced brands and models were for identification purposes only, and did not limit the bidders to such brands, provided alternates offered were equal in quality and function to those specified. If a bidder submitted an alternate, the specifications must be equal to the specifications and complete descriptive literature shall be submitted with the bidder’s bid submittal. The State has the right to reject any alternate bids. Bids were evaluated by the Department of Community Health and DMB, Purchasing Operations. Samples for inspection were requested from the two lowest bidders, Freedomation Inc., a qualified service disabled veteran owned business and Healthcare Interiors & Design. After receiving the State’s request for samples, Freedomation Inc. withdrew their bid on 3/11/10. Healthcare Interiors & Design submitted samples that met the bid specifications. Award is recommended to the second lowest bidder, Healthcare Interiors & Design. Their proposed products meet the bid specifications and represent the best value to the State. Price Comparison

Award Recommendation

The Buyer was responsible for interpreting all information submitted, determining the quality of each vendor’s response to the requested information, and determining whether the information submitted demonstrated the bidder’s ability to sufficiently service the State. Based on all of the information discussed above, the following bidder is recommended for award: Healthcare Interiors & Design The total estimated contract value is $146,999.72.
