. Salary: Grade 6, €55,000 - €75,000

MAIN PURPOSE OF THE POST As a key member of the Oaklee Housing Management Team, the Manager will provide excellent customer focused housing management and property maintenance services to tenants in accordance with the corporate plan, strategic objectives and annual business plan targets of the Association. S/he will lead a diverse team, ensuring a complete and comprehensive housing management and property maintenance service throughout Ireland including general needs, sheltered accommodation and a range of supported housing types. The Manager will also be expected to contribute to Health & Safety matters for the Association’s properties and offices. S/he will manage and develop a team of frontline staff ensuring they operate efficiently, effectively and are well motivated and trained to achieve agreed KPIs and deliver excellent services.
General Management 1. Manage the Housing and Property Services Team in achieving the Association’s corporate and annual business plan targets ensuring that projects are delivered in accordance with key milestones. 2. Be a key member of the Management Team, working closely with the CEO and colleagues to lead Oaklee Housing through a period of significant change and growth. 3. Prepare for approval annually by the Board of Management, the Association’s Housing Operations Programme. 4. Contribute to the preparation, management and monitoring of budgets, taking remedial action where necessary to ensure that budgetary targets are achieved. 5. Assist with the development and implementation of models of good practice and policies within Oaklee and review as necessary. 6. Actively assess and manage risk in areas associated with the post and contribute to the Corporate Risk Register. 7. Develop and maintain such systems and records appropriate to the effective functioning of the team, in line with the Association’s strategic and operational requirements and best practice 8. Regularly report to Oaklee Housing Management Team, Board and Committees in relation to housing operations management and plans. 9. Ensure through effective management, motivation, development, training and appraisal that the Housing and Property Services team is staffed by competent people. 10. Effectively liaise with other staff teams - Supported Housing; Development and Assets; Finance; HR; Corporate Services - in coordinating the delivery of services to tenants. 11. Actively promote and represent Oaklee to external bodies (statutory and voluntary). 12. Ensure compliance with Data Protection legislation, managing the processing of data to comply with policies and best practice. 13. Actively participate in Internal Audit and in the implementation and recommendations to ensure that internal controls operate effectively. 14. Assist the Services Centre staff in the resolution of complaints relating to the housing management and maintenance service. 15. Deputise for the CEO in his/her absence.
Housing Management 1. Ensure that housing and estate management services are continually improving and targets are achieved to deliver on the corporate plan. 2. Coordinate and manage proactive programmes, policies and procedures to address anti-social behaviour. 3. Encourage and promote tenant involvement and assist with corporate tenant involvement initiatives and tenant communication. 4. Ensure effective management of rent arrears and voids across the team. 5. Coordinate the delivery of the waste management/cleaning element of the facilities management service to the general needs/sheltered housing stock. 6. Ensure that Oaklee is represented and participating on Management Companies of schemes in management. 7. Proactively engage with external statutory, voluntary/community and political organisations who may assist in improving service delivery to the Association’s tenants (HSE/Care Providers/Community Groups/local politicians)
Property Services 1. Manage and oversee the delivery of an effective and efficient property maintenance service to Oaklee through close working and coordination with colleagues in Choice Housing and use of shared services. 2. Maximise opportunities for systems development, procurement and staff training through shared services approach with Choice. 3. Ensure that all repairs and service procedures are carried out in accordance with the Association's policies and procedures and that services are continually improving. 4. Approve works and invoices in accordance within appropriate levels of authority. 5. Keep in place, update and to initiate where necessary all policies & procedures to ensure a quality response maintenance service 6. Oversee the Association’s statutory compliance (gas appliance testing, electrical testing, asbestos register, legionella, etc.) 7. Organise and co-ordinate for maintenance and lettable voids. 8. Oversee the Association’s delivery and compliance of adaptations provision. 9. Monitor and report on the Association’s maintenance service contracts and all 24 hour breakdown/support services. 10. Assist with the preparation and prioritisation of planned maintenance programmes and the preparation of the Asset Management Strategy. 11. Advise on procurement options and assist in the preparation of contract/tender documentation, liaising with Procurement colleagues / consultants as required. 12. Assist in the preparation of development design guidance and review specifications.
