Expert Working Group Report Sampling of consignments 18 - 22 July 2005 Ottawa, Canada

1. BACKGROUND The purpose of the meeting was to develop a draft of an international standard for phytosanitary measures providing guidance on sampling of consignments. The meeting was hosted by the North American Plant Protection Organisation (NAPPO) in their headquarter offices Ottawa, Canada.

The expert group included the following phytosanitary experts: Ms Carolyn Whyte (New Zealand - Chair) Mr Robert Ramasodi (South Africa) Ms María Soledad Castro Dorochessi (Chile) Mr Tom Kalaris (USA) Mr Hajime Katsumata (Japan) Ms Françoise Petter (EPPO) Mr Francois Mercure (Canada - Host) Mr Chen Zhinan (China) Mr Brent Larson (IPPC Secretariat) Mr David Porritt (Australia - Steward).

A further expert, Mr. Gutemberg Barone de Araújo Nojosa (Brazil) was unable to attend the meeting due to travel issues.

2. OPENING OF THE MEETING The meeting opened with a brief historical background that led to the need to develop the draft ISPM providing guidelines for sampling noting particularly the contents of the original ISPM providing guidelines for inspection (ISPM: 23, adopted 2005). It was noted that the original draft ISPM on inspection contained both sampling and inspection information and that the April 2004 meeting of the Standards Committee removed sampling from the draft ISPM and recommended that an ISPM be developed that solely provided guidelines for sampling.

3. DISCUSSION The meeting discussed key concepts and aspects of the topic that were believed to be important for the standard. There was general agreement on all points raised, in particular the need for an alternative to Maximum Allowable Prevalence (MAP) and the six key concepts (that is, acceptance number, level of detection, confidence level, efficacy, sample size and tolerance). Members of the EWG also strongly supported the idea of attaching general tables of sample sizes based on confidence level and detection levels to the draft ISPM to aid countries in developing sampling guidelines.

1 The group discussed in detail the concept of MAP (as this was a point of contention during Standard Committee discussions on the draft ISPM for inspection). The group decided that "level of detection" was preferable to continuing with the use of the "MAP" term.

The group noted that, as reflected in the draft ISPM, there are two broad methods that could be adopted by an NPPO including statistically based methods (Section 5.1) and other sampling methods (Section 5.2). The group agreed that while statistically based methods are preferable in an operational sense it is more likely that the other sampling methods would be applied. The group felt that by including the caveat that users should be aware that the other sampling methods are not as statistically valid as statistically based sampling methods would make NPPO aware of this important point.

4. CONCLUSION In summary, the discussions proceeded without major controversy. The group was satisfied with the draft and endorsed the submission of the draft to the meeting (April 2006) of the Standards Committee.
