VILLAGE OF MILLSTADT VILLAGE HALL AUGUST 17, 2009 7:00 P.M.

The meeting was called to order by Weldon Harber, with the following trustees answering to roll call: Ralph Bowley, Mike French, Al Lehr, Linda Lehr, and Mike Todd. Laura Schaefer was absent. The Pledge of Allegiance was recited.

A motion was made by Al Lehr to approve the August 3rd minutes. Mike Todd seconded the motion. The motion carried unanimously.

COMMUNICATIONS OR CORRESPONDENCE: none

COMMITTEE ON ACCOUNTS AND COMPUTERS: Ralph Bowley stated that he reviewed the bills. Ralph Bowley made a motion to pay the bills. Mike Todd seconded the motion. The motion carried unanimously. Ralph stated that the trustees all had the current budget reports. He reminded them to keep an eye on them.

PERSONNEL: Ralph Bowley stated that there would be an executive session to talk over the maintenance contracts. Ralph stated that there is a supplemental Life Insurance being offered to the village employees. Discussion followed. Ralph Bowley made a motion to let the Liberty National representatives pursue their contacts. Al Lehr seconded the motion. The motion carried unanimously. Ralph stated that Police Lieutenant Alan Hucke wants to further his education and would like to be reimbursed by the village. Linda Lehr made a motion to reimburse Lieutenant Hucke for his education. Ralph Bowley seconded the motion. The motion carried unanimously. Ralph reminded everyone about the Employee Picnic on August 26th and that they need to RSVP.

PUBLIC WORKS:

SEWER: Al Lehr stated that everything is going well with the new sewer plant. Al also stated the maintenance crew was currently pumping water on Polk Street due to the rainfall.

WATER: Al Lehr stated that one bid was received for the new water tower for $2,477,580 from Amrent Contracting in Chester, IL. It now has to go to the EPA who is requesting some more information. Al Lehr made a motion to award notice of intent for the contract to Amrent Contracting from Chester, IL for $2,477,580. Ralph Bowley seconded the motion. The motion carried unanimously. Al stated that the water tower ran over for an hour on Sunday, August 16th. There was discussion about finding someone else to talk to when this happen. The contact person now is in

1 charge of keeping the water tower from running over but also charges us extra when it does run over.

REFUSE: Al Lehr stated that everything went well with trash pick-up the prior week.

MOSQUITO CONTROL: none

STREETS, ALLEYS AND SIDEWALKS: Mike Todd stated that the Shriners will be holding their annual Paper Crusade during the months of September and October and all proceeds go towards the Shriners' Hospital. Mike Todd made a motion to allow the Shriners to collect at the 4-way stop on Saturday, October 3rd with a rain date of Saturday, October 10th. Linda Lehr seconded the motion. The motion carried unanimously. Mike Todd stated that St. James annual Schlachtfest would be held on Saturday, October 3rd. Mike Todd made a motion to allow the parish to close the 400 block of West Madison Street and Lafayette Street from West Washington Street and West Madison Street on October 3rd and to hang a banner at the 4-way. Linda Lehr seconded the motion. The motion carried unanimously. Mike Todd stated that some streets will be getting oil and chipped on September 10th and 11th. Blackburn Street and North Monroe Street will be rotamilled August 31st through September 4th.

PUBLIC BUILDINGS, MAINTENCE, AND EQUIPMENT: none

CABLE SERVICES AND CELL TOWERS: none

ORDINANCES AND RESOLUTIONS: none

ANNEXATIONS: Ralph Bowley stated that they have been in contact with several residents from Buffwood. He was invited to attend their homeowners meeting on September 10th at the VFW. Everything seems to be moving in the right direction.

PARKS, POOL AND RECREATION: Mike Todd stated that the park equipment was almost complete at King’s Creek. Tracy Holmes stated that she has the volunteer sign-up for the Biathlon.

CEMETERY: Al Lehr stated that there were some complaints about the decorations but nothing major. COMMUNITY CENTER: Linda Lehr stated that there is a Community Center board meeting th on August 24 7:30pm at the Community Center. She also stated that the meals have been going well and the organized programs will be starting back up in the fall.

2 PLANNING COMMISSION & ECONOMIC DEVELOPMENT: Mike French stated that the th Planning Commission meeting would be August 18 at 7:00pm at the Village Halls. The th Chamber of Commerce meeting will be August 19 at 7:30am at the Senior Center. The Chamber is planning to participate in Community Days. They have filed for not-for-profit status. The Village is the newest member.

TIF: none

PUBLIC SAFETY: Police Department – Officer Joe Wagner received an award from Rich Allen with IDOT for his DUI enforcement. Kyle Morton, representative from MADD, also commended Officer Wagner for his hard work. Emergency Service and Disaster Agency - none Fire Department - none Ambulance - none

BUILDING COMMISSIONER: none

OLD BUSINESS: Mayor Harber reminded everyone that the Employee Picnic would be on August 28th. There is a Sister City Bar-B-Que on Wednesday August 26th. The Illinois Council of Mayors meeting will be on August 27th in Dupo.

NEW BUSINESS: Mike Todd has been in contact with some people to have Movies in the Park. The movies would be shown on a big screen at Tuffy Mueth Field. Ralph Bowley made a motion to allow Movies in the Park. Linda Lehr seconded the motion. The motion carried unanimously. The first movie will be the first week in October or the last week in September. Three movies will be held next year starting in the spring. Mike Todd asked for a donation of a family pool pass for the attendance stand at Community Days. Linda Lehr made a motion to contribute the pool pass. Ralph Bowley seconded the motion. The motion passed unanimously. Mike Todd made a motion to allow the Commercial Club to use the Volleyball Court during Homecoming. Ralph Bowley seconded the motion. The motion passed unanimously.

TREASURE’S REPORT: Tracy Holmes stated that the Treasurer’s Report had been submitted. Mike Todd made a motion to accept the Treasurer’s Report. Ralph Bowley seconded the motion. The motion carried unanimously.

3 CLERK’S REPORT: Tracy Holmes stated that the Clerk’s Report had been submitted. Mike Todd made a motion to accept the Clerk’s Report. Al Lehr seconded the motion. The motion carried unanimously

CITIZENS COMMENTS: none

Ralph Bowley made a motion to go to Executive Session. Mike Todd seconded the motion. The motion passed unanimously. Ralph Bowley stated that the maintenance contracts had been approved by the employees. The contracts now need to be approved by the Village Attorney. Ralph Bowley made a motion to close the Executive Session. Linda Lehr seconded the motion. The motion passed unanimously.

ADJOURNMENT: Ralph Bowley made a motion to adjourn the general Village Board meeting and was seconded by Mike Todd. The motion carried unanimously.
