 To have lead responsibility for Physiotherapy across NHS Lanarkshire providing strategic direction and leadership for the profession, accountable for workforce planning, business planning, service review, service development, staff development and effective use of resources.

 To provide professional and managerial leadership across NHS Lanarkshire to a large and complex physiotherapy service, comprising 260 staff and multiple services and teams across Acute (3 District General Hospitals) and CHP services (5 Cluster physiotherapy teams, over 9 localities), covering many diverse client groups and specialist areas (e.g. orthopaedics, musculo-skeletal, care of the elderly, paediatric service, learning disabilities service etc); as well as diverse client groups and includes a 24 hour on-call service at the 3 hospital sites.

 To be the budget holder for acute physiotherapy services (Budget – £2,141,290) .Responsible for effective financial monitoring and control of staff and supplies budgets across NHSL advising general managers on key pressure areas, and identifying solutions to financial issues and advising on the most effective commitment of resources. Responsible for procurement of physiotherapy equipment across NHSL.

 Take the lead role for the planning and development of the physiotherapy service across NHS Lanarkshire taking account of local and national priorities. This includes interpreting national policy and planning and having lead responsibility for developing and implementing physiotherapy policy to ensure that the highest standards of professional care and quality of practice underpin innovative development.

 To ensure that all aspects of Clinical Governance and Risk Management are addressed within the profession and that the physiotherapy service is of the highest quality reflecting current evidence-based practice and trends in service provision. Has lead responsibility for Research, Clinical Audit and Clinical Effectiveness initiatives (both uni- and multidisciplinary), driving participation at organisational and national levels. This includes undertaking research and supporting others to carry out research.

 To be responsible for the development of all physiotherapy staff and support workers including expert (clinical specialist), highly specialist and specialist physiotherapy provision. This includes assuring implementation of Personal Development Plans against agreed Knowledge and skills frameworks, appraisal and training programmes and the implementation of the Organisational Learning Plan, to ensure a high standard of clinical care is delivered to all patients.

5. MAIN DUTIES/RESPONSIBILITIES

Leadership  To provide strategic leadership and direction, expert professional advice, guidance and support to all physiotherapy staff across NHSL in keeping with the evolving needs of modern healthcare. This involves ongoing review of all current issues and management and development of staff and services across organisational operating boundaries.  To interpret Scottish Government policies and guidance as they relate to the profession, provide expert advice and guidance around their application and be responsible for ensuring implementation and monitoring. These may impact on/involve other professional groups/services/organisations (local authority), e.g. Policies which relate to cessation of Physiotherapy intervention, involvement of other agencies.  To anticipate the impact of health service changes, modernisation, developments and innovation on short and long term service provision and lead physiotherapy staff in meeting these challenges through the development of business/workforce plans which reflect the clinical needs of the service and clearly identify sources of funding and sustainability, as required. This requires ongoing review with communication frameworks to include electronic and face to face discussion and meetings.  To be responsible for the planning and operational framework of the service, delegating responsibility for day-to-day running of local departments/specialities as appropriate. To monitor, analyse, prioritise and implement changes on an ongoing basis. To ensure adequate staffing levels, monitoring of service provision and performance, including activity/waiting times, systems and procedures, clinical record keeping and communication.  To lead the implementation of National and NHSL Allied Health Professional strategies within the profession across NHSL.  To develop effective partnerships with Higher Education establishments, ensuring the provision of appropriate programmes of education and training to maintain skills and knowledge of the physiotherapy workforce.  Provide expert professional advice and input in the recruitment and selection process for agreed grades of senior staff and provide expert professional advice on matters relating to skill mix at both operational and strategic levels.  In addition to recruitment, responsible for development and retention of clinical staff, ensuring ongoing clinical competence and for initiation and progression of disciplinary action when there is a breach of acceptable practice.  Responsible for the development and delivery of service reports for Board Members, Directors and General Managers, including statistical analysis and returns, analysis of trends, clinical governance reports, training plans, workforce/workload analysis.  To provide expert advice and direction to Senior Managers and staff in relation to education, training and development of staff, leading in the development of learning plans for the profession and ensuring that best value is achieved in terms of both development opportunities and investment.  Responsible for staff resource and deployment issues within the profession including arrangements to ensure service delivery are identified and actioned, whilst considering the impact on other parts of the service /healthcare team.  Lead, facilitate, support and provide guidance to staff undertaking research and audit projects within the area of responsibility, monitoring progress, reporting outcomes and ensuring that there is evidence of the identification and implementation of evidence based practice, as required.  Act as the key source of advice and expertise on local physiotherapy matters with a variety of stakeholders, internal and external to the area of responsibility.  Accountable for the organization and staffing of a safe and effective ‘on-call’ system across 3 hospital sites that provide 24-hour emergency patient care  To be accountable in conjunction with senior managers for service waiting times, capacity planning, complaint resolution and equity of service provision across NHSL, including advice on ‘best value for money’ approaches.  To lead the implementation of Clinical Governance, Clinical Effectiveness and Research and Development within the profession across NHSL.  Responsible as Control Book Holders for Health and Safety of Physiotherapy staff and their patients in conjunction with H&S managers and local professional body representatives.

Clinical  Be professionally and legally accountable for all aspects of own work including direct and indirect patient care, utilising current literature and research.  Assess capacity, gain valid consent and have the ability to work within a legal framework with patients who lack capacity to consent.

Education and Research  To have overall lead and responsibility for co-ordinating and implementing physiotherapy programmes of research and development, contributing to the evidence base in own field of excellence and ensuring systems are in place to support physiotherapists to carry out robust research in NHS Lanarkshire.  To have responsibility for developing an annual learning plan for the physiotherapy service that reflects service, staff and patient needs to deliver evidence based practice and fosters innovation in terms of practice in turn influencing evidence.  To agree and ensure that any research undertaken within physiotherapy contributes to local and national priorities and to lead the profession in the implementation and monitoring of National and NHSL Research and Development Implementation Plans for Nursing and AHPs.  To ensure the delivery of a clinically effective service through development of evidence based practice culture and ensure that effective performance management systems are in place to deliver best practice and best outcomes.  To develop a planned approach to clinical governance for the profession and initiate, analyse and act on outcomes of Lanarkshire audits and projects through dissemination and implementation of necessary change.  To encourage and support staff to participate in, and contribute to, clinical governance, research and audit, in order to monitor and improve service quality  To initiate, undertake and contribute to research and audit, particularly in relation to areas of own expertise and service wide audit, as evidenced by reports present.  To lead the provision of undergraduate and postgraduate physiotherapy training programmes, ensuring that effective learning opportunities are provided, ensuring the quality of clinical education and advising on student competency.  To oversee Lanarkshire’s contribution to undergraduate education for physiotherapy and work closely with the Practice education facilitators to maximise links HEIs.  To approve any post-graduate study (Masters, doctorate) to be undertaken by the profession.

Standards of Care  To be responsible for the interpretation, dissemination, implementation monitoring and review of clinical guidance and quality standards, (including NHSQIS, Scottish Intercollegiate Guidelines Network, Health Protection Scotland, and professional bodies) across NHSL.  To lead in the development, implementation and monitoring of NHSL clinical guidelines, policies and protocols and the setting of goals and standards that are specific to the variety of clinical specialities within which the Physiotherapy Service is provided.  To regularly review, update and monitor compliance with professional policies, guidance and procedures in light of developments in clinical practice ensuring practice is improved where necessary through critical incident analysis, corrective action, planning, training and development.  To ensure that all Physiotherapists are aware of their professional code of conduct and scope of practice.  To provide expert advice on complex complaints and issues of a disciplinary nature, and participate in the process, as required,  To provide expert advice on physiotherapy issues as a result of critical incident reviews ensuring mechanisms are developed to improve practice, where necessary.  To provide advice and reports to the Chief Executive, Directors, and senior managers as required.  To ensure staff have an understanding of the statutory instruments and the legal frameworks within which they practice, including Data Protection, Freedom of Information, Adults with Incapacity, Mental Health and Additional Support for Learning Acts.

 To provide the specification for the purchase of all physiotherapy equipment through the membership of the organisations Core equipment groups to ensure compliance with Audit Scotland Managing Medical Equipment.  To ensure that all physiotherapy staff within the area of responsibility are competent in the use of electrical and therapeutic physiotherapy equipment and that staff training records are maintained to meet the requirements of the audit Scotland report.  Responsible for the acquisition, provision, safety and maintenance of equipment used by Physiotherapy staff across all sites, providing expert advice to general managers on the appropriateness of requests fro new equipment.  To ensure standards of health acquired infection, decontamination and safety are met in relation to equipment.  To be competent in the use of IT hardware and software utilised within the department.  To provide highly specialist advise in the selection and approve, prioritise and procure as Lead Physiotherapist all Physiotherapy Patient Care Equipment. This includes £20,000 annually as part of the Physiotherapy Electrotherapy replacement budget- authorised signatory for orders.

7. SYSTEMS

 To develop and monitor systems for clinical documentation and staff records across the profession e.g. induction, personal files, professional registration.  To analyse and compare data through the creation of reports, spreadsheets and databases for the profession on a regular basis e.g. developing audit tools, interrogating databases, capacity and workforce planning to support recommendations for organisational change and development.  To appraise, adapt, develop and implement: o Clinical information systems o Patient activity data o Performance management systems e.g. for ISD o Performance monitoring systems o Risk/clinical risk management o Incident reporting

PHYSICAL DEMANDS  Manual and therapeutic handling of patients frequently during clinical practice, and for long periods. This may include very immobile, obese, unwilling or unpredictable patients, – often from lying to sitting position, sitting to standing and transfer onto chair and back in one session (Physiotherapists have an additional responsibility during rehabilitation of potentially high risk patients to continually monitor the level of risk versus therapeutic benefit, using clinical reasoning skills and knowledge of manual handling guidelines).  Assisting patients with gait and balance re-education, and stair practice – this may include sudden and unpredictable changes in movement or faints/falls which require physical support and/or lowering to the floor ensuring patient and staff safety  Manual physiotherapy techniques several times a day during clinical practice, including facilitation of movement and/or joint manipulation. This requires a high level of accuracy in positioning, dexterity, response to sensory feedback, and co-ordination of movement.  May adopt static postures whilst assessing and treating dependent patients (e.g. after stroke or spinal injury) and may be standing and working within confined and awkward spaces on a daily basis.  Frequently spends long periods using IT equipment.

ANNUAL LEAVE: The annual leave entitlement is 27 working days, rising to 29 working days after 5 years service and 33 days after 10 years service. Blood test results must STATUS be from “identified validated samples” (IVS) and be documented as such. In some cases, it is possible for healthcare workers who have a blood borne virus, to carry out a range of EPP work. This will be assessed and monitored by an Occupational Health Consultant and the healthcare workers’ treating physician.

Healthcare workers who perform EPPs have a professional, ethical and legal duty to protect their patients and inform occupational health if they know (or suspect) that they are infected with a blood borne virus (hepatitis B, hepatitis C or HIV) now or at any time in the future. Further guidance is given by the relevant Regulatory Bodies.

DISCLOSURE OF Dependant on the nature of the post we will need to conduct a CRIMINAL criminal CONVICTIONS OF record check. This could be a basic or standard level or a PVG for NHS STAFF regulated work.

In accordance with the Protection of Vulnerable Groups (Scotland) Act 2007, individuals entering regulated work for the first time will be required to join the scheme.

A Scheme Record Update will be obtained for individuals who are registered through the PVG Scheme as already doing regulated work with children or adults.
