Subject:- Clarification on promotion from JAO to AAO given by DOT during 01/10/2000 to 30/09/2004 relation to the Executive Promotion Policy – reg. Reference:- No 400-175/2007-Pers.I Dated 19/02/2010.

Respected Sir, Kindly refer to the Executive Promotion Policy issued vide letter no 400-61/2004 Pers.I dated 18th Jan.2007 and followed by clarification vide No. 400-175/2007- Pers.I dated 19th Feb. 2010. The contention of the Company regarding point mentioned at serial no 5 of the letter no 400-175/2007-Pers.I dated 19th Feb.2010 that AAO have not been treated as post based substantive grades under Executive Promotion Policy and promotion granted to there pay grades by DOT between 01/10/2000 to 30/09/2004 are to be treated as first time bound promotions is not correct due to the fact that in the Dot set up promotion from JAO to AAO post was in Gazatted status. In this regard kindly refer to our promotion order issued by DOT on dated 26/12/2000 for AAO(Adhoc) and order dated 23/04/2001 for AAO(Regular). ( Copies of both orders are enclosed here with) and further it is also stated as follows:- 1. There is no provision of adhoc Promotion followed by Regular Promotion in Time Bond Promotion. It is only in Post based Promotion 2. Designation is not changed in Time Bond Promotion but here is our case designation has been changed from JAO to AAO having the higher responsibility . It is essential to mention that JTO to JTO(LA) designation is not changed and not having higher responsibility . Hence JTO(LA) and AAO promotions were not similar. 3. It was also mentioned in the AAO Recruitment Rules notified by Ministry of Telecommunication/DOT on 14th September,2000 that AAO was substantive Post (Copy of the Notification is enclosed i.e. self explaintionery). 4. It is also clear that earlier AAO Promotion was in Substantive/Post based which has been declared as wasting cadre by BSNL in 2004 only vide letter No. 4-82/2003- SEA (Part-I) dated 12/04/2004 (Copy enclosed).

In view of the above, you are therefore requested to kindly withdraw/amend the clarification given at serial no-05 vide letter no 400-175/2007-Pers.I dated 19th Feb. 2010 and first up gradation may be allow to continue after four years to six years as already granted earlier like all other cadres.
