Minutes from the NOACC Semi-Annual Board of Trustees Meeting

Date: October 26, 2006 Place: Corporate College East Warrensville Heights, Ohio

NOACC Chair and Garfield Heights Executive Director Mary Stamler called the meeting to order at 4:47 p.m.

NOACC officer candidates were asked to leave the room. Bill Ryan presented the following slate of officers for 2007: Chair: Mary Stamler (Garfield Heights), Vice Chair: Kathy Berkshire (Lakewood), Secretary: Pat Krizansky (Rocky River), Treasurer: Dayle Noll (North Ridgeville). Dave Carlson (Euclid) made a motion to accept the slate of officers. Jim Prout (Burton, Chardon, Chesterland, Middlefield) seconded. There was unanimous approval. The newly elected officers returned to the meeting room.

Mary Stamler welcomed attendees and thanked Tom Sudow (Beachwood) for arranging, and Corporate College for sponsoring the “Investing in Customer Relationships—Maximizing Profits and Revenues” seminar presented by Lior Arussy earlier in the day.

M. Stamler introduced the newly elected NOACC officers for 2007.

M. Stamler invited chambers to attend the next Corporate Club luncheon at Landerhaven. NOACC is a sponsor. Arrangements can be made with the NOACC Office.

M. Stamler thanked Anthem for conducting the Business Pulse Survey, which led to the creation of the Chamber Challenge. She reminded chambers that Challenge applications must be submitted by January 1, 2007.

MINUTES of April 27, 2006: There were no additions or corrections. The Minutes were in a packet distributed to representatives of the chambers in attendance.

TREASURER’S REPORT for October 2006 was presented by NOACC Treasurer Dayle Noll and given by NOACC Executive Director Vicky Hawke. The Treasurer’s Report was filed for audit. The report was in a packet distributed to representatives of the chambers in attendance.

VENDOR REPORTS:

Steve Musgrave of the Wellness Council of Northeast Ohio has an extra Nordic Track and offered it to attendees. Laura Ostrander of Anthem indicated that this is the time for open enrollment. A Consumer-Driven Health Plan (CDHP) will be launched early in 2007 and announced with a mailing.

Vicky Hawke reported that Heartland Payment Systems has introduced the Merchant Bill of Rights, which provides for full disclosure to clients. The provisions of this bill are displayed at www.merchantbillofrights.com

BENEFITS TASK FORCE (BTF) UPDATE:

Bill Ryan, Benefits Task Force Chair, gave more details on the CDHP benefit, which includes wellness incentives. Ryan announced that NOACC has renewed its agreement with Anthem for 2007, and its contracts with University Comp Care and Comprehensive Risk Management through 2008. In 2007 the Benefits Task Force will study the value proposition of all NOACC benefits, including expectations of vendors and chambers.

B. Ryan reported that the BTF is currently considering the following benefits: individual health, Photomax, identity protection, long-term care insurance, office supplies, and wellness and he continues to receive information on others.

NOACC UPDATE:

Vicky Hawke, Executive Director of NOACC, called attention to the new benefits matrix distributed to all attendees and available as a download from the NOACC website. The HSA Easy Pak has been added. She told the chambers to contact her if they need a Chamber Challenge application form. The NOACC office has copies of the NEO Grow publication, if the chambers want them. There is one more Corporate Club luncheon this year, and Vicky invited the chambers to call her to reserve. NOACC must decide if it will be a Corporate Club sponsor again in 2007.

The NOACC office is in the process of checking Anthem, Comprehensive Risk Management, and Heartland Payment Systems lists to verify that participants are members of NOACC chambers.

V. Hawke thanked Anthem for their role in making NOACC webcasts available in conjunction with the Tri-City Chamber Business Expo.

Vicky announced the next Board of Trustees meeting will be held on November 17th at WKYC on Lakeside in Cleveland. WKYC will be doing another presentation about their “Coupon Clipper” opportunity.

NEW BUSINESS: V. Hawke presented the following chambers as new member candidates: Findlay Hancock County, Orwell Grand Valley, British American, Cuyahoga Falls, Tallmadge, and Mansfield Richland Area. A motion was made by Kathy Berkshire (Lakewood) to accept these chambers as members of NOACC. Jim Prout (Burton, Chardon, Chesterland, Middlefield) seconded. Benefits Task Force chairman Bill Ryan initiated discussion about whether or not the chambers that currently have agreement with Medical Mutual for their group healthcare will keep that coverage. Following discussion, these chambers were unanimous approved as members of NOACC. ANNOUNCEMENTS FROM CHAMBERS: Tracee Zubic (Cuyahoga Valley) announced a regional networking event at the Knights of Columbus in Garfield Heights on November 9. Jim Prout (Burton, Chardon, Chesterland, Middlefield) announced that the Portage County chambers have a Super Networking event on Friday October 27.
