MINUTES OF THE BOARD OF DIRECTORS OF THE KENTUCKY RIVER AREA DEVELOPMENT DISTRICT HELD MAY 22, 2013

CALL TO ORDER AND WELCOME

Chairman Mayor James W. Craft called the meeting to order.

INVOCATION

Mayor Charles Long gave the invocation.

PLEDGE OF ALLEGIANCE

Chairman Mayor James W. Craft led in the Pledge of Allegiance to the Flag.

APPROVAL OF MINUTES

A motion was made by Jack Burkich to approve the minutes of the April 24, 2013 Board meeting; Motion seconded by Jim McDannel; Motion carried.

APPROVAL OF FINANCIAL REPORT

A motion was made by Jim McDannel to approve the Treasurer’s Report as presented; Motion seconded by Hiram Cornett; Motion carried.

STAFF REVIEW

Ms. Eunice Holland gave an informative overview, through power point presentation, of the FY-2013 Regional Transportation Projects Prioritization Process. All projects on the Unscheduled Needs List were prioritized at the local level. The Regional Transportation Committee met on May 8th to rank the top 6 projects in each county by cost tier and overall. Ms. Holland noted that the tier rankings and maps for the FY 2013 Prioritizations were included in her staff report and need approval by the Board.

Jim McDannel made a motion to approve the Regional Transportation Committee FY 2013 Prioritizations as presented; Seconded by Judge Dennis Brooks; Motion carried.

BUSINESS

ADF Projects

Mayor Charles Longed reported that the ADF Committee had the following projects for consideration:

 CITY OF HINDMAN - $3,500 – Toward the purchase of Christmas light displays.  CITY OF WHITESBURG - $4,378 – toward the purchase of handicap lift for pool.  OWSLEY COUNTY - $1,161.76 – toward the purchase of computers for Judges’ office.

Judge Denny Ray Noble made a motion to accept the ADF Projects as presented; Seconded by Judge Dennis Brooks; Motion carried. Audit Committee Report

Mike Miller reported that the Audit Committee met prior to today’s meeting to discuss the FY-2014 Budget explaining the assumptions that were made in preparing the budget. The assumptions were as follows:

1. All federal and states funds will be cut 5% 2. No CDO clients will be added 3. No Performance contracts will be added 4. 2% Cost of Living increase for staff 5. Health Insurance costa will increase by 10%

With those assumptions KRADD would have an assumed budget surplus of $30,000.

Jim McDannel, a member on the Audit Committee, stated the Committee recommended to present the budget to the full board as it is a sound budget. Mr. McDannel then made a motion to approve the FY- 2014 Budget as presented.

Judge Denny Ray Noble inquired as to the surplus amount for last year’s budget proposal. Mr. Miller explained that the FY-12 audited budget had approximately $180,000 surplus and approximately $150,000 is assumed for the FY-13 audit. Judge Noble asked “with that kind of loss, what are the plans for next year?” Mr. Miller stated that the ADD was not losing. Judge Noble stated “this budget shows a $30,000 surplus but there was a surplus of $180,000; next year the agency will be in the hole”. Mr. Miller explained that the $30,000 is proposed with very conservative assumptions, last year’s proposed budget presented a $50,000 surplus and the $180,000 on the last audit was actual surplus rather than proposed or assumed. Jim McDannel, once again, explained that it is a very sound budget

Mike Miller asked if there was a second to Mr. McDannel’s motion. Hiram Cornett seconded the motion; With no opposition the motion carried.

Breathitt County Citizen Member Selection

Mike Miller explained that nominations were solicited in Breathitt County to replace Len Noble as Citizen Member on the KRADD Board explaining that Mr. Noble had moved out of the District. Only one nomination was received and the nomination was from Breathitt County Judge Harvey J. Richardson for Mr. Ray D Moore. Mr. Moore would serve the remainder of Mr. Noble’s term which expires in August of 2014. Mr. Miller stated that this needs approval by the KRADD Board.

Judge Denny Ray Noble made a motion to accept the nomination of Mr. Ray Moore as citizen member on the KRADD Board; Motion seconded by Chuck Caudill, Jr.; Motion carried.

OTHER BUSINESS

Mike Miller introduced Ms. Shannon Rickett, new Field Representative from Congressman Harold “Hal” Rogers Office. Ms. Rickett will be representing Owsley, Lee and Leslie Counties.

Annette Napier announced that several cities and counties still have ADF money. Anyone having questions regarding funds for their city of county should contact Annette. Ms. Napier encouraged everyone to spend the funds as soon as possible to avoid losing them. New funds will hopefully be allocated July 1st. Mr. Ervin Allen invited everyone to come out to the Community Memorial Day Ceremony at 3:00 p.m. on Friday May 24th at Douthitt Park in the City of Jackson.

Mayor Nan Gorman also invited everyone to attend Hazard/Perry County’s Memorial Service at the monument on Main Street in Hazard on Memorial Day at 11:00 a.m.

Mayor James W. Craft encouraged everyone to attend these memorial services as much as possible, our service men and women well deserve the recognition.
