UFFINGTON PARISH COUNCIL

Minutes of Parish Council Meeting held on Wednesday, 9th April, 2014 at 8 p.m. in the Village Hall.

Cllr’s present: Cllr. Genever – Chairman, Cllr. Dodsworth, Cllr. Brown, Cllr. Mulvaney Cllr. Kent & Cllr. Thurston. Dist. Cllr. R. Woolley, C. Cllr. M. Trollope-Bellew Apologies - Cllr. Babbs & Dist. Cllr. K. Cooke.

MINUTES OF PREVIOUS MEETINGS Minutes of Parish Council meeting held on 12th February and Planning Meeting held on 23rd March 2014 were approved and signed Pro. Cllr. Thurston Sec. Cllr. Dodsworth

DECLARATIONS OF INTEREST There were no envisaged declarations of interest.

MATTERS ARISING One Way System – The illuminated “Give Way” sign is now in place.

Tallington Rail By-Pass – Feasibility study for Tallington on hold until after meeting with Rail Track and LCC.

Grit Bin on Barnack Road – C.Cllr. Trollope-Bellew stated that it is up to Parish Council to ensure that grit is spread.

Allotment Water Supply – The Clerk had met with a contractor for Anglian Water at the allotments who had stated that the three taps need to be fitted with non-return valves. He would let us have a report as to what we need and are given 60 days to implement the recommendations. It was suggested that when we get the report we ask Mr. A. Walker local plumber and an allotment holder to fit the valves. This was agreed

Lindsey Road Street name plate - The Council had repaired a Lindsey Road sign but the wrong one. The Clerk to contact them again asking them to repair the correct one.

Peterborough and Stamford Hospital Trust – Since reporting at the last meeting C.Cllr. M. Trollope-Bellew stated that the amount of redundancies would be as bad as envisaged. CORRESPONDENCE Mr. J. Horne of Uffington Park Farms has written a letter to the Parish Council regarding his curved lodge corner wall being again demolished by a vehicle not negotiating the corner. It was suggested at the meeting that the 30 mph sign be moved before the bend to the east giving drivers more warning and also rumble strips on the western approach to this sharp corner. These suggestions to be passed to Highways together with Mr. Horne’s letter.

A letter had been received from LRSP regarding moveable speed information signs both “passive” and reactive. On 19th March 2014 LRSP a trial is starting at Ancaster of both these types of signs. If the trial is successful there will be an invitation for communities to join the scheme. Cost of the signs will be approximate £1999 + VAT depending on the order numbers. The Parish Council thought that one of the reactive signs would be beneficial to the village but with them being expensive it was suggested that we contact Tallington to see if they would be willing to share. Clerk to write to the Clerk of Tallington.

PLANNING There were no objections to the following two applications: S14/0803/HSH/PC1 – Single storey front extension – 17 Lindsey Road – Mr. P. Graham S14/0803/HSH/PC1 –Construction of tennis court and fencing The Lodge, Casewick – Mr. J. Allport.

The following two applications have received planning permission: S14/0261/HSH – Demolition of porch and conservatory and erect 1 ½ storey extension to existing dwelling. Ryehill Greatford Road – Mr. J. Smith.

C. Harris - Grass cutting - £45.00 Pro: Cllr. Dodsworth Sec. Cllr. Kent.

Our £3000. Precept had been received at our bank by BACS.

The Chairman left the room whilst the following was discussed and Cllr. Brown took the meeting Clerk Wages - £1294.71 + £29.36 Exps = £1324.07 Pro: Cllr. Thurston Sec. Cllr. Dodsworth The Chairman returned to the room and retook the meeting

The Clerk reported that she had opened an easy access account with the Melton Mowbray Building Society depositing the £10000.00. Playing Field endowment

Bank balances (before receiving the precept) – Business Instant Access - £2722.91 Treasurers A/c - £431.52. ANY OTHER BUSINESS Various pot holes in Casewick Lane to be reported to Highways also verge holes on Barnack Road

C. Cllr. M. Trollope-Bellew gave a report which included the following: He had been to a meeting regarding Fracking in this area, copies of the reports to be circulated around the Parish Council The newly appointed Chief Constable of Lincolnshire was formally a sergeant in Stamford. He also reported that there were only 1100 policemen officers and 59 PCSO’s in Lincolnshire.

Dist. Cllr. R. Woolley also gave a report stating that the SKDC “Enterprise Week” was a great success with over 100 businesses taking part. The Boundary Review confirmed that the seats will be reduced to 56 from 58 and the Truesdale Ward will now be known as the Casewick Ward. There is an increase in the applications for Solar Panels at SKDC. CCTV to be erected in the most popular fly tipping areas.

ANY OTHER BUSINESS The Footpath from Bertie Lane to Casewick Lane had been completed and the ruts in the grass have been filled in with soil. Mr. M. Towell stated that the footpath was a waste of Council’s money and thought it could have been better spent on repairing the many pot holes in and around the village. Mr. C. Jones and Mr. D. Woodman were very pleased with the result. Mr. Woodman also asked if horse riders could be asked not to ride on this footpath so as not to damage the surface. Mr. M. Towell had witnessed the dust cart dangerously reversing all the way up from “Walkers” to Lindsey Road without a banksman and almost knocking him off his bicycle!! SKDC Environment Department be informed of this dangerous manoeuvre and request them to speak to the freighter driver. PLAY AREA Cllr. Mulvaney gave a very in-depth report on the progress of this project and that the grant funding was progressing but we were outside the 10 mile area for any grant from the land fill companies, which was disappointing. She stated that Cummings would supply volunteers to erect fence, if the materials were supplied. Cllr. Genever stated that his family could find enough oak from their land to supply this fencing. He knows a wood merchant at Honey Pot Lane near Grantham who would cut the wood up to appropriate lengths. This would save a great deal of money and he was thanked for his gift. Cllr. Genever also volunteered to dispose of the spoil when the construction of the play area takes place. Date of next meeting Wednesday 21st May, 2014 at 7.30 p.m. This will be the APM followed by the AGM, Meeting closed at 9.30 p.m
