Recorder Brenda Badger- Meeting began at 1:30 pm. TOPIC DISCUSSION and FOLLOW-UP Welcome & Teresa Lunt called the meeting to order. Members introduced themselves. Farewell remarks were made to Brenda as she Introductions is leaving PFC for a new job. Her last day is January 31, 2014.

PFC Alcohol Strategies Sheila and Shane shared updates regarding the Place of Last Drink (POLD) and Retail Alcohol Vendor Education (RAVE). Updates POLD is involving the development of a website that will collect data from law enforcement calls that have alcohol involvement. The new POLD website is being developed and will launch very soon. Brooklyn Center, Osseo, and Plymouth police departments are participating in this pilot program. The subcommittee working on POLD is optimistic and sees potential for the program going statewide eventually. POLD will provide data – actual numbers and locations. 1 Currently, no formal data collection system exists. The system will allow local departments to create graphs and charts with local data. The data collected will be from all calls involving alcohol, not just DUI. The State Patrol recently came to a POLD planning meeting is now also on board to pilot the program.

RAVE is also an alcohol strategy and will be piloted by Brooklyn Center and Osseo, and possibly other departments. RAVE involves the observation of licensed alcohol establishments for over-service. This strategy/program could eventually be connected with POLD. Again, it allows for more formal data collection to occur and for education of retailers.

Shane also clarified laws related to over-service.

Drug Free Communities An update was provided by the DFC Application Subcommittee. Lorry reported on the technical assistance call held with Application Update subcommittee members and CADCA – Technical Assistance Manager – Bill Geary. Topics of discussion with CADCA were geographic region, selecting drugs of priority and possibly leaving alcohol off and explaining that the coalition has a SPF SIG grant, showing sustainability potential, and strategy selection for marijuana.

LeeAnn and Teresa updated about a meeting held with Superintendent Sicoli of Robbinsdale regarding continuing with PFC. A coalition involvement agreement was left with him and the request for a response by January 31, 2014. Position Statement LeeAnn reminded coalition members that North Memorial is staying neutral on the topic of marijuana legalization. In regarding Marijuana recent conversations she learned that due to North’s neutral status work by staff on this matter is restricted. Questions Legalization were generated if everyone at the table was aware of their organization’s position regarding marijuana legalization.

Discussion of the coalition involved changing the name of the paper to “ Marijuana Legalization Implications Statement.” Discussion also involved removing some of the main talking points from the paper, but there was not consensus.

Coalition members advised staff to get clarification from North Memorial. The topic will be reviewed again in February. CADCA Coalition Sgt. Rekstad and Judy Hanson provided information about the upcoming CADCA Coalition Academy which will be held in  Academy Minnesota in partnership with MN-DHS. The academy involves three weeks of training and requires that one coalition member is in attendance at all three weeks. Questions posed by Sheila included: Does the coalition think it would be beneficial for the coalition to attend. If so, who is interested in and able to go? After discussion and a show of hands, it was decided that the coalition could benefit from this academy. Sheila stated she would go to all three weeks. Sheila will send an email requesting a response by February 4th if members are interested in attending.

Community Partner Kirk Hughes gave a quick update that meth use is up recently in Hennepin County.  Sharing Jen Holper gave a reminder about the upcoming SPARC Series on Feb. 3rd. Judy reminded members about the upcoming SAPST training, March 10-13 in St. Cloud.
