Communication to the delegates of the management committee for cereals

Subject: Suspending of the periodical fixing of the export refunds and corrective amounts on cereals

In accordance with Article 13 of Council Regulation 1784/2003, export refunds on cereals may be granted when the internal and external market situation so justifies. Such refunds shall be fixed at least once a month (Article 10 of Commission Regulation 1501/1995). On the basis of Article 15 of Regulation 1784/2003, a corrective amount applicable to the export refunds may be set.

At present, five periodical fixing are set at the end of each month and the last ones are:

1. Commission Regulation (EC) No 1129/2007 fixing the export refunds on cereals and on wheat or rye flour, groats and meal 1 (at present, "zero" or "no value" for all products) 2. Commission Regulation(EC) No 1130/2007 fixing the corrective amount applicable to the refund on cereals 2 ("zero" or "no value") 3. Commission Regulation (EC) No 1131/2007 fixing the export refunds on malt 3 ("zero") 4. Commission Regulation (EC) No 1132/2007 fixing the corrective amount applicable to the refund on malt 4 ("zero") 5. Commission Regulation (EC) No 1133/2007 fixing the refunds applicable to cereal and rice sector products supplied as Community and national food aid 5 (positive refund for the maize products)

Since the present market situation doesn't justify the fixing of export refund, there is no need to publish at monthly frequency export refunds and corrective amounts at "zero" or "no value". Therefore, the periodical regulations under points 1 to 4 above will not be adopted until the market situation will show that it is necessary to grant export refunds again. The periodical regulation under point 5 contains positive refund and therefore will continue to be regularly adjusted.
