ELECTRONIC TENDERING

The Authority is currently enhancing its business through the opportunities offered by e-Business, in particular within the area of procurement. Two of the opportunities identified is the use of electronic tendering (e-Tendering) and online bidding utilising electronic reverse auctions (eAuction).

 E-Tendering is a suite of collaborative, web-based tools that enable procurement professionals and suppliers to conduct the strategic activities of the procurement lifecycle over the internet. It provides a simple, secure and efficient means for managing tendering activities reducing the time and effort required for both buyers and suppliers.

The Authority intends to conduct this procurement using the Value Wales National Procurement portal www.WPI.BravoSolution.com. (NB New users need to be registered in order to obtain passwords etc)

 Value Wales/BravoSolution will help to manage the operational aspects of both the eTender and eAuction event and will have the overall responsibility for its proper technical and procedural implementation.

 For your information only, this will follow the steps below; – Registration on the Portal – Access the online tender via the portal – Download key documentation from the online tender – Respond to the tender by either – A) uploading your response documentation to the secure portal  Or – B) Completing the online Technical parameters and providing your firm quotations against the Commercial parameters – Publish your response to the Buyer – Communicate via secure messaging E-AUCTION INSERT  The Authority shall utilise online bidding within this Contract procurement process.  Access to the eAuction will be strictly limited to those tenderers selected by the NAME to participate in the final round of bidding. The shortlist of participating bidders is a result of the NAME careful evaluation of all replies to the above tender.  As with the e-Tender phase, BravoSolution will manage the operational aspects of the eAuction event and will have the overall responsibility for its proper technical and procedural implementation.  During the eAuction, participating tenderers will be able to enter their bids in a suitably devised window and view their overall price prior to its submission. Upon issuing a bid, the system will request a further confirmation from the end-user prior to committing his/her bid to the eAuction. Bids, once confirmed, are considered binding and cannot be withdrawn.  Bids placed during the eAuction will be part of the NAME overall assessment of tenderer offers, this assessment will evaluate both price and non-price related factors to produce a value for money ranking Contracts will be awarded by the NAME following the eAuction pending further considerations.  BravoSolution will provide all participating tenderers with Practice eAuction sessions prior to the live event with the goal of providing hands- on training on the system and on this specific type of eAuction. This exercise is also aimed at ensuring that participating tenderers are adequately equipped in terms of computer software, hardware and Internet connectivity.  Further details of the bidding structure and participation rules will be provided to compliant suppliers in an ‘eAuction Engagement Rules’ document to be provided at least one week prior to the live auction event.  The date and time for the Live eAuction event will be: XXXXXXXXXXXXXX
