Job Purpose

To manage and provide a full technical/building service.

1. To contribute to the provision of the information necessary for the preparation, monitoring and review of Council budgets, including the Demolitions programme, Equality Act and Health and Safety budgets

2.To maintain professional competence in order to direct and advise employees and to ensure compliance with statutory/regulatory requirements, council policy, current best practice and ethical framework.

3.To monitor the output of the section, maintain quality review procedures and implement change as necessary to ensure that the service continues to meet the ever-changing customer requirements.

4.To manage the staff of the Design Team, setting priorities and measuring performance against agreed targets on an on-going basis to ensure the provision of an efficient high quality support service to the authority.

5.To manage and/or undertake feasibility studies and project design and co-ordinate and/or provide the management of pre and post contract activities (including dealing with contractors) all in accordance with Plan of Work adopted by the Service.

6.To act as client’s representative when dealing with private consultants. To plan, monitor and review the progress of individual projects taking action as necessary to ensure the project remains on schedule and on budget.

7.Such other responsibilities allocated which are appropriate to the grade of the post.

Knowledge and Qualifications
