Taylor of the 24 South Carolina Department of Natural Resources has reached out 25 to the Coast Guard and offered his agency’s assistance throughout 26 the State of South Carolina developing and implementing a 27 proactive partnership with the Coast Guard in the execution of 28 maritime homeland security and search and rescue missions; and 29 30 Whereas, within forty-eight hours of the attacks, South Carolina 31 Marine Patrol officers were patrolling the ports and waterways of 32 South Carolina to counter any additional acts of terrorism; and 33 34 Whereas, over the following two years, the Marine Patrol and 35 Coast Guard Charleston forces forged a close relationship with 36 Charleston Coast Guard commands as they jointly planned and 37 executed the systematic protection of over 20,000 square miles of 38 coastal and inland waters; and 39 40 Whereas, under Major Taylor’s innovative leadership, the Marine 41 Patrol conducted 120 cruise ship, hazardous cargo vessel, and 42 military outload vessel escorts in the strategic port of Charleston

1 [5387] 1 1 and aggressively conducted over 4,600 hours of waterborne patrols 2 along the remote reaches of South Carolina’s coastal region to 3 deter and, if necessary, respond to terrorism; and 4 5 Whereas, Major Taylor led the way in the development of a local, 6 state, and federal agency Maritime Security Joint Task Force 7 which implemented highly synergistic underwater and shore-side 8 maritime security training; and 9 10 Whereas, in addition to the security training, the Task Force also 11 aggressively conducted joint operations resulting in over 10,000 12 hours of waterborne homeland security patrols throughout the 13 ports of Charleston and Port Royal and the waterways of South 14 Carolina; and 15 16 Whereas, using the intimate knowledge of South Carolina’s vast 17 estuary system, Marine Patrol officers also provided unparalleled 18 support to the Coast Guard and service to the boating public while 19 conducting eighty-one search and rescue cases that resulted in 20 eighteen lives saved; and 21 22 Whereas, because of the dedication of men like Major Alvin A. 23 Taylor, the Palmetto State and the nation are safer, and the citizens 24 of this State are deeply grateful for all the hard work and sacrifices 25 Major Taylor has made for our ultimate benefit. Now, therefore, 26 27 Be it resolved by the House of Representatives, the Senate 28 concurring: 29 30 That the members of the General Assembly of the State of South 31 Carolina, by this resolution, recognize and congratulate Major 32 Alvin A. Taylor on receiving the United States Coast Guard 33 Meritorious Public Service Award and extend best wishes to him 34 in all of his future endeavors. 35 36 Be it further resolved that a copy of this resolution be forwarded to 37 Major Alvin A.
