Position Title: Director of Finance

Department: Central Administration (Supervisory)

Work Year: 260 days per year

Supervised by: Superintendent

GENERAL DESCRIPTION OF THE POSITION: Responsible for planning, supervising, and administering of business-related and fiscal support for the programs in the district. Supervises employees in the business office, manages the district transportation and food service contracts, serves as cash manager and investment officer and provides leadership to risk management program.

ESSENTIAL FUNCTIONS: 1. Direct and supervise all fiscal services and control district’s financial management system. 2. Control daily cash flow and invest all available funds in accordance with district’s investment policy. 3. Provide and maintain adequate controls and safeguards to protect district funds and property. 4. Coordinate and supervise the district risk management program. 5. Direct and coordinate the development of district-wide operating and capital budgets and serve as district budget officer. Responsible for the development of the district budget document. 6. Prepare and control budget plan for use of federal or special grant funds for assigned areas of responsibility. 7. Provide information regarding business services to district supervisors. 8. Work to promote the establishment and maintenance of a partnership between educational programs and business services. 9. Coordinate district programs with other districts; local, state, and federal agencies and groups involved in assigned areas of responsibility. 10. Prepare and communicate necessary plans and reports to the superintendent. Develop appropriate fiscal management reports as directed. Develop and recommend immediate and long-range financial plans to meet the needs of the district. 11. Recommend hiring, transfer, and/or termination of employees in assigned programs and departments. 12. Evaluate the performance of the business office employees and the transportation and food service contracts. 13. Manage the district’s insurance and appraisal programs. 14. Develop and recommend immediate and long-range plans related to the operation of the school lunch program. 15. Attend School Board meetings and make reports to the Board as directed by the superintendent. 16. Serve as an advisor and consultant on the accounting and financial matters of the schools and facilities. 17. Responsible for purchases by competitive bidding, informal quotations, and negotiations and items of supply and equipment necessary for the operation of the school district. Prepares all bidding documents and is responsible for learning and following laws pertaining to bids,

Job Description Continued quotations, and purchasing. 18. Responsible for the recording of all monies collected and distributed. Annually, submit all financial records for audit, coordinate the audit process and prepare comprehensive annual financial report. 19. Responsible for prompt completion of reports and payment of all bills. Direct the timely completion of monthly payroll and manage the district benefit packages. 20. Serve on district cabinet and administrative team. 21. Perform other such duties as assigned by the superintendent.

MINIMUM REQUIREMENTS: 1. Bachelor’s Degree – prefer accounting, business or public administration. 2. Minimum three (3) years of successful experience – prefer local government, public sector, or school district experience. 3. Progressive thinking in the areas of business management and staff supervision. 4. Able to work cooperatively with others. 5. Able to provide leadership in building school district budget in cooperation with administration and staff. 6. Extensive computer skills in the areas of budgeting and monitoring a multi-million dollar budget. 7. Excellent skills in the area of fiscal management and staff supervision. 8. Prefer knowledge and/or experience with public sector auditing. 9. Able to complete essential functions of position.
