 VYSA State Registrar

 VYSA Assistant State Registrars – under the direction of the VYSA State Registrar in one or more of the following capacities:

 Regional Registrars– perform State Registrar duties as authorized and needed  League Registrars – maintains records and oversees all league transactions. Ensures that all teams in their league submit Roster Pro data to VYSA  League Assigned Registrars – maintains records and processes transactions for assigned teams. Ensures that assigned teams submit their data via Roster Pro to VYSA

ELECTION AND APPOINTMENT 2-1

1. The VYSA State Registrar is elected in odd years by the membership of VYSA at the Annual General Meeting (AGM). If the elected VYSA State Registrar is unable to complete the term to which he/she was elected, the VYSA Board of Directors will appoint a State Registrar to fill the unexpired term until a new State Registrar is elected at the next AGM.

2. Each travel league must have a League Registrar. Each league may also have league Assigned Registrars to assist the League Registrar. Each League Registrar and League Assigned Registrars shall be an Assistant State Registrar on appointment as provided in paragraph 4.

3. Each league President shall nominate, and submit the nominations to the VYSA State Registrar by April 1 of each year, individuals to be the League Registrar and League Assigned Registrars for the league for the next seasonal year. There may be instances where a nomination is made by the league President during the seasonal year.

4. The VYSA State Registrar may approve any individual nominated as provided by paragraph 3. On approval, the individual is the League Registrar or League Assigned Registrar for that league, as the case may be. Matters concerning disapproval or removal of a League Registrar or League Assigned Registrar for a league shall be discussed between the VYSA State Registrar and League President. If an agreement cannot be reached the matter(s) shall be brought to the VYSA Board of Directors for discussion and a decision.

5. If an Assistant State Registrar for the current seasonal year is unavailable to serve for any period of the current seasonal year, she/he may be replaced by an Assistant State Registrar approved for the next seasonal year.

6. When an Assistant State Registrar is temporarily unavailable, the registrar MUST immediately notify their Head League Registrar. League policies may vary on delegation of responsibilities. League policies may vary on delegation of responsibilities.

VYSA State Registrar

1. Elected officer on the VYSA Board and liaison for Registrars to the Board and committees (2 year term) 2. Handles Permission to Play in an Adult League for individual players and teams 12. Handles Permission for a Virginia/DC Team to participate in a league outside of VA/DC boundaries 13. Handles Permission for a player from another state to play in Virginia/DC. 14. Oversees paperwork submitted by Assistant State Registrars 15. Oversees the development and maintenance of registration software and database management 16. Responsible for writing and updating the Travel Registration Manual and Roster Pro Users Manual 17. Responsible for content of Registration section of VYSA Web site 18. Provides support and assistance to Assistant State Registrars 19. Conducts workshops and mandatory annual training sessions for Assistant State Registrars 20. Attends VYSA, Region I, US Youth Soccer and US Soccer meetings and events 21. Has the authority to register U-19 VYSA State Cup bound teams that are non-league teams, Region I League Teams and Region I Sub-Regional teams. 22. Has authority to roster VYSA teams for the Region I Summer League 23. Has authority to register Olympic Development players that are not registered or rostered to a Virginia/D.C. team. 24. Oversees and handles tournament matters 25. Assigns League numbers and club codes with the assistance of the league registrars

Responsible for distributing information on lamination of player passes and pass out supplies if needed. 8. Works directly with State Registrar and/or League President with league issues 9. Assigns Assistant State Registrars to clubs within the league 10. Processes VYSA Player/Team Status Form for players and teams to participate in an Adult League (also requires State Registrar or Regional Registrar signature) 11. Authorized to access VYSA registration database and audit reports for their league only 12. Verifies registration count and payment of fees to VYSA 13. Prepares a league registration manual for League Assigned Registrars 14. Trains League Assigned Registrars and clubs within their league 15. May be assigned additional responsibilities as needed by the league or state 16. Ensures that all teams in their league submit Roster Pro data to VYSA 17. The VYSA State Registrar is the ultimate authority on all registration matters relating to players, coaches and teams under the jurisdiction of VYSA. The VYSA State Registrar has the authority to assign responsibilities to Assistant State Registrars.

These numbers will now correspond to the club number codes contained in the VYSA Directory.

The state office assigns a club number code each time a new club has been accepted into VYSA and this is to be used on the team roster.

All players within a club will be associated with the same club number code regardless of the travel league membership or recreational designation. VYSA Travel Team Registration Manual

The league registrar must contact the state office to receive club number codes for the TRAVEL ONLY CLUBS.

VYSA seeks to establish uniformity in team numbering throughout the state. When finally implemented, VYSA team numbers will conform to the format described below to maintain consistency within the state database. The format will contain 12 or 13 digits. There is to be no spaces or dashes, etc in the team number: a) _ _ _ b) _ _ _ _ c) _ _ d) _ e) _ _ _ a = the three digit league number b = 3 or 4 letter club abbreviation c = birth year (birth year of oldest player on roster) d = B or G e = team number that each league will assign.

The State Registrar in conjunction with the League Registrar assigns the 4 club abbreviations for use on the VYSA roster club number. These designation codes shall be the same regardless of the league membership.

The league may assign a unique team number.

TRAVEL PLAYER IDENTIFICATION NUMBERS 3-4

Beginning with the 2001-2002 seasonal year, the social security number (SSN) shall not be used as a player’s identification number for VYSA players. The player’s identification number shall be generated in accordance with the VYSA Travel Registration Manual. A unique computer-generated player identification number will be assigned to each player. This number will be the permanent VYSA identification number for the player to whom it is assigned.

VYSA identification numbers are available within the Roster Pro Program when working on line or on the Roster Pro Users Page on the VYSA Web site at www.vysa.com under “Registration” for Virginia/DC travel players who have not been assigned a number. VYSA Travel Team Registration Manual

NOTE: The VYSA identification number is issued to a player when they start travel soccer and this number will remain with them throughout. Please check with your registrar if you don’t know a player ID number.

Each club should designate a representative who is responsible for all fall and spring initial registrations for each team in that club. The club representative should

 coordinate training and distribution of registration manuals and information to the team representatives  answer registration questions from team representatives   be sure initial registration is properly done 1. check all registration materials for accuracy 2. take the registration materials to the League Assigned Registrar for processing 3. will be notified by the assigned league registrar of incomplete or incorrect information. Notify the team of the corrections to be made and then return it to the registrar (may be returned for correction) 4. pick up approved registration materials and return them to the team representative. If the league requires lamination, each club should establish a procedure to make sure team managers laminate player passes

The State or a League may modify these procedures if necessary because of the Technological improvements. VYSA Travel Team Registration Manual

As a registered member of a team playing in a travel league, players are a registered (carded) player under the Virginia Youth Soccer Association (VYSA) and United States Youth Soccer (USYS). Each team plays in its respective league. The player’s rights and obligations are governed and protected by the league to which the player is registered, VYSA and USYS rules, and rules set up by the club with which each team is members. To make the player and the parents aware of these rights and obligations, we ask you to review the following.

USYS Rule 201: Player Registration Section 1. (Residency) A youth player MUST register each seasonal year in the State Association in which he or she resides with his or her parent or parents or guardian or guardians, or, for a student in residence at a boarding school, college or university, the player may register in the state in which the boarding school, etc., is located. Any other questions of residency may be determined by the State Association in which the player is registered to vote or holds a current driver’s license.

Section 2. (a) Any youth player wishing to play on a team of a member of a state association other than the state association where the player is registered, must receive written permission from— (1) the state association where the player is registered: and (2) the other state association of the team on which the player wishes to play.

(b) Permission must be obtained each seasonal year.

Rule 206. Multiple Rostering. A State Association may allow a player to be rostered on more than one youth team each seasonal year. VYSA Travel Team Registration Manual

VYSA policy prohibits registered travel players from being rostered to more than one VYSA travel team at a time. (See section 5-8)

The only valid proofs of birth for new registrants are the following :

 Original Birth Certificate  Passport  Resident Alien ID Card (Green Card)  Military ID Card  Birth Registration Issued by an Appropriate Government Agency  Certificate issued by INS Verifying Age  Current Driver’s License or Learner’s Permit  Certification of US Citizen Born Abroad Issued by an Appropriate Government Agency  Unexpired Federal, State, or Local Government ID Card (if documentation of date of birth is required) (“walker” ID)

If a player has been previously rostered and has shown the appropriate proof of birth for registration, then the player may submit his/her current USYS Member Pass as proof of birth.

TRAVEL PLAYER RIGHTS AND OBLIGATIONS SECTION 4

A player cannot be registered until the necessary proof of birth is provided.

A player must also provide his/her name, address, including zip code. Social security numbers shall not be used as a player’s identification number for VYSA players. The player’s identification number shall be generated in accordance with the VYSA Travel Registration Manual. A recent full facial picture must also be provided to obtain a Member Pass. This pass, signed by the player establishes the player’s right to play travel soccer.

The player’s coach or team manager keeps his/her Member Pass and gives the player his/her Membership Card. The Membership Card includes a Code of Conduct. The player and his/her parents should take time to read and understand it. The Membership Card is NOT TO BE USED FOR ANY LEAGUE, TOURNAMENT OR STATE CUP GAMES. The information on the front of the Membership Card provides the player’s name, date of birth, team information and your identification number. This will be the player’s permanent player identification number for VYSA travel registration and MUST be used for as long as the player is a travel soccer player in VYSA.

Each team has an Official VYSA State Roster that has been approved and is maintained by a VYSA Assistant State Registrar assigned to that team. The team roster is important for purposes of participation in league competition, State Cup competition and for traveling to tournaments. A new team roster is recorded with the state association at the beginning of each seasonal year, which runs from September 1 through August 31. Certain rules about how and when changes can be made to a team roster affect your ability to change teams or join a team.

1. A seasonal year (9/1 – 8/31) consists of fall and spring seasons. The season begins with the first league game and ends with the last league game. In some leagues, any decision to change teams must be made between seasons only. You should check with your respective coach and/or league before making your final decision.

2. The maximum number of players a team can have on its roster is 18. *A league may restrict a roster size to less than 18 when the age group competes in small sided play. 3. During the seasonal year, no more than three carded players from another registered traveling team may be transferred to the roster. Any number of uncarded players may be added to the roster.

In accordance with Rule 221, the VYSA Board of Directors has determined that a coach, ONLY AFTER GIVING THE PLAYER 24 HOURS WRITTEN NOTICE, may involuntarily release a player from the roster for the following reasons:

 The player has violated bylaws, policies, or requirements of the Federation, USYS, the State Association, or the member (league, club and/or team) of the State Association through whom the player is registered. (This may include non-payment of financial obligations to your club and/or team for the present season or previous seasons) If the non-payment is for FUTURE obligations, the club and/or team should have a written financial obligation statement signed and dated by a team or club official and the parents or a dated electronic acceptance of the future obligations. TRAVEL PLAYER RIGHTS AND OBLIGATIONS SECTION 4

 The player has moved beyond a reasonable travel distance. Determination of what constitutes a reasonable travel distance is subject to definition by the State Association.  The player is injured in such a manner that the player will not be able to participate for the remainder of the season.

The player should examine all of their options prior to changing teams. There are usually good reasons for changing or leaving a team, but team loyalty is an important element of good soccer. If, after examining all of his/her options, the player wants to transfer to another team, the player MUST complete a VYSA Player/Team Status Form and submit it to his/her team official. This is what is referred to as a “voluntary release – see section 5-21”. The player and the player’s parents must sign this form (if the player is 18 or older, the parent’s signature is not required.) If the player has financial obligations to the club and/or team, those should be paid PRIOR to requesting a release. If there is a signed a financial obligation sheet listing future obligations, those must paid. A team MAY refuse to release the player if the player has outstanding financial obligations.

Once this has been done, the player’s coach or team representative MUST take the player team/status form to their League Assigned Registrar WITHIN FIVE (5) BUSINESS DAYS from the date the team manager receives it to have the player released from his/her old team’s roster and to have the registrar sign the form. Documentation of date of submission to the team manager is strongly recommended. Contact the player’s club rep if the player does not receive the signed paperwork back within 10 days. The player’s Member Pass and a copy of the player team/status form will be given to the player, and the player must then take them to your new coach. If the player is NOT TRANSFERRING to another team, the player pass and release form will stay with the registrar.

The player’s new coach will need the player and the player’s parents to sign a VYSA player team/status form requesting the transfer to the new team. A new recent full facial picture must be provided for the new membership pass and the new pass must be signed by the player. BE SURE YOU TELL YOUR NEW COACH THAT YOU WERE ON A TRAVEL TEAM. THE PLAYER MUST BE RELEASED FROM ONE TRAVEL TEAM BEFORE YOU CAN BE ROSTERED TO ANOTHER TEAM! This form, along with the new Member Pass will be taken by the new team official to the League Assigned Registrar to transfer the player to the new team roster. Some teams play in the USYS National Championship Series (also know as State Cup) in the fall and others in the spring. A player may only compete in ONE USYS National Championship Series in a Seasonal Year. If you have participated in the USYS National Championship Series - State Cup competition with one team, and then change teams to one that plays State Cup later, the player will be allowed to compete only in regular league play and other tournaments, BUT NOT in the USYS National Championship Series - State Cup.

Once a player has been registered and rostered to a VYSA travel team the player is VYSA Travel Team Registration Manual considered a registered VYSA travel player until the end of the seasonal year. A player has the right to voluntarily move from one team to another at any time during the seasonal year, September 1 through August 31 as long as they are in good standing.

Teams are bound by the 3-player transfer limit from the time their roster is processed (the process date stamped on the team roster by the League Assigned Registrar). The process date may be as early as August 1 preceding the beginning of the next seasonal year.

If a player chooses to leave his/her team but does not immediately transfer to another team, OR move out of state, the player should

1. Complete a VYSA Payer Team/Status form requesting a release from the current team. See section 5-8 for more details. (If the player is 18 or older, the parents’ signature is not required.)

2. The team official will have the League Assigned Registrar release the player from the team roster. The League Assigned Registrar will keep the Member Pass until the player’s plans are more definite. If the player is moving out of state, their Member Pass and a copy of the VYSA Player Team/Status form will be returned to the player. The player will need these in the event he/she wishes to play soccer in the state to which he/she moves to.

Once properly rostered, VYSA travel teams will fall into one of three categories:

ACTIVE – teams that are playing in seasonal (fall and spring) league play. **All VYSA travel teams are considered active in the fall season**

INACTIVE – a team that does not participate in spring league play because  Their league does not offer league play for the team’s age group, or  Their league has issued inactive status for the remainder of the seasonal year.

DISBANDED – a team that does not participate in spring league or tournament play for the remainder of the seasonal year

If the player wants to leave a disbanded team and to transfer to another team, the player MUST complete a VYSA player team/status form and submit it to the League Assigned Registrar. The player and his/her parents must sign this form (if the player is 18 or older, the parent’s signature is not required.)

If the player wants to leave the inactive team and to transfer to another team, the player MUST complete a VYSA player team/status form and submit it to the team manager. The VYSA Travel Team Registration Manual player and his/her parents must sign this form (if the player is 18 or older, the parent’s signature is not required.)

SEASONAL YEAR 5-1

If the player is released and at a later date decides to rejoin a travel team, even their original team, they are considered a “TRANSFER”

USYS Rule 103: Gender of Teams USYS recognizes 2 types of team genders: (1) Teams with females only are girls teams. (2) All other teams are boys teams.

AGE GROUPS 5-3

USYS Rule 104: Age Groups Except as otherwise provided by Rule 105, age groups shall be comprised of youth players who are, before the first day of August of the immediately prior season (1) under 19 years of age, (2) under 18 years of age, (3) under 17 years of age, (4) under 16 years of age, (5) under 15 years of age, (6) under 14 years or age, (7) under 13 years or age, (8) under 12 years of age, (9) under 10 years of age, (10) under 8 years or age, (11) under 6 years of age.

 The charts in Section 13 show the MAXIMUM age a player can be to be rostered to a team in each particular age group for the seasonal year (August 1 through July 31).  The age of the oldest player on the roster determines the age group to which the team belongs. PLAYER REGISTRATION – RESIDENCY 5-4

USYS Rule 201: Player Registration Section I. (Residency) A youth player MUST register each seasonal year in the State Association in which he or she resides with his or her parent or parents or guardian or guardians, or, for a student in residence at a boarding school, college or university, the player may register in the state in which the school, etc., is located. Any other questions of residency may be determined by the State Association in which the player is registered to vote or holds a current driver’s license.

1. Individual players in VYSA are registered to the state and national associations each seasonal year. 2. Players are registered when they become members of travel teams by joining the team and paying their required fees. 3. Travel teams are either part of travel clubs that are located throughout the state or Region 1 sponsored leagues. 4. Travel clubs participate in league play organized by VYSA-sanctioned travel leagues or Region 1 leagues. 5. A player’s association membership fees are paid to the VYSA by the travel leagues or in the case of Region 1 leagues the team is to pay directly to VYSA. 6. No travel team may be a member of VYSA without being a part of a sanctioned travel league. 7. Once a player is registered and rostered as a travel player, the player remains at travel player for the remainder of the seasonal year whether or not the player remains rostered to a travel team. 8. Travel clubs may allow travel players to play in recreational leagues.

PERMISSION TO PLAY IN ANOTHER STATE 5-5

USYS Rule 201: Section 2: (a) Any youth player wishing to play on a team of a member of a state association other than the state association where the player is registered, must receive written permission from (1) the State Association where the player is registered; and (2) the other State Association of the other State Association of the team on which the player wishes to play. USYS Rule 205: Roster Limitations

Except as otherwise provided by Rule 105— (1) a team playing eleven (11) a side may not have more than 18 youth players on its roster at any given time during the seasonal year; and (2) a team playing eleven (11) a side may not have fewer than 7 youth players on its roster at any given time during the seasonal year. (3) a team playing less than eleven (11) a side may not have more than two times the number of players played or less than one time the number of players played plus one on its roster at any given time during the seasonal year.

VYSA policy permits a travel league to place additional restrictions on roster size.

SPECIAL NOTE: VYSA variance to US Youth Soccer Rule 205 (3):

A team playing LESS THAN eleven (11) a side may not have more than 18 youth players and may not have fewer than 7 youth players on its roster at any given time during the seasonal year.

VYSA policy permits a travel league to place additional restrictions on roster size.

Rule 206. Multiple Rostering. A State Association may allow a player to be rostered on more than one youth team each seasonal year. However,

 All travel teams MUST have an Original VYSA Team Roster signed, stamped and embossed by the League Assigned Registrar.  All travel team rosters MUST be prepared with Roster Pro software.  The Original VYSA Team Roster should not be given out to anyone except the League Assigned Registrar for purposes of amending the roster.  All changes to the Original VYSA Team roster MUST BE IN BLACK BALLPOINT INK!  ALL changes made to the Original VYSA Team Roster must be validated by the League Assigned Registrar.  If the Original VYSA Team Roster is defaced, lost, stolen or destroyed the League Assigned Registrar MUST be contacted immediately to prepare a validated replacement.

USYS MEMBER PASS/MEMBERSHIP CARD 5-10

 A USYS Member Pass/Membership Card MUST be issued for each travel player.  A USYS Member Pass/Membership Card MUST be issued for each team official traveling with the team to tournaments.  All passes/cards MUST be prepared with Roster Pro software.  All Member Passes MUST be signed by the player in BLACK or BLUE BALLPOINT INK ONLY!  The Member Pass must be signed and stamped by the League Assigned Registrar.  The VYSA State Registrar encourages the lamination of player passes. Each league will determine whether to require lamination of cards for its teams.  The team official MUST keep the Member Passes. The Membership Cards MUST be returned to the players and other carded team officials.  The Membership Card may NOT be used for any league, tournament or State Cup games.   A new member pass must be issued reflecting the change of league or team, and the old pass turned in. No annotations on player passes will be allowed.  No correction fluid is allowed on the Member Pass.   If Member Passes are lost, stolen or destroyed the League Assigned Registrar MUST be contacted immediately, and then the team official MUST prepare all new cards to replace the lost/stolen or destroyed cards.  Member Passes can and will be used for future date of birth verification and should not be destroyed or discarded at the end of the seasonal year. INTERNATIONAL CLEARANCE 5-11 INTERNATIONAL CLEARANCE/WAIVER

USYS Rule 207. International Clearances For a player who comes to the United States on or after the player is 12 years of age, the player MUST request and receive an international clearance from the Federation. However, an international clearance is not required of a player who is 12, 13, 14, 15, or 16 years of age if the player and the player’s parents sign a statement that the player has not signed a professional contract or received money from a professional team for playing soccer.

 Rule 207 applies to both US citizens and non-citizens.  If a player has lived in another country and enters the United States after turning age 12 but before turning age 17, an International Clearance Waiver (a statement signed by the player and the player’s parents that the player has not signed a professional contract or received money from a professional team for playing soccer) is the only form required and may be signed and approved by the League Assigned Registrar.  The International Clearance Waiver will be in effect as long as the player lives in the United States.  If a player has lived in another country and enters the United States after turning age 17, an International Clearance is required and MUST be processed through USSF.  The player may not participate in any activities with the club or team until the International Clearance is received from USSF.  The registrar MUST receive the approved clearance paperwork before the player can be registered and/or rostered.  The International Clearance is in effect as long as the player lives in the United States.

YOUTH PLAYERS ON ADULT TEAMS 5-12

USYS Rule 208. Adult Games

Section 1. A youth player may play an unlimited number of adult games without losing his or her youth eligibility. The youth player MUST notify his or her youth coach or other authorized team official of the player’s intention to play adult games. The youth player shall request, in writing, (1) eligibility clearance from the Youth State Association through which the player is registered, and (2) permission from the appropriate Adult State Association. When the clearance and permission have been granted, the Adult State Association has sole discretion in permitting a youth player to play adult games and will be responsible for establishing the procedures under which the youth player will be allowed to play. In the event of a conflict between an adult game and a youth game, the youth game shall take precedence. A youth player who is required to sign an adult form shall retain youth eligibility.

YOUTH TEAMS IN ADULT LEAGUES - TEAMS 5-13

USYS Rule 208. Adult Games

Section 2.(a) A youth team with the written permission and mutual consent of both the Youth and Adult State Associations may play in an adult-approved league and not lose its youth eligibility to compete in the US Youth Soccer National Championships competitions. If the youth team’s players are required to sign an adult form, the team shall retain its youth eligibility. (b) The youth team will be required to play under the rules of the Youth State Association concerning registration, roster rules, transfer rules, and any additional qualifications that are required to be eligible for the US Youth Soccer National Championships competitions. Whether participation in any adult league shall qualify a youth team for the US Youth Soccer National Championships competitions play shall be determined by each Youth State Association.

 It is the responsibility of the individual player or team to secure permission before playing with an adult team or league.  The VYSA Player Status form MUST be used to request and grant approval for players and teams to participate in adult games.

USE OF INELIGIBLE PLAYERS 5-14

USYS Rule 209. Use of Ineligible Players A team shall forfeit each game of the team in which--- (1) an unregistered player was with the team at the game in a uniform; or (2) a player was improperly entered on the team’s roster.

 It is the responsibility of the team officials to be certain that all players are properly registered and entered in the proper age group for the roster.  Should an illegally rostered or ineligible player be found, then all games that player participated in would be forfeited by the team.  Team officials and/or players may be held accountable for the eligibility errors and may be required to attend a hearing at the Travel League and/or VYSA level.

APPLICATION TO TRAVEL

USYS Rule 401. Permission to Travel and to host tournaments and games is as provided by the USYS Travel and Tournament Policy.

TRAVELING TO SANCTIONED EVENTS WITHIN THE UNITED 5-15 STATES

This section applies to teams that are in good standing with VYSA and its members

 A team MUST complete and submit a VYSA Notification of Travel form for all tournaments or games sanctioned by any USSF Affiliated organization outside the jurisdiction of VYSA.  Notification of Travel forms must be submitted to the State Office within 30 days prior to departure. See the www.vysa.com website under Registration Travel to determine method of submission.  League Select teams and Recreational All Star teams must complete a USYS Application to Travel. This application will be processed by the State Registrar or the State Office. Rosters and cards for these teams already are processed by the State Registrar or the State Office.  The Application to Travel form and other required documents MUST be submitted to the League Assigned Registrar at least 30 days prior to departure or a $25.00 late fee will apply.  Permission to travel within the United States will be granted for all tournaments or games sanctioned by any USYS or USSF members.  Permission to travel will be granted for all Friendlies hosted by USYS or USSF Members

APPLICATION TO TRAVEL OUTSIDE THE UNITED STATES 5-16 (includes Canada and Mexico)

 A team MUST request and receive permission to travel from the State office or the State Registrar on an Application to Travel form (USYS form) AND on a USSF Application for Foreign Travel form.  Both the ORIGINAL completed USYS and USSF applications MUST be approved by the state office before they are submitted by the team to USSF for approval.  Team will have member benefits once approved. GUEST PLAYERS 5-17

 It is the responsibility of the team to follow all rules and procedures required by the tournament or host team and/or its state regarding guest players.  A player has a primary responsibility to support the team to which they are rostered.  A travel player may guest play with another travel team at a tournament if invited by another team’s coach and permitted by the player’s current team.  A Guest Player is a registered player participating in a competition for a team to which the player is not rostered for the purpose of league play.   VYSA considers the release of the Player Pass as evidence of permission by the current team to play as guest player.  Recreational Players may guest play with a travel team. (Note: VYSA recreational member passes are issued by the appropriate VYSA recreational club president or recreational club registrar only.)  All guest players MUST provide their Member Pass and a medical release form to the team for which they will be guest playing.  The appropriate Guest Player Authority Form provides authorization, if needed, for a Virginia player to guest play on either a VYSA team or an out-of-state team.  Authorization for VYSA Travel team players may be provided by the League Assigned Registrar.  VYSA does not require a guest player authorization for its players; HOWEVER the player MUST comply with the hosting states requirements regarding guest players.  Recreational or Travel players who wish to guest play with a VYSA travel team are permitted to participate as long as they are listed on a copy of the team’s roster or a guest player roster and have provided their approved Member Pass and have signed a medical release form for the host team.

TEAM ELIGIBILITY 5-18

Rule 221. Team Eligibility. Section 1. (3) The team must be entered in the competition of the State Association in which at least 50 percent of its players are registered. Section 2. (a) (1) A team may not roster any player who was previously rostered during the seasonal year to another team, or the same team, unless a written request, stating the reason why this action has been requested, has been made to and approved by the State Association on a form provided. A team may not roster more than 3 previously rostered players in any seasonal year. (b)(1) A team may not release, voluntarily or involuntarily, any player from its roster unless a written request, stating the reason why the release has been requested has been made to, and approved by, the State Association on a form provided.

PERMISSION FOR A TEAM TO PLAY IN ANOTHER STATE 5-19

 All teams MUST be rostered in VYSA if more than 50 percent of its players are registered in Virginia/DC. If exactly 50 percent of its players are registered in both Virginia/DC and one other state the team will determine in which state they wish to be rostered.  Any team wishing to compete in a league in a state other than the one in which it is rostered MUST o submit a request on a Permission to Play in Another State Form and o receive written permission to do so from both states involved.

MOVEMENT OF PLAYER PERSONNEL 5-20

 Once a player has been registered and rostered to a VYSA travel team the player is considered a registered VYSA travel player until the end of the seasonal year.  A player has the right to voluntarily move from one team to another at any time during the seasonal year.  Additional league rules may apply.

PLAYER VOLUNTARY RELEASE 5-21

A voluntary release is the removal of a player from a team’s roster at the request of the player.

 The player MUST submit a completed VYSA Player/Team Status Form requesting the release to the releasing team official.  The team official MUST submit the release request to the League Assigned Registrar within 5 business days. However, a team MAY refuse to release a player if there are outstanding financial obligations. This may include non-payment of financial obligations to your club and/or team for the present season or previous seasons. If the non- payment is for FUTURE obligations, the club and/or team should have a written financial obligation statement signed and dated by a team and/or club official and the parents or has a dated electronic acceptance of the future obligations.  Leagues may have specific requirements governing the exchange of paperwork between the player, the club and the League Assigned Registrar.

PLAYER TRANSFER (PREVIOUSLY ROSTERED PLAYER) 5-22

A transfer is the placement of a player on a team’s roster after the player has been released from the previous active, inactive, or disbanded team roster in the same seasonal year (Aug 1 – July 31 each year)

For VYSA purposes, once a player has been released from a team, the player is considered a transfer whether or not the player is placed on a different team roster or back on the same team roster.  A PLAYER MAY BE ROSTERED TO ONLY ONE VYSA TRAVEL TEAM AT A TIME IN THE STATE OF VIRGINIA/DC – the player MUST be released from the original team roster before being placed on another roster.  A player may transfer as many times as requested during the seasonal year subject to league rules.  A TEAM IS LIMITED TO THREE (3) PREVIOUSLY ROSTERED PLAYERS DURING THE SEASONAL YEAR.

To transfer to a VYSA team, the player o Must be released from the first team (form must be signed and stamped by the registrar) o o May use the same VYSA Player/Team Status form that he/she was released on or use a separate VYSA Player/Team Status form. o On the VYSA Player/Team Status form showing the player was released on, complete the TRANSFER section (section 4) and present this to the new team manager who will complete the transfer process. o If using a separate VYSA Player/Team Status form, complete sections I, II, and IV.  Leagues may have specific requirements governing the exchange of paperwork between the player, the club and the League Assigned Registrar.

PLAYER INVOLUNTARY RELEASE 5-23

RULE 221. TEAM ELIGIBILITY Section 2. (b)(2) A team may release involuntarily a player from its roster only if the player is unable to play for one of the following reasons: (A) The player has violated bylaws, policies, or requirements of the Federation, USYS, the State Association, or the member of the State Association (League, club or team) through whom the player is registered. (B) The player has moved beyond a reasonable travel distance. Determination of what constitutes a reasonable travel distance is subject to definition by the State Association. (C) The player is injured in such a manner that the player will not be able to participate for the remainder of the season.

The coach after giving the player 24-hour written notice in the form of a letter may involuntarily release a player from the roster for the above-stated reasons. (This may include non-payment of financial obligations to the club and/or team based upon the same restrictions outlined in Section 5-21)

 The letter MUST include the reason for the release.  The letter be sent with a method that shows proof of delivery.  Copies of the letter will be included with the release paperwork.

 To involuntarily release a player, the coach MUST o complete a VYSA Player/Team Status Form (Sections 1, 2 & 3) o submit three (3) copies of the letter sent to player o submit a copy of the proof of delivery to the player within five (5) business days of the date of the letter to the asst. registrar  The registrar MUST wait 24 hours after receiving the VYSA Player/Team Status Form before processing the Involuntary Release request.

STATE CUP INFORMATION AND ROSTER 5-24

 VYSA State Cup Rules are available on the Web site at www.vysa.com.  It is the responsibility of the coach to ensure that all rules are followed.  A copy of the Original VYSA Team Roster MUST be stamped and verified for use as the team’s State Cup Roster.  The verified State Cup Roster MUST be stamped with the RED state cup stamp, and signed and dated by the League Assigned Registrar.  The State Cup Roster MUST mirror all changes in the Original VYSA Team Roster until the State Cup Roster is frozen.  After the State Cup Roster is frozen, the State Cup Roster MUST mirror all releases from the Original VYSA Team Roster.  It is the responsibility of the coach to fax to State Cup officials a copy of State Cup Roster changes along with the VYSA Player/Team Status Form, if applicable, according to State Cup Rules.  BOTH teams participating in the finals of State Cup MUST retain their frozen State Cup Rosters until State Champions have been certified and “wild card” teams have been determined.  VYSA U-19 teams must register and roster with the VYSA State Registrar or a VYSA Regional Registrar.  VYSA State Cup bound teams that wish to participate in the Region I Premier League must register and roster with the VYSA State Registrar or a VYSA Regional Registrar.

OTHER VYSA POLICIES ON PLAYERS & PLAYING RULES SECTION 6

DISBANDED TEAMS 6-1

A DISBANDED team will not participate in league play or participate in tournaments. A disbanded team roster is no longer valid. However the players’ player passes remain valid and the players on that roster may be guest players with another team.

In the event a team is disbanded, the team official MUST  give the Original Team Roster and all Member Passes to the League Assigned Registrar for safekeeping  notify all players that their Member Passes will be available from the League Assigned Registrar for transfer or guest playing  UNDER NO CIRCUMSTANCES MAY A TEAM OFFICIAL OF DISBANDED TEAM GIVE PLAYERS THEIR MEMBER PASSES.  If players wish to transfer to another team they MUST complete a VYSA Player/Team Status Form requesting a release from the disbanded team. The League Assigned Registrar of the disbanded team will process the release request.

SPECIAL NOTE: The three transfer (previously rostered players) limit applies to players from disbanded teams.

INACTIVE TEAMS 6-2

A INACTIVE team is not Disbanded but will play no league play because either:  The league does not offer competition for that age group for the spring season of play; or  The league has issued inactive league status to the team for the remainder of that seasonal year (thru of August 31)

The team may participate in tournaments during the inactive status.

In the event that a team becomes INACTIVE, the team official will retain the original VYSA team roster and all member passes.

SPECIAL NOTE: The three transfer limit (previously rostered) applies to players from inactive teams.

LEAGUE SELECT TEAMS FOR TOURNAMENT PLAY 6-3

 The sanctioned tournament form must include League Select teams.  Permission for League Select teams must first be authorized by their leagues.  League Select rosters provided by the league will be used.  Each player must be rostered to and participating for a team in the league requesting the League Select status.  Players may not cross leagues to play.  The State Registrar (or designee) will stamp and sign all League Select rosters. PROVISIONAL ROSTERS 6-4 VYSA Travel Team Registration Manual

 A club or league may allow provisional rosters.  A form other than the Official VYSA Team Roster MUST be used.  The roster MUST be clearly marked INTERNAL USE ONLY or LEAGUE PLAY ONLY and NOT FOR TRAVEL, CUP OR TOURNAMENT USE.

SUSPENDED VYSA PLAYER, COACH OR TEAM OFFICIAL 6-5

 A player, coach or team official may be suspended by a League Rules and Discipline Committee and/or VYSA.  Suspension means loss of rights and privileges that can include loss of rights to play, coach or otherwise administer or participate (directly or indirectly) in soccer.  The suspension may be temporary or for a specific period of time designated by the suspending body.  Individuals suspended by VYSA are listed on the VYSA Web site.  The record of the player, coach or team official in the VYSA database MUST be amended as directed by the VYSA State Registrar.  The Original Team Roster MUST be annotated by the League Assigned Registrar as directed by the VYSA State Registrar. TEAMS TRANSFERRING TO ANOTHER CLUB IN THE SAME 6-6 LEAGUE

A team may transfer to another club within a seasonal year.  Each league will establish its own procedures including transfer of Roster Pro responsibilities and data.  The receiving League Assigned Registrar must verify appropriate corrections to Original Team Roster and Member Passes. The League Assigned Registrar will verify that Roster Pro has been updated and submitted to the VYSA database.  Member Passes must be reissued.

TEAMS TRANSFERRING TO ANOTHER LEAGUE 6-7

A team may transfer to another league within a seasonal year.  League Registrar and both League Assigned Registrars MUST be notified of the transfer.  Each league will establish a procedure for the orderly transfer of paperwork to the League Assigned Registrars.  The receiving League Assigned Registrar must verify appropriate corrections to Original Team Roster and Member Passes. The League Assigned Registrar will verify that Roster Pro has been updated and submitted to the VYSA database.  Member Passes must be reissued.
