Training and Exercise Subcommittee Meeting Minutes April 3, 2013 Delaware Fire School

Introductions On April 3, 2013, the Training and Exercise Subcommittee meeting was held at the Delaware State Fire School in Dover, with representatives from the Training and Exercise Subcommittee and DEMA. The meeting was called to order by Chairman Robert Newnam of the Delaware State Fire School at 8:30 a.m. The minutes were approved from the March 6, 2013 meeting.

Chairman Robert Newnam asked everyone to introduce themselves.

Exercise Program Tom Nesbella, DEMA, briefed committee on 2013 Exercise schedule.

- NCC, Drill, 3/7/13 (rescheduled for 5/15/13) - DEMA Ops Workshop, 3/26/13 - Kent, Drill, 3/28/13 - PH, FE, 4/17-18/13 - NCC, FSE, 4/27/13 - Sussex, Workshop, 4/30/13 - Other DE exercises; - LEPC FSE with GE Aviation Composites – 18 May 13. - Siemens Healthcare Diagnostics, Glasgow DE, Active Shooter TTX: 26 March 2013 Training & Exercise Subcommittee 1 March 12, 2013 - DuPont Edgemore /US DOE HAZMAT incident TTX (possibly April 2013- now on hold, issues still being worked out between DuPont and DOE) - Amtrak Mass Casualty FSE Wilmington DE: under development for Sept/Oct 2013 - Beebe hospital active shooter TTX, April - St. Francis - Active Shooter Exercise, just to test internal processes; - Nanticoke - Active Shooter Drill - date not established; and - VA - Active Shooter activity in the fall - Hurricane Recovery TTX, Bethany, April/May - Hospital Evacuation Exercise, based off Hurricane Sandy, June 6 - Army Corp of Engineers Exercise; power restoration and POD distribution, June 10-14 - DEMA Workshops (debris management; sheltering; state wide recovery) June/July - DEMA Full Scale Exercise-Resource movement and hurricane recovery, Sept. 18 - HazMat chemical release exercise in Newark, DE - The Civil Air Patrol - first Saturday of every month (excluding June 2013) ground search and rescue in all three counties

After Action Report Improvement Plan

Financial Statements - Tom Nesbella briefed the Committee on the FY10, FY11, and FY12 financial statements. All FY10 funded projects must be scheduled to be completed by July 31, 2013. All training and exercise funds for FY10 have been committed to projects that will be

2 completed by July 31, 2013. Committee Chairman Robert Newnam asked all disciplines if FY10 funded projects scheduled will be carried out by the stated dates. All disciplines with FY10 funded projects replied that they will indeed be carried out.

Tom Nesbella presented and briefed FY11 and FY12 funds and that all must be expended by Aug 30, 2014. The committee also expressed concerns for the spending plan for FY11 and FY12. Due to the size of the funds allocated, discipline leads from LE, Cyber Security, and Fire were asked if they will complete all their projects projected for FY11 and FY12 by August 30, 2014. All discipline leads confirmed their projects and funds will be completed by that date. All remaining training funds will be outlined in the May 2013 meeting. Committee members agreed that spending priorities and guidelines will be developed for spending FY11 and FY12 funds.

Training Request

- Harvey Velott requested the expenditures of $6,314 to send two members of the Delaware State Police Explosive Ordinance Disposal Team to attend the Tactical Explosive Breacher Course (Basic/Intermediate). This training will certify the student as a basic Explosive Breacher. The course teaches the real-life application of different breaching methods under various tactical conditions. Students will be taught, drilled, and tested in all aspects of explosive breaching to include: charge calculation, charge construction, target analysis, proper deployment, tactical considerations, and various issues pertaining to liability. Point of Contact: Sgt Chris Ennis. Location: Pocatello, Idaho. Date(s) of Trip: 5/12-19/2013.

- Harvey Velott requested the expenditures of $3,534 to send two EOD technicians of the Delaware State Police Explosive Ordinance Disposal Team to attend the EOD/SWAT Interoperability Course. This training provides hands on knowledge of the skills required by a bomb technician to effectively integrate into a tactical team during various operations. The technician will learn techniques to rapidly mitigate the threat of an IED during dynamic, stealth, and other high risk tactical missions without hindering the overall speed, progression, and effectiveness of the team. Additionally, the technician will learn the skills and tactics for high risk post-blast scene management or handling of secondary IED’s while rescue efforts are in progress. - Sandy Alexander requested the expenditures of $15,000 to bring a trainer in-state to provide coursework on enhanced Identity and Access Management, this is the service that authenticates appropriate users to systems that users are given permission to access and to prevent unauthorized access to sensitive systems. Additional training provided includes web- based single sign-on, web services security, directory services, and authorization/entitlements under the Oracle product suite. - Sandy Alexander had previously (see March 6th, 2013 meeting notes) requested the expenditures of $32,162.50 to allow 25 Continuity Coordinators and Plan Builders from various state agencies to attend the Business Continuity Planning Review BCP 501 course. Alexander now requests the amount be changed to $41,168 to cover the costs of additional personnel to attend the course. This course is to increase knowledge of International Standards for Disaster Recovery and Business Continuity to apply towards development of more detailed Continuity of Operations Plans (COOP) and to better promote COOP awareness and activities within their agency. Training will allow better understanding of COOP from an internationally recognized training organization. Point of Contact: Sandy Alexander. Location: Delaware Training Location. NIMS – NIMS update

- NIMS Coordinator Jim Cubbage states that it is unknown at this time when NIMSCAST will be operational. He also briefed the committee on upcoming NIMS/ICS courses being offered at the Delaware Emergency Management Agency over the next few months.
