PROJECT ABSTRACT (PROVIDE A BRIEF DESCRIPTION AND PURPOSE FOR THIS PROJECT) The project described in this project plan reflects the next steps for The New Mexico Department of Public Safety (NMDPS) to implement The Adam Walsh Act. The Adam Walsh Child Protection and Safety Act is a federal statute that was signed into law by George W. Bush on July 27, 2006. The Walsh Act organizes sex offenders into three tiers and mandates lifetime and annual registration requirements. The Act also creates a national sex offender registry and instructs each state and territory to apply identical criteria for posting offender data on the Internet (i.e., offender's name, address, date of birth, place of employment, photograph, etc.). The Act was named for Adam Walsh, an American boy who was abducted from a Florida shopping mall and later found murdered.

The NM DPS received a grant that will address the improvements needed in the registration, data collection, inter-agency messaging, and information-sharing processes within the state, in order to meet requirements of SORNA (Sex Offender Registration and Notification Act).

Offender Watch will provide interstate and intrastate connectivity among Offender Watch users. Offender Watch will interface with NCIC.

The NM DPS will post on the new CJIS Web Portal (Law Enforcement Agencies only) the upcoming and implementation of Offender Watch. Information will include the requirements needed by the 33 counties, progress and information regarding the status of each county. The NM DPS will be working in collaboration with Offender Watch and other agencies throughout the state for the success of the program. Maintenance for the continued funding will fall onto the Steering Committee and the early legislative information passed on regarding the implementation and progression of Offender Watch throughout NM.
