Job Title: Green Product Import Tax Engineer

Background

The USAID-funded Energy Sector Capacity Building (ESCB) Project is committed to developing the financial, regulatory, and legal enabling frameworks needed to scale-up energy efficiency and renewable energy in Jordan. The ESCB project helps enable RE and EE through three main tasks: (i) policies that support investment in energy saving measures; (ii) building the institutional capacity needed for effective management of the energy sector; and (iii) supporting the private sector to provide clean energy technologies and services.

A key ESCB activity is supporting the Ministry of Energy and Mineral Resources to implement policies contained in the 2007 Energy Strategy, the Renewable Energy and Energy Efficiency Law, and the 2012 National Energy Efficiency Action Plan.

Purpose

The Green Product Import Tax Engineer will assist MEMR and the Import Tax Exemption Committee established under Bylaw (15) to appraise and improve the policies regarding import tax exemptions for renewable energy and energy efficient products. Tasks will include: (i) estimating the energy savings impact of the products currently exempted; (ii) estimating the foregone import tax revenues from the products currently exempted; and (iii) estimating the overall cost-effectiveness of the Import Tax Exemption policy as applied to date. Based on this analysis the Green Product Import Tax Engineer will provide an overall appraisal of the impact this policy has had on energy consumption and government tax revenues.

Core Competencies:

The Green Product Import Tax Engineer’s core competencies should include:

1. Data base analysis and construction

2. Energy efficiency and renewable energy technical competency

3. Familiarity with the import taxation and sales duty processes of Jordan Customers and the Tax Department

4. Constructing parametric analysis frameworks and developing engineering assumptions necessary to estimate parameters such as kW capacity, kWh savings, unit cost, and cost-effectivenes

Qualifications:

1. Education: Mechanical and Electrical Engineering Degree

2. Experience: Minimum 3 years of experience of practical engineering work, preferably with energy efficiency and renewable energy systems and products
