Primary Reason Why Classification Exists To investigate reported crimes such as burglaries, homicides, assaults, drug activity, and other violations of the law

Distinguishing Features of the Class An employee in this class performs specialized law enforcement work involving detective work Emphasis of the work is on investigating crimes, processing crime scenes, collecting and documenting evidence, interviewing witnesses and suspects, and other related detective work. Work may also include conducting surveillance and working in an undercover capacity, either within the Town Police Department or on special assignment with other law enforcement agencies. Work is performed both independently and as a member of a team depending on the nature and extent of the criminal activity and manpower resources. The employees in this class may specialize in one or more areas of investigative law enforcement work and may also serve as a team leader with other officers. Work is supervised by a Detective Lieutenant or other uniformed superior and is evaluated on the basis of investigations leading to prosecution, accuracy of investigative techniques, individual performance objectives, and other law enforcement factors.

Illustrative Examples of Work  Investigates criminal acts such as homicides, sexual assaults, armed robberies, home invasions, larcenies, and property crimes such as burglaries and breaking and entering  Prepares sketches and diagrams of crime scenes; processes crime scenes; collects evidence at crime scenes such as fingerprints, clothing, footprints, bullets and spent casings, hair, blood, and DNA samples, and other evidence; ensures evidence is collected, documented, and stored based on defined protocols  Sends specimens to laboratory to obtain DNA; follows up with evidence to ensure received by proper agency for processing and comply with chain of custody procedures; keeps detailed records of all actions taken  Enters fingerprints in automated fingerprint ID system (AFIS) to search for potential matches  Interviews informants, suspects, and witnesses to ascertain alibis, clues, time frames, and possible suspects; follows up on leads for additional information; attends autopsies and make notes; records physical information about suspects  Performs surveillance; obtains search warrants; requests additional police assistance  Analyzes laboratory findings; assesses evidence collected; makes recommendations to superiors as to the validity of evidence and if there is probable cause for an arrest and prosecution; secures warrants and makes arrests  Exchanges information and coordinates activities with other departments and other law enforcement agencies  Prepares investigative reports and files paperwork  Maintains an in-depth knowledge of federal and state statutes and court cases related to work performed and agency rules and regulations  Appears in court; provides testimony and explains to a jury on the significance of evidence as it relates to proof

Physical Requirements This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects. When apprehending suspects who resist arrest work is deemed as heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects. Work requires climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, and repetitive motions. Vocal communication is required for expressing or exchanging ideas or information by voice and conveying detailed or important instructions to others accurately, loudly, or quickly. Hearing is required to perceive information at normal spoken word levels and/or to make fine distinctions in sound. Visual acuity is required for depth perception, color perception, night vision, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities. Employee must demonstrate continual physical fitness to withstand the rigors of law enforcement officer and physical confrontation with assailants and/or foot chases for apprehensions. Employee may be required to use deadly force to subdue an assailant or to protect themselves or others.

Working Conditions Employee is exposed to both inside and outside working conditions in all types of weather from extremes of cold and heat to rain/snow/ice. Employee may be exposed to noise which would cause the worker to shout in order to be heard above the ambient noise level; hazards including proximity to moving equipment; and atmospheric conditions which may affect the respiratory system. Work environment often includes persons with criminal records with little to no respect for law enforcement. Precautions are required to minimize their exposure to blood-borne pathogens, communicable diseases, and bodily harm.

Education Graduation from high school or GED equivalency preferably with courses and seminars in law enforcement work; prefer completion of an Associate’s degree in criminal justice, criminology, or related field.

Experience At least four to five (4 – 5) years of law enforcement experience, two (2) years of which in a detective capacity; or any equivalent combination of training and experience that provides the required knowledge, skills, and abilities.

Special Requirements  Valid North Carolina driver’s license  Basic Law Enforcement Certificate (BLET) awarded by the North Carolina Criminal Justice Education & Training Standards Commission  Maintain sufficient physical and mental conditioning to perform the work of a police officer  Employee required to successfully complete the NIMS course work applicable to the position within one year

FLSA Status: Nonexempt Section 7(k) of the FLSA provides that employees engaged in law enforcement may be paid overtime on a “work period” basis. A work period may be from 7 consecutive days to 28 consecutive days in length. For work periods of at least 7 but less than 28 days, overtime pay is required when the number of hours worked exceeds the number of hours that bears the same relationship to 171 for law enforcement as the number of days in the work period bears to 28. For example, law enforcement personnel must receive overtime after 86 hours worked during a 14-day work period.
