REPORTS TO: Executive Director

FSLA Status: Exempt Job Summary This position provides department level management over supervisory, professional, clinical and office support staff required to implement multiple programs and service sites for the provision of services to Shade Tree residents and those in need of assistance. In addition to the oversight of department staff, the work involves such management functions as developing and implementing departmental processes, policies and procedures, administering the annual budget for the department and ensuring the overall service effectiveness in area(s) of responsibility. The incumbent also plans, directs, oversees, reviews and evaluates the work of staff and volunteers providing support to programs and service including; supervision for Children’s Center, Workforce Development, Life Skills, Medical Clinic and Counselling Program Behavioral Mental Health programming (Courage for Change), coordination of external community services.

Essential Duties and Responsibilities

Plans, organizes, administers, reviews and evaluates the work of staff through program supervisors. Oversees or provides for the selection, training, professional development and discipline of staff. Develops and implements goals, objectives, policies, procedures and work standards for the division to which assigned; prepares and administers the division's budget; participates in departmental strategic planning activities. Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, developing and implementing improved policies and procedures. Surveys the community and the potential client service base; determines service needs; develops, reviews and implements potential new programs; publicizes programs throughout the community. Monitors client service delivery for goal attainments and client access; implement changes as required for maximum effectiveness. Performs a variety of special studies and reviews; evaluates alternatives, makes recommendations and prepares narrative and statistical reports; develops training programs and educational materials related to area(s) of assignment. Confers with inter- and intra-departmental leaders regarding service provision and coordination; represents the department in meetings with service providers and other public and private organizations; participates in in- service training. Uses standard office equipment, including a computer, in the course of the work; drives a personal or Shade Tree motor vehicle to attend meetings and make site visits.

Knowledge, Skills and Ability Administrative principles and practices, including goal setting, program development, implementation and evaluation, and the management of employees through multiple levels of supervision; principles and practices Revised 08/20/2015 of developing teams, motivating employees and managing in a team environment; principles and practices of budget development and administration; principles, practices and techniques of program development, provision and evaluation; rules, regulations and procedures related to the program areas to which assigned; crisis intervention and counseling techniques; community resources and programs available to clients with identified needs; applicable laws, codes and regulations; computer applications related to the work; standard office practices and procedures, including filing and the operation of standard office equipment; record keeping principles and practices; techniques for dealing with a variety of individuals from various socioeconomic, ethnic and cultural backgrounds, in person and over the telephone, often where relations may be strained; principles and techniques of preparing effective written materials.

Skill in:

Administering programs and staff through subordinate supervision; developing and implementing goals, objectives, policies, procedures and work standards; developing effective work teams and motivating individuals to meet goals and objectives and provide customer services in the most cost effective and efficient manner; developing and administering the division's budget; interpreting, applying and explaining complex laws, codes, regulations and procedures; using initiative and independent judgment within established policy guidelines; preparing clear and concise reports, correspondence and other written materials; dealing successfully with a variety of individuals from various socioeconomic, ethnic and cultural backgrounds, in person and over the telephone, often where relations may be confrontational or strained; making effective oral presentations to large and small groups

Education and/or Experience Education and Experience: Bachelor’s Degree with major course work in Social Work, Medical, Human Services or a field related to the work AND four (4) years of full-time professional social service experience, two (2) years of which were in a supervisory/management role.

Licensing and Certification: Must possess a valid Nevada Class C driver's license at time of appointment.

Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.
