General Summary of Function/Purpose of Position This position is an advanced level. The employee functions as a crew leader overseeing the work of lower-level staff and prisoner work crews. This position is responsible for operation and maintenance of all equipment and systems in the power plant, boilers in MSI, C & D buildings, operation and maintenance of all steam related systems facility wide such as hot water heating systems, domestic water heating systems, steam traps and condensate collection and return stations and operation and load testing of all emergency generators facility-wide.

Women’s Huron Valley is a large correctional facility with a population of approximately 2,100 inmates. Approximately 95% of the duties of this position are performed within the secure perimeter of the facility. This is a test designated position.

Page 2 Duty 1 General Summary of Duty 1 % of Time 30 Operation and maintenance of boilers in the powerhouse, MSI, C & D buildings as well as chillers in the powerhouse and all emergency generators.

Individual tasks related to the duty.  Perform daily analytical tests on boiler, condensate, soft and chilled water and cooling water systems. Make necessary adjustments to chemical dispensing pumps and systems.  Maintain cooling tower and associated pump and filtration systems.  Maintain lithium bromide absorption water chillers including regular vacuum pump operation.  Maintain sodium zeolite water softeners and associated equipment and system.  Maintain boiler feedwater, chilled water, cooling water and condensate pumping systems.  Weekly no-load and monthly full load testing of the main emergency generators in the powerhouse, MSI and Food Service. Check fluid levels. Maintain lead acid battery banks for these generators. Procure fuel supplies for the powerhouse and MSI generators.  Oversight of the status of all primary electrical substations and secondary motor control centers during normal operation, during power outages and after power outages.

Duty 2 General Summary of Duty 2 % of Time 40 Maintenance and repairs of steam, hot water, chilled water, domestic water and condensate systems, facility-wide.

Individual tasks related to the duty.  Operate and maintain steam-to-hot water converter systems, steam supplied domestic hot water systems and condensate return systems.  Maintain all steam pressure reducing stations and similar steam pressure reducing controls.  Maintain all steam traps and condensate return stations.  Operate and maintain all components of the building automation systems including daily monitoring of building heating and cooling conditions, replacement of heating and cooling heat exchangers, control valves, positioners and any other components related to these systems.  Responsible for layup of the chilled water system in the fall and restarting of this system in the spring, including winterizing of the chilled water coils in the fall to prevent freezing over the winter.  Oversight and proper implementation of the ASME Section 23 program including record keeping, ordering materials, documenting materials, compiling reports and drawings and/or sketches of each repair job that falls under this program.

Page 3 Duty 3 General Summary of Duty 3 % of Time 10 Maintain and operate the sewage lift station and wet cell.

Individual tasks related to the duty.  Conduct daily operational checks of lift station equipment and systems to insure proper operation and flow as well as lubricate pumps and motors.  Check the wet cell for proper level.  Check grinder operation for proper operation.  Check the gas monitoring and level control instrumentation to assure they are within proper operating guidelines.  Supervise inmates in the removal of foreign matter from the wet cell to prevent clogging of the lift pumps. Unclog sewage lift pumps as needed.

Duty 4 General Summary of Duty 4 % of Time 10 Initiating Procurement Requisitions for materials and parts, as needed for all equipment and systems the Powerplant Operator is responsible for.

 Initiate purchase requisitions for equipment, materials and supplies as needed.  Solicit completive quotations for new and replacement equipment as needed.  Obtain necessary signatures for the final processing of procurement requisitions.

Page 4 Duty 5 General Summary of Duty 5 % of Time 10 Oversight and proper implementation of the ASME Section 23 program.

Individual tasks related to the duty.  Ordering materials complying with ASME Section 23 Code.  Record keeping related to the specific requirements of ASME Section 23 Code.  Inventorying and documenting procurement, receipt and installation of all materials related to the Code.  Compiling reports, drawings and/or sketches of each repair job that falls under this program.

Page 5 16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions. On a daily basis this position makes independent decisions regarding how to accomplish a specific task or how to manage a project. Independent decisions are made when the incumbent is called back to the facility to address an emergency and no other Maintenance staff or supervision are on duty. All staff and inmates are affected by these decisions.

17. Describe the types of decisions that require the supervisor’s review. All independently made decisions are reviewed by supervisor for correction, if necessary, or for future informational purposes. Supervisor’s must review and authorize all purchases.

18. What kind of physical effort is used to perform this job? What environmental conditions is this position physically exposed to on the job? Physical Activities – walking, standing, balancing, stooping, kneeling, crouching-crawling, lifting, reaching, carrying heavy items, bending are all activities performed frequently and routinely in the performance of the duties of this position. Environmental conditions - Wet and humid environs, hot and cold temperatures, excessive noise, dust, and fumes, toxins, contaminated air, soil, or water are all environmental conditions that this position is exposed to frequently and routinely in the performance of duties.

25. What is the function of the work area and how does this position fit into that function? The function of the work area is to maintain the physical plant for WHV correctional facility. The powerhouse’s main function is to produce steam used to heat, cool and prepare food. The function of the boilers in MSI, C and D buildings is to heat those buildings and produce domestic hot water. The diesel generators in the powerhouse provide emergency power to the majority of the facility. MSI and Food Service that their own stand-alone generators to provide emergency power to those buildings. The sewage lift station must be maintained on a daily basis as well as monthly and annual preventive maintenance on its equipment and systems. The Powerplant Operator is responsible for the safe and continued operation of the above and should be able to identify problems quickly when they occur and make al l necessary adjustments and take corrective action. Failure to do so would cause serious problems due to the nature and purpose of this facility.

26. What are the minimum education and experience qualifications needed to perform the essential functions of this position? EDUCATION: Education typically acquired through the completion of high school.

EXPERIENCE: Five years of experience in powerplant operation including one year equivalent to a Powerplant Operator E9.

Page 8 KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the operation and maintenance of high pressure steam boilers and related auxiliary equipment and systems. Thorough knowledge of occupational hazards and safety precautions applicable to the work. Thorough knowledge of the steam and chilled water generating process. Thorough knowledge of automated boiler and chiller controls including electronic, electrical and pneumatic types. Thorough knowledge of firing boilers and operation of absorbers and centrifugal chillers. Thorough knowledge of operation and load testing of diesel and natural gas emergency generators. Ability to work with high voltage equipment. Ability to keep accurate records of fuel usage, steam production and general operating conditions. Ability to study and comprehend new technology. Ability to make mathematical computations. Ability to train, direct, and evaluate others.
