TARBAT COMMUNITY COUNCIL

Minutes of meeting held on 3 August 2016 In the Carnegie Hall, Portmahomack at 7.30pm

Present: Billie Wood (Chair), Hamish Mackenzie (Vice Chair), Helen Fleming, Francis O’Connor (Treasurer).

In Attendance: Councillor Alistair Rhind, PC Angela Hier, Jock Munro, Neil Ross, William Vass.

Apologies: Martin Dane (Treasurer), Jackie Thornhill (Secretary) Muriel Vass (Minute Secretary).

1. Police Report: PC Angela Hier attended and advised of the following: One Report of excessive noise had been received in the village and an anti social warning notice had been issued.

Bogus tradesmen had been active in the area and an elderly lady had been approached.

The amnesty had been extended for the handing in of unlicensed weapons.

She also reiterated that the 101 number should be used for non emergency calls to the police. 999 for emergencies and that the Crime Stopper number 0800 555 111 can be used to advise of incidence anonymously.

Crime was down for the Northern Region

2. Minutes of meeting held on 8 June 2016

The minutes of the meeting held on 8 June 201 were approved by Francis O’Connor and seconded by Hamish Mackenzie.

3. Matters Arising

Road Repairs: The warning sign for articulated lorries on the road to Rockfield has still not been erected. Action: Councillor Rhind

Fountain: Hamish Mackenzie had not managed to arrange a site visit with Lachie Stewart. Action: Hamish Mackenzie

Access to Tarbat Primary School: No reply had been received from the council. Cllr Rhind to chase. Action: Cllr Rhind

The Treasurer had submitted a report but unfortunately it had not been possible to open this. It has subsequently been opened and the balances are General Account £1633.44 and the Project Account £154.71

5. Councillor’s Report.

Cllr Rhind reported that the new machinery had been used to repair the road at Arbol bend.

6. AOCB

Jock Munro commented that caravans and camper vans were parking overnight and leaving a mess at the Discovery Centre. Hamish thought they were there with the permission of the Discovery Centre. It was suggested that a sign be put up directing people to the facilities in the village. Action: Hamish Mackenzie.

It was noted that the verges had not been cut at Seafield Hill and Bankhead corner affecting sight lines of traffic. Action: Cllr Rhind

Neil reported a problem with the library van turning at Rockfield as the new owner of a property had fenced his land.

Cllr Rhind agreed to look into the state of the cemetery as the paths were slippery and rabbits had returned, also to see if the rubbish bins at the lighthouse and the car park at Balnabruch could be emptied more frequently during the summer. Action: Cllr Rhind.

Cllr Rhind stated that there was no point in taking any action with the planting at the war memorial as the result of an application to the War Memorial Trust should be advised on Tuesday 9 August which may provide funding to replace the railings.

It was agreed that TCC would pay £100.80 to Maclean & Sons for repair of the flag pole for the ‘clean beach’ flag which required a new finial.
