401/ME/1 APPOINTMENT OF CHAIR 7 It was RESOLVED that, in the absence of the Chair and Vice Chair, Councillor C Ludlow takes the chair. .

402/ME/1 APOLOGIES FOR ABSENCE 7 Councillors J Barnett, K Davis, D Collins, E Tidd, P HIll, J Young.

403/ME/1 COUNCILLORS NOT PRESENT 7 None. It was RESOLVED that Councillors J Barnett and K Davis be given a 3 month dispensation from Council due to family business.

406/ME/1 VARIATION OF ORDER OF BUSINESS 7 It was RESOLVED that item 16 - presentation on HS2 by Chesterfield Borough Council, be moved forward to item 7.

1 407/ME/1 PRESENTATION ON HS2 - CHESTERFIELD BOROUGH 7 COUNCIL A presentation on HS2 was given by officers from Chesterfield Borough Council. The presentation outlined the progress made to date, the next stages and the strategic impacts on the Staveley Area.

The Chair allowed questions. Councillor Dyke suggested that local schools should introduce engineering courses in readiness for the introduction of HS2. He also stated that a link road through the former Staveley Works site is vital. Councillor Dyke stated that the Government's request for Parish Councils to appoint an HS2 Ambassador, is a tactic to divert criticism from them. A member of the public raised the point that the compensation system is unfair and the HS2 organisation underestimate the devastation they will cause with C.P.O.

Councillor Elliott stated that people have personal memories of their homes and there is also a problem with developers not building affordable housing.

Councillor Bacon stated that if the trip to London on HS2 will take 71 minutes, there is a risk that southern homebuyers will buy cheaper properties in this area and this will affect the ability of local people to get on the housing 'ladder'

J Little of Chesterfield Borough Council stated that one of the advantages of HS2 journeys is that local residents will be able to work further away if required.

Councillor B Dyke suggested that Chesterfield Borough Council should establish their own building company, specialising in affordable housing.

A discussion was held about Staveley and Brimington Councils liaising over HS2. It was RESOLVED that the Town Clerk and Financial Officer of Staveley Town Council, meet the Clerk of Brimington Council to discuss the impact of HS2.

416/ME/1 MINUTES OF THE LEISURE AND COMMUNITY COMMITTEE 7 MEETING OF STAVELEY TOWN COUNCIL HELD 3 ON 27 SEPTEMBER 2017 It was RESOLVED that the minutes of the Leisure and Community Committee Meeting held on 27 September 2017 be approved as a true record.

417/ME/1 MATTERS ARISING FROM THE MINUTES OF THE LEISURE 7 AND COMMUNITY COMMITTEE MEETING OF STAVELEY TOWN COUNCIL HELD ON 27 SEPTEMBER 2017 Councillor K Ludlow recorded his thanks to the Town Clerk and Financial Officer and his staff for the work on the Christmas Market. (minute 204/ME/17)

Councillor J Bacon confirmed she was present at this meeting. The Town Clerk and Financial Officer will amend the attendance record

Councillor Elliott suggested that a local pensioners choir might be approached for the elderly persons meal.

418/ME/1 WARD REPORTS BY COUNCILLORS 7 Councillor B Dyke reported that work on Hollingwood Park is progressing well.

Councillor Elliott reported that the police are working on a dispersal order for the area around Hollingwood Shops. The local PCSO's have had their operating area increased so they are struggling to find time to organise diversionary events.

Councillor Hartley reported that he had been approached by Treasures Nursery for funding. Councillor Elliott stated that she had dealt with this in her capacity as a County Councillor.

Councillor Bagshaw stated that PCSO Sue Cooke had moved to the Newbold area but would still be working with some of the local schools.

Councillor Elliott informed the meeting that Derbyshire County Council are considering altering the speed limit in the Woodthorpe area.

Councillor Derbyshire reported that she had attended the local democracy event at Whittington Green. The event had been a great success.

Councillor C Ludlow reported that Council at Chesterfield Borough Council were considering a motion to allow voting at 16.

4 Councillor A Hill informed the meeting of the recent death of former Councillor, Howard Featherstone. Councillor Hill stated that ex Councillor Featherstone had done a lot of good work in Duckmanton and Poolsbrook. The Town Clerk and Financial Officer was asked to write to his family with the condolences of the Council.

419/ME/1 SCHEDULE OF PAYMENTS 7 It was RESOLVED that the schedule of payments for August and September was approved.

420/ME/1 APPROVAL OF BANK STATEMENTS 7 Councillor K Ludlow signed the bank statements in front of the public.

421/ME/1 TOWN CLERK AND FINANCIAL OFFICER'S REPORT 7 The Town Clerk and Financial Officer reported on the following:

Staveley Hall and The Stables There is only one office that is currently vacant in Staveley Hall. Eight out of nine have been let. Interest has been shown in the ninth office by a company who are relocating a member of their staff to Chesterfield.

The following events have either been held recently or are planned in the next few weeks:

 A 60th birthday party (air hall)  A 30th birthday tea  A funeral wake  A Macmillan coffee morning

The café has now been open for three months and is currently averaging takings of approximately £400 per week. The Hall Manager is attending the next meeting of the Policy, Finance and Publicity Committee to discuss progress with the café and suggested improvements. The Hall Manager will also be presenting a number of options for pricing wedding events at Staveley Hall.

In terms of The Stables there is currently one office which is vacant (office number 2). The Town Clerk and Financial Officer is about to send out the tender document to commission a landscape architect for the gardens. This document will go out week commencing 16 October 2017.

5 The Speedwell Rooms The work on resurfacing the middle section of the Speedwell car park will be complete by the time of this meeting.

The refurbishment work to the male toilet block is now complete and work is nearing completion on the training room.

The next major event to be held at the Speedwell Rooms is the Halloween disco on 28 October 2017.

Allotments The additional soil tests have been undertaken on the Barrow Hill allotments and we are now awaiting the results from Chesterfield Borough Council. The Town Clerk and Financial Officer is organising a meeting of all the allotment chairmen/secretaries. This will be held at the Speedwell Rooms in November.

Future Events Planning is underway for the Halloween and fireworks event on Saturday 28 October and Remembrance Sunday which is on 12 November. The Christmas market planning is also underway (6 December) and at the time of writing this report, 52 stalls have been let. In addition, a pantomime is being held at the Speedwell Rooms on 11 January 2018 at 7.00pm (Jack and the Beanstalk).

Annual Return Documents The Council has now received the initial feedback on the annual return from Grant Thornton. The Town Clerk and Financial Officer has responded to a number of points (far fewer than 2016). The final response from the external auditor should be with the Council by October.

Staffing A report on the restructure of Staveley Town Council’s staffing will be presented to the October Policy, Finance and Publicity Committee meeting and then to full Council in November.

Finances A budget update report is on today's agenda.

Community Kitchen Plans are progressing for a Community Kitchen based at the Speedwell Rooms. the target is to open the kitchen to the community on Wednesday afternoons from November onwards. Some remedial work is required for opening, on the gas 6 appliances in the kitchen. An order for this has now been placed.

To Summarise Councillor B Dyke reported that the Labour Group and the Town Clerk and Financial Officer, have turned around the fortunes of the Council over the last 18 months.

422/ME/1 BUDGET REPORT 7 It was RESOLVED that the budget report be noted.

423/ME/1 CHESTERFIELD BOROUGH COUNCIL 7 There was nothing to report.

424/ME/1 STAFFING 7 The Town Clerk and Financial Officer updated the Council n the progress made on the staffing re-structure.
