ASSOCIATE ENVIRONMENTAL PLANNER $4,829.00 - $6,048.00 DIVISION OF LAND RESOURCE PROTECTION SACRAMENTO

California is one of the world’s most bountiful agricultural regions producing over $50 billion of agricultural products and more than forty percent of the nation’s fruits and vegetables. Yet California is losing the State’s valuable agricultural land at a rapid rate.

The California Department of Conservation (DOC) is at the frontline of protecting California’s agricultural resources with conservation easements, the Williamson Act and the Farmland Mapping and Monitoring Program. DOC currently manages several agricultural easement programs including the Sustainable Agricultural Lands Conservation Program, the California Farmland Conservancy Program and the Agricultural Land Mitigation Program. DOC’s agricultural conservation easement programs are expanding, creating this a remarkable opportunity to join the team.

DOC is seeking to immediately expand its easement program staff by two positions. The positions will perform the following duties:

RESPONSIBILITIES:  Contribute to the design, drafting and updating guidelines for agricultural conservation easement funding programs.  Participate in review, ranking and prioritization of conservation easement funding proposals.  Act as a point person for responding to initial inquiries of potential conservation easement projects.  Serve as a grant project manager for easement projects as a primary contact with land trust and local government grantees.  Conduct investigations and research of potential easement acquisition, including: o Research of property ownership, agricultural and natural resources and potential partners, o Perform title review and work with legal counsel to resolve title issues, o Review conservation easement appraisals,

o Draft conservation easements, and o Review escrow instructions, closing statements and title policies for easement acquisitions.  Work with DOC legal counsel, Senior Scientist and GIS mapping staff on cutting- edge agricultural conservation issues.

DOC is a unique agency and is conveniently located in downtown Sacramento. Bus routes, light rail stations, and other services are within walking distance. Paid on-site parking is available within the building.

DESIRABLE QUALIFICATIONS:  Ability to work as part of a diverse team with minimal supervision.  Experience with land use and environmental planning, CEQA, and local governments.  Knowledge of agricultural practices, crops, land use and agricultural conservation trends.  Experience with procedures associated with grant management and fiscal control skills.  Good research, writing and organizational skills.  Excellent interpersonal skills; good public speaking skills.  Ability to understand and manage real estate transactions.  Ability to analyze and interpret state and federal statutes and regulations.  Use of geographical information system (GIS) software.  Use of office software, e.g., Microsoft Word, Excel, Access and PowerPoint.  Ability to travel overnight. (This is limited travel, some overnight travel may be needed).
