PLANNED PROGRAMME FOR HIGHWAY MAINTENANCE IN BRIDGEND
1. Purpose of Report
To respond to request for information on the planned programme for Highway Maintenance in Bridgend.
2. Background
The attached report formed part of the report of the Corporate Director – Communities, to Cabinet on 15th July 2008.
3. Investment Overview
The essential network of principal roads and main distributor routes, together with links serving industrial, commercial educational and community services sites has benefited from investment, including significant Special Grant Aid from the WAG.
Specific Capital Grants were allocated in respect of critical highway structures (of over £1m), which allowed full advantage to be taken of the new distributor route in Bridgend (provided by the ASDA development).
In addition to the new Coychurch Road link, major bridge works in Maesteg facilitated the Talbot Road regeneration scheme. A further phase of the Bridgend Town Centre pedestrianisation was completed and a number of other grant funded schemes started including Brackla Street/Nolton Street, Bridgend, and the River Walkway and Bridge. In Pontycymmer, Phase 1 of Oxford Street Regeneration Scheme brought improvements to Ffaldau Square and the Garw Valley community route.
4. Current situation / proposal.
Highways
The full 2007/08 surfacing and footway repair programmes were delivered. Substantial lengths of the major routes in the Garw (A4064) and Ogmore valley (A4061) were resurfaced utilising the final year of an Internal Capital Allocation (£250k) plus WAG Special Grant (£589k). Drainage, repairs and flood maintenance measures included the response to a number of severe weather emergencies including a major incident of flooding in Maesteg Town Centre when the Nantcrynwydd culvert blocked.
D:\Docs\2018-04-21\0793bbf5ca990740c12cb7bd4f86a859.doc The 2008/09 Programme will again utilise WAG Special Grant to resurface principal routes and important link roads, augmented by an allocation from the highways maintenance revenue budget. A small number of urban residential streets will also be treated, where major deterioration is evident. The full programme is attached as Appendix A.
Bridges, Retaining Walls & Culverts
As stated above, major works were undertaken to ensure the Coychurch Road Bridge over the Vale of Glamorgan Railway Line could continue to support unrestricted traffic (lorries up to 44 tonnes weight). Strengthening works to Bridge Street Bridge in Maesteg enabled the weight restrictions there to be removed. The remainder of the 2007/08 Programme largely related to retaining wall strengthening.
For 2008/09 the Department has embarked on a 2 year £1.0m retaining wall and bridge strengthening programme funded through “Prudential” borrowing. This will address a number of failing “intolerable risk” walls where repair cannot be further delayed together with the higher priority bridge repairs. Full programme details are attached as Appendix A.
Street Lighting
Energy costs have continued to rise sharply, for the County Borough’s 17,500 street lights, budget provision is £771k (an increase of £187,000 over 2007/08). Measures to save energy are being introduced including a “Spend to Save” initiative to replace the most inefficient lamps with low energy cosmo white lamps.
Rights of Way & Countryside Access
The condition of the Rights of Way network continues to improve as a result of the increasing capital and revenue investment.
75% of the Rights of Way network is now judged “easy to use by members of the Public.”
The 2008/09 Programme includes further works under the “Access to the Coast” WAG funding project to create an All Wales Coastal Footpath. 2008/09 will also see the opening of the final link in the Celtic Trail National Cycleway connection Blackmill via Cwm Ogwr Fach to Hendre Forgan in Rhondda Cynon Taff.
The BCBC “Rights of Way Improvement Plan” is also currently “out to Consultation” and can be supplied to Members on request.
Direct Labour Organisations
BCBC Highway Services provides contractor services for Highway Maintenance, Street Lighting, Civils Construction and Signmaking. It operates successful recycling facilities at Waterton and in partnership with the Vale of Glamorgan Council, and has recently been awarded “Green Dragon IV” status in environmental standard for its Waterton Depot. Turnover in 2007/08 exceeded £4.0m employing 77 staff.

Fleet Services
The Fleet Service organisation based in Waterton provides vehicle procurement and maintenance services for the Authority together with advice on management and statutory issues affecting the operation of council service.
The service registered 98.27% fleet availability in 2007/08.
Its Business Plans include measures to reduce the Authority’s carbon footprint and environmental impact by specifying “cleaner” vehicles and fuels.
Service Delivery
BCBC Highways operates a full 24 hour 365 day service providing out of hours emergency response. Winter maintenance operations run from 1st October to 31st March each year. Increasingly work on major roads are taking place outside the peak traffic flow periods. Recent implementation of the provisions of the Traffic Management Act (by the WAG) has given Highway Authorities greater control over the activities of statutory undertakers and should lead to greater co-ordination of streetworks in the future.
The Highways Asset Management Plan has now been adopted and is available on the BCBC website.
