At 4:30pm John Early, Chair, convened the regular meeting

John Early introduced Mark London and Bill Veno, who will make a presentation on the Community Development Plans, following the W.T. Selectmen’s Meeting.

John Early received a call from Adelphia that NSTAR will be shutting down power lines effecting our digital cable and internet services. The town will be notified on a daily basis as to when this will happen.

The Board was notified that a provision of a bill out of the legislature states that on-call firefighters can participate in the town’s health insurance entirely at their own expense. Kathy Logue stated it’s already a provision into law, however we as a town must decide if want to go along with this. John Early requested Kathy look further into this.

A request for a license for the Vineyard Artisans to host the 8th Annual Vineyard Artisans Holiday Festival on November 28-29, 2003 from 10am to 4pm. The Health Dept. was notified by Andrea Rogers. It was Motioned to Approve, Seconded. All in favor.

Applications for the Executive Secretary Applications have been distributed to the Search Committee. Beth Toomey, Chair, asked the Board how soon they would like to meet. John Early stated the sooner the better. Applications for Town Accountant are also being reviewed. Kathy Logue feels it is prudent at this point to go ahead with the interviews and suggested asking one of the other Island Accountants to participate. The Board Motioned to Approve, Seconded. All in favor.

A thank you letter from Cindy Doyle, Coordinator of the YMCA Aquatic effort.

Martha’s Vineyard Commission Memo regarding technical assistance for updating of its Chapter 40B subsidized housing inventory due in November. Glenn Hearn suggested that Mike Colaneri, Chair, Affordable Housing, receive a copy of this memo.

An Invitation from the Mass. Municipal Association Annual Meeting and Trade Show set for January 16, 17, 2004. J. Skipper Manter stated that it is a very informative meeting. John Early may be interested.

A copy of a letter from Chief Toomey: Please be advised that Wesley Shaw has resigned from the Police Dept to accept a new position in New York. Wesley was a Summer Special who stayed on to help the Town of West Tisbury. The Board Motioned to accept his resignation; it was Seconded. All in favor.

Mary-Jo Joiner submitted Librarians’ Report dated September 2003

Letter from Cape Light Compact for a request to extend the default service pilot project through 2004.

Letter from D. Turcotte, Esq. to inform the Board of a recent policy issued by the Resistry of Motor Vehicles.

Public Comment:

Glenn Hearn offered Linda Hearn’s services in preparation for the Season Holidays (organizing, decorating, cooking). John Early motioned to accept Linda’s help, it was seconded, all in Favor.

The Board discussed the Warrants for special town meeting on December 17, 2003. 1)The Fire Chief submitted 3 articles: (1)$5000 for automatic fire alarm calls, the town appropriated $175,000 for new tank truck and the truck was $171,457; (2)Return $100,000 to the stabilization fund, that leaves $73,543, less $3543 was for equipment for new truck; (3)the other $70,000 put in an account for a new brush truck. 2)Mike Colaneri to transfer a sum of money from Afford. Housing Trust Fund to the W.T. Afford. Housing Comm. to be used for professional and capital expenses. Funds in Account: Sale of Lots $38,861.90; Exacted from subdivisions by planning board years ago $8,867.66 plus interest $98.56 = $47,828.12 plus interest accrued. 3)To see if the Town will vote to appropriate the sum of $1,048.15 from Free Cash to pay Bartlett Tree Experts for work done in FY03.

4)Jo-Ann Resendes to see if town will vote to appropriate from free cash the sum of $53,500.00 to be used by Assessors for an evaluation update of real and personal property. 5)To see if the town will enact a temporary tax amnesty program

Glenn Hearn is submitting a separate article for $7800 for the Lambert’s Cove Cemetery. John Alley will be invited to our next session and report on bids for brush cutting and trimming.

Glenn Hearn stated that a weight sign of 17,000 lbs. is posted at on Bridge Lane. Maybe it signified what it was originally designed for but not certified now. J. Skipper Manter and John Early are waiting for a new certification from engineers. A letter to all abutters will be documented by John Early.

The Retirement Board requests a letter from the Board of Selectmen to approve early retirement incentives for 4 qualified town employees.

John Early stated that the West Tisbury Board of Selectmen will not be going into Executive Session.
