B. The initial closing date for receipt of submission is FEBRUARY 23, 2001. All responses must be received by this date in order to be included in the initial evaluation. INTRODUCTION

1. The Ministry of Forests (MOF), South Island Forest District, Vancouver Forest Region is establishing an Eligibility List of qualified firms for ministry staff use in acquiring services to carry out work funded by the MOF.

2. The South Island Forest District will establish an Eligibility List for various activities under the Silviculture, Engineering and Harvesting programs.

3. The Eligibility List for each Activity will be categorized by service requirement type. See Section 5 on the following page for a complete list of the service requirement activities.

PURPOSE

4. The purpose of this Request For Information is to notify firms of the development of an Eligibility list(s) and to provide MOF with qualifying information from interested firms. MOF is not obligated in any way to firms that respond to this RFI, and any or all firms will not necessarily be considered qualified for the eligibility list.

BACKGROUND

A list of eligible firms for the following program activities may be established based on the response to this RFI: NOTE: Equipment owners/Operators must establish themselves on the Provincial Eligibility List. 6. The MOF reserves the option to use any list developed to invite bids for contract work in other districts in the Vancouver Region.

7. Firms responding to this RFI will be rated to determine their eligibility to be listed according to the program activities they have requested. Firms may request to be listed for more than one program activity.

8. The eligibility process will remain open and Firms that wish to be considered for eligibility after the closing date will be required to follow the same eligibility process as stipulated in this RFI. Evaluation of responses received after the initial closing date may be carried out periodically throughout the year.

ELIGIBILITY CRITERIA

9. Respondents must demonstrate that they are qualified in a particular activity by submitting a completed Response Form that meets the eligibility criteria outlined in the Activity Description. General qualifications that apply to all activities may include but are not limited to:  previous experience (coastal preferred);  Workers' Compensation Coverage, demonstrated adherence to Act and Regulations, safety record;  suitable insurance coverage where applicable;  Three recent performance references for related projects (coastal);  knowledge of forest related acts, codes, regulations or standards where required by law to perform a specific service.

ELIGIBILITY REVIEW

10. Firms and individuals responding to any of the program categories (Silviculture, Engineering, Harvesting or miscellaneous) will be rated based on the criteria indicated on the Response Form for each activity submitted. Firms and individuals will not qualify in a specific activity if their submission is based on the experience and relevant projects of an individual firm that is also applying for that same specific activity.

RESPONSE FORM

11. Firms must use the attached Response Form. Responses in any other format will be returned to the firm and may be resubmitted on the Response Form provided, to be rated for eligibility. Pages 9 and 10 of the response form are required for each activity being submitted.

NOTE: Firms with multi-departments/ locations wishing to receive future inquiries "by department/ location" should send in a separate response form for each department/ location.

OWNERSHIP AND FOI

12. All documents submitted in response to this RFI become the property of the province. They will be received and held in confidence by the province, subject to the provisions of the Freedom of Information and Protection of Privacy Act.

EXPENSES

13. Firms are solely responsible for their own expenses in preparing and submitting their response to this RFI.

14. The province reserves the right to utilize any eligibility list resulting from this RFI in any manner that, in its sole discretion is in the best interest of the province. Procedures for list utilization may differ for the categories of activities listed in section 5. There is no guarantee that any firm on any eligibility list resulting from this RFI will be invited to bid or be awarded a contract. The province may apply local preferencing initiatives, when acquiring services and using eligibility lists. 15. The eligibility list may be used to determine qualified firms and individuals for direct hire and select invitation contracts.

POINT OF HIRE/POINT OF ASSEMBLY

16. Contractors must be willing to report to a point of assembly within the SIFD at their own expense in order to accept a direct contract. If per diem expenses (eg. Accommodation, meals, vehicle mileage) are deemed an acceptable expense by the Contract Officer, these expenses may be claimed by the Contractor only after the Contractor arrives at the point of assembly.

RFI-South Island Forest District - Ministry of Forests r/contract/rfi/2001-2003/rfipkg.doc 11 ACTIVITY DESCRIPTIONS The following information is provided to firms and individuals as further background description of the contract activities listed in Section 5 of the RFI. Please note that some categories of interest have minimum qualifications that applicants must meet to be placed on the eligibility list. Units are stated in each category to assist in completing the Relevant Projects Form. Silviculture Silviculture Surveys (which may include): Regeneration Surveys Free growing Surveys Pre/Post Stand Tending Surveys · Plan, recce, survey and prepare technically sound planting, juvenile spacing, pruning, and brushing prescriptions in accordance with relevant Forest Practices Code Guidebooks. · Plan, recce, survey and prepare reports on tree stocking, free growing and survival levels. · All work to be performed to the standards set out in the Ministry of Forests, Silviculture Manual. · Minimum Qualifications: Each crew shall have at least one person who is a Certified Silviculture Surveyor. Each crew shall have at least one person who has at least one year of coastal silviculture experience. All field staff must be able to demonstrate knowledge of the Ministry of Forests Silviculture Survey procedures and the ecological classification system for the area being surveyed by listing applicable experience and education. · UNIT: Hectares.  PRICE Employee: Certified Silviculture Surveyor. Crew: Two persons, one of which is a Certified Surveyor.

Stand Management Prescriptions · Collect all necessary field data so that Stand Management Prescriptions (SMP) can be completed in accordance with the standards outlined in the Forest Practices Code Act, Regulations, and Guidebooks. Data collection will include, but not be limited to, ecological information, gully assessments, terrain description, stand description, resource values, site properties that are important for potential treatment options, biodiversity attributes, protection and forest health issues. · Provide a written report which will include all necessary field information to enable completion of a SMP form by District staff. Alternatively, you may be required to complete the current SMP form supplied by the District. · Provide a SMP map showing proposed treatment unit boundaries and streams; standards units with related ecological classification, treatments, and hectares; special management areas (biodiversity, riparian, etc.), access structures, and other information as required by District staff. · Minimum qualifications: Must have a technical forestry diploma or degree in forestry and be a certified silviculture surveyor, with a minimum of 2 years silviculture survey experience in stand tending and regeneration surveys.

 Alternatively, be a certified silviculture surveyor, and have a minimum of 5 years silviculture survey experience in stand tending and regeneration surveys.

RFI-South Island Forest District - Ministry of Forests r/contract/rfi/2001-2003/rfipkg.doc 12  Have proven skills and experience in ecological classification and mapping, stand assessment and sampling. · UNIT: Number of blocks surveyed (silviculture surveys, SMP or SP assessments).  PRICE Employee: Certified Silviculture Surveyor who meets the minimum qualifications for this category. Crew: Two persons, one of which meets the minimum qualifications.

Contract Compliance Monitoring: · Monitor silviculture projects in accordance with contracts provided by the Province. · Report contract violations to the Province promptly. · All work to be performed to the standards set out in the Ministry of Forests, Silviculture Manual. · Minimum Qualifications: Each crew shall have at least one person who has proven experience monitoring contract compliance by having successfully completed at least one contract compliance monitoring project. · UNIT: Projects.  PRICE Employee: Experienced contract compliance monitor. Crew: two persons, one of which is an experienced monitor.  GPS Boundary Traverse:  GPS traverse and plot interior and exterior boundaries and corners for silviculture contracts and field tie-points.  Required precision for closed traverses shall be no less than one percent or one meter in 100 meters.  All work to be performed must meet all the qualifications and standards as set out in the Operational Field Procedures for Forest Resource Survey and Mapping Using Global Positioning System Technology, (Version 2.0, March 31, 1998 or newer). The Procedures may be accessed via the Internet at: http://www.for.gov.bc.ca/resinv/standard/veginv/GPS/Gps.htm or contact Superior Reproductions (604) 683-2181 for a hard copy.  Minimum Qualifications: Previous experience in field layout and GPS traversing. Resource Inventory Committee certification recommended.  UNIT: Number of projects.  PRICE Employee: Field Operator as described in the Procedures. Crew: two persons, one of which is a Field Operator.

Road Survey & Design: · After the approved reconnaissance, a road survey is performed which includes the establishment of the Location Line (L-Line) in the field and cross-sections at all established location stations and at intermediate points. Survey field data is provided in suitable form to be used in a computerized road design package. · Provide a detailed computerized roadway design which includes plan, profiles and plotted cross sections, culvert locations and sizes with Q 100, Q 50, for creeks, a schedule of quantities, specifications and construction cost estimates for the optimum L-Line.  Grade staking may be a designated duty. · All works will follow procedures outlined in the Forest Road Engineering Guidebook and the Ministry of Forests Engineering Manual.  UNITS: Km. · Minimum Qualifications: Proven coastal experience, University forestry or related degree, forestry diploma and recently completed courses given by BCIT and the BC Forestry Continuing Studies Network will be acknowledged. Example: RRET 1134 - Engineering Hydrology, RRET 2272 - Landslide Prone Terrain Management.  PRICE Employee: Experienced coastal Senior Technician.  Crew: Two person crew, one of which is an Senior Technician.

Bridge Site Surveys: · A site survey is done on areas to produce maps, plans and profiles to be used as a basis to plan and design bridges and major culverts. · Provide the following: a key map showing access roads, and natural geographic features necessary to locate the site; plan view which shows stream flow patterns, measurements, elevational contour lines and other related information; and road centre line profiles. Bench marks and references are also required. · All works will follow procedures outlined in the Forest Road Engineering Guidebook and the Ministry of Forests Engineering Manual. · UNIT: Number of site surveys done.  Qualifications: Proven coastal experience, University forestry or related degree, forestry diploma and recently (post-Forest Practices Code) completed courses given by BCIT and the BC Forestry Continuing Studies Network will be acknowledged. For example: RRET 4454 - Reconnaissance & Route Design, RRET 1134 - Engineering Hydrology, RRET 2272- Landslide Prone Terrain Management.  PRICE Employee: Experienced coastal Senior Technician.  Crew: Two person crew, one of which is an experienced coastal Senior Technician.

Road Equipment Supervision: The provision of overall direction of construction equipment which is under hourly hire for road construction, deactivation and maintenance projects and · The provision of sufficient inspection of the Ministry’s road construction works contracts to verify that all contract conditions and specification are being met. · Decide upon the number and type of equipment required for the project.

· Administrative responsibilities may include the following: liaison between the ministry and works contractor in the transmittal of plans and information, checking the progress of the work to see that it is abreast of the completion schedule, checking the quantities of materials

RFI-South Island Forest District - Ministry of Forests r/contract/rfi/2001-2003/rfipkg.doc 14 delivered or installed in order to approve contract payments, solving and recommending solutions to problems which may arise in the contractor's interpretation of the plans, and evaluating the cost of changes from the contract plans and specifications which the Ministry wants to make, or which are dictated by unexpected field conditions. · Maintain careful records of times, the progress of the work, and daily site conditions and activities. Provide recommendations to ministry staff concerning improvements of job efficiency and report on job progress. · Check that the equipment working on the site is the equipment that was specified for the project. · Direct the equipment to ensure that funds are economically and efficiently spent and that the Ministry of Forests is receiving full value for any expenditures. · Recommend acceptance or rejection of works to the Contract Officer. · UNITS: construction - km.  Qualifications: Coastal experience. Understanding of FPC and environmental requirements (i.e. fisheries windows). Relevant, recently completed courses (post-Forest Practices Code) given by BCIT or BC Forestry Continuing Studies Network, will be acknowledged. Example: RRET 3310 and RRET 3311 Road Construction Practices.  PRICE Employee: Experienced Road Equipment Supervisor.

Road Deactivation Contract Monitoring: · The provision of sufficient inspections of the Ministry's road deactivation works contracts to verify that all contract conditions and specifications are met. · Administrative responsibilities may include the following: liaison between the ministry and works contractor in the transmittal of plans and information, checking the progress of the work to see that it is abreast of the completion schedule, checking the quantities of materials delivered or installed in order to approve contract payments, solving and recommending solutions to problems which may arise in the contractor's interpretation of the plans and evaluating the cost of changes from the contract plans and specifications which the ministry wants to make, or which are dictated by unexpected field conditions. · Maintain careful records of the progress of the work and daily site conditions and activities. · Check that the equipment working on the site is the equipment that was specified for the project. · Ensure deactivation standards achieve the results indicated in approved prescriptions. · Recommend acceptance or rejection of works to the contract officer. · Units: Km  Qualifications: Coastal experience. Understanding of FPC and environmental requirements (i.e. fisheries windows). Recently completed courses given by BCIT or BC Continuing Studies Network will be acknowledged. Example: RRET 4410 - Forest Road Deactivation.  PRICE Employee: Experienced Road Deactivation Contract Monitor

Road Maintenance Supervision: The provision of sufficient inspection of the Ministry's road maintenance works contracts to verify that all contract conditions and specifications are being met. · Administrative responsibilities may include the following: liaison between the ministry and works contractor in the transmittal of plans and information, checking the progress of the work to see that it is abreast of the completion schedule, checking the quantities of materials delivered or installed in order to approve contract payments, solving and recommending solutions to problems which may arise in the contractor's interpretation of the plans, and evaluating the cost of changes from the contract plans and specifications which the Ministry wants to make, or which are dictated by unexpected field conditions.

Bridges - number.  Qualifications: Coastal experience. Understanding of FPC and environmental requirements (i.e. fisheries windows). Recently completed courses given by BCIT or BC Continuing Studies Network will be acknowledged. Example: RRET 3328 Surface Maintenance.  PRICE Employee: Experienced Road Maintenance Supervisor

 Road Inspection: · Roads: A detailed visual inspection to establish mileage logs and note changes to existing mileage logs. The purpose of this inspection is to identify any areas that may require repairs, rehabilitation, or minor road maintenance (i.e. cleaning culverts, etc.). · UNITS: Km of roads.  Qualifications: Coastal experience. Understanding of FPC and environmental requirements (i.e. fisheries windows). Coastal experience. Understanding of FPC and environmental requirements (i.e. fisheries windows). Extra consideration will be given for recently completed courses (post-Forest Practices Code) given by BCIT or the BC Continuing Studies Network will be acknowledged. Terrain Stability Field Assessments:

RFI-South Island Forest District - Ministry of Forests r/contract/rfi/2001-2003/rfipkg.doc 16 · The purpose of field assessments is to identify (high, low or moderate) the likelihood of landslide potential, to prescribe site-specific actions to minimize the likelihood of landslides in a given area and/or to evaluate wind throw hazard and risk. This action may involve modification of the cutblock layout, harvest method, road location or construction techniques. · The field assessment will concentrate on areas within the proposed cutblock layout, as well as surrounding areas that could be affected by logging or road construction/drainage. · Preparation of a report describing the general geographic location of the area, the reason for the evaluation, description of the terrain units, surficial geology and land forms in the area, stability conditions within the block and adjacent areas. · Procedures will follow Mapping and Assessing Terrain Stability Guidebook and Gully Assessment Procedure Guidebook. · Minimum Qualifications: A trained registered professional Geoscientist, Engineer or Agrologist with a minimum of three years practical experience in slope stability evaluations in a forest management context. · UNITS: Number of block assessments completed.  PRICE Employee: Experienced Registered Professional.  Crew: Two persons, one of which is a registered professional.

Cutblock Design and Layout: Ground based, Highlead, Helicopter (All Silviculture Systems for Second Growth and Mature) · Ground Based: Preparation and layout of cutblocks incorporating skidder/cat yarding; hoe chucking/sliding; feller processor/forwarder. Blocks may be second growth commercial thinning. · High Lead: Preparation and layout of a detailed logging plan using a mainline and haulback Cable Yarding System, which uses deflection, tower height and yarding distance as the main criteria to determine block design. · Helicopter: Basic block layout with the ability to determine inoperable ground, based on safety and silviculture considerations, flight direction, service landings and drop zones. · UNITS: Number of blocks laid out. · Minimum qualification: Must be able to produce road survey and design, with road engineering computer programs. A minimum of two years practical experience in block layout and design. Knowledge of procedures outlined in the following Guidebooks: Forest Road Engineering, Boundary Marking, Riparian Management Area, Fish Stream Identification, Gully Assessment, and other pertinent guidebooks; as well as Ministry of Forests Engineering Manual and FPC Forest Road Regulation.  PRICE Employee: Experienced Senior Engineering Technician. Crew: Two persons, one of which is an experienced road layout and Senior Engineering Techncian.

At least one person of each two person field crew must have attended a Coastal Residue Task Force Seminar within the last two years. Each person must be able to demonstrate knowledge of the residue survey procedures for cut control and billing within the Vancouver Forest Region. Planning and implementation of Residue and Waste Surveys shall be performed to the standards as described in the manual titled "Provincial Logging Residue And Waste Measurement Procedures Manual for British Columbia".  PRICE Employee: Licensed Residue Surveyor. Crew: Two persons, one of which is a Licensed Residue Surveyor.

Timber Cruising Minimum Qualifications: At least one person of each two person field crew must have attended a Coastal Cruising Seminar within the last two years. The ‘cruiser’ must be able to demonstrate knowledge of and possess the current ‘Operational Cruising requirements in the Vancouver Forest Region’ and the latest updates from the Coastal Cruising Seminar.  PRICE Employee: Cruiser with two years experience in coastal cruising. Crew: Two persons, one of which is an experienced and knowledgeable cruiser.

Root Rot Surveys · Identify the location and extent of root diseases and provide recommendations on their treatment in the context of decisions regarding harvest under a silvicultural system. · Produce a 1:5000 sketch map showing infection centers colour-coded by disease. The map would also show riparian areas, major timber types, areas suitable for ground-based harvest and for cable. Produce a brief paragraph stating the extent of each disease, and recommend a strategy for harvesting and for treatment as well as any other pertinent information. · Minimum Qualifications The surveyor must have attended a Ministry of Forests Root Disease Seminar, be familiar with The Forest Practices Code Root Disease Management Guidebook and be thoroughly familiar with the Ministry of Forests Root Disease Survey Procedures. · Units: Number of surveys completed.  PRICE Employee: Surveyor with three (3) years coastal root rot surveying experience. Crew: Two persons, one of which is a surveyor.

RFI-South Island Forest District - Ministry of Forests r/contract/rfi/2001-2003/rfipkg.doc 18 Commercial Thinning Marking · By following marking instructions, select crop trees and mark. · Establish plots to check the quality of the marking and to record the residual stand structure and species composition. · Minimum Qualifications: Each crew shall have at least one Forest Technician who is thoroughly familiar with the intent of commercial thinning, can recognize root disease and is familiar with the treatment alternatives. This technician must have proven marking experience by having successfully completed at least two (2) marking projects. · Units: Number of blocks marked  PRICE Employee: Experienced technician capable of supervising and controlling the quality of a commercial thinning marking project. Crew: Two persons, one of which is capable of supervising a project.

Stream Classification & Assessment  Obtain all the available fish use information, aerial photographs and 1:20,000 to 1:50,000 scale topographic maps for the drainage in question.  Identify by name and code all water bodies in question.  Identify and map all fish-bearing stream reaches at 1:20,000 to 1:50,000 scale from existing information.  Determine physical features including stream channel depth, width and gradient.  Sample fish species presence in areas where there are information requirements and record on the applicable stream survey form.  Provide stream map showing the watershed code, location point identifiers, biophysical reach boundaries, obstructions, fish and habitat sample locations and stream class designations and other pertinent information.  Provide stream survey cards and narrative. · Minimum Qualifications The Contractor is required to be familiar with the following Forest Practices Code Guidebook: Forest Practices Code of British Columbia: Fish-stream Identification Guidebook. · Units: Number of streams classified  PRICE Employee: Experienced coastal Stream Classifier and Assessor meeting the minimum qualifications.  Crew: Two persons, one of which is a qualified assessor.

Silviculture Prescriptions: · Collect all necessary field data so that Silviculture Prescriptions (SP) can be completed in accordance with the standards outlined in the Forest Practices Code of BC Act, Regulations, and Guidebooks. Data collection will include, but not be limited to, ecological information, terrain description, stand description, resource values, site properties that are important for potential treatment options, biodiversity attributes, protection and forest health issues. · Provide a written report and map, which will include all necessary field information to enable completion of a SP form by District staff. This may include field data cards and photos. Alternatively, you may be required to complete the SP on a form supplied by the District. · Provide a SP map showing proposed block boundaries, standards units with related ecological classification, treatments, and hectares, biodiversity and riparian management areas access structures, and other information as required by District staff. · If required, complete a biodiversity strategy as an appendix to the wildlife section. This strategy will include the following: general description of the block, landscape level

Within the stand level biodiversity strategy, the following topics will be discussed: WTPs, structural diversity, tree species diversity, wildlife diversity, coarse woody debris. · If required, complete a Riparian Management Plan as an appendix to the fisheries section. This plan will include a description of each stream, lake, or wetland and recommended treatments within the management areas. · For commercial thinning systems, the contractor will be expected to provide a complete description of the current and residual stand by providing estimates of the basal area, the trees per hectare, volume per hectare and a diameter distribution graph and forecast of when the next entry might occur. · Minimum qualifications:  Registration with the Association of BC Professional Foresters (ABCPF) Proven skills and experience in ecological classification and mapping, stand assessment and sampling. Must be able to follow objectives in the FDP, and associated District Policies. Must be familiar with current legislation.  Qualifications for East Coast and West Coast work should be discussed under “Related Experience”. Minimum of 5 years experience in completing operational treatment prescriptions. · UNIT: Number of block assessments completed.  Employee: Registered Professional Foresters (RPF). Crew: Two persons, one of which is a R.P.F.

Access Reconnaissance The objective of access reconnaissance is to decide on the most economical routes to develop an area, sometimes after a Silviculture assessment has been done for the area. The intensity of the survey may vary and may include a much larger area than required for individual Cut Block Layout. This could include air photo interpretation, timber reconnaissance, existing road/trail assessment, preliminary road location, low order soil and hydrology assessments.

The level of survey could range from a simple walk through, checking control points and mapping photo ties, to preliminary road layout and tight chain control traverses.

Normally the work will be done as follows:

- The proposed road centre-line is laid out using hand compass and clinometer for direction and grade control. Distances are measured by hip chain or tight chain and notes taken to provide control for mapping and subsequent lines. - Field notes are taken which indicate: station, distance, bearing, percent grade, side slopes, soil description, potential rock and gravel source locations, location of potential terrain stability, all drainage and recommended crossing structures, control reference points and air photo control points.

- A plot of the located route or route options, complete with all ties and references - All works will follow procedures outlined in the Forest Road engineering Guidebook and the Ministry of Forest Engineering manual.

 Units : km Qualifications: The crew leader must have a minimum of 5 years leading Coastal Road Layout.

Multi-phase Cut Block Layout:  The multi-phase cut block layout activity incorporates other listed activities. Contractors will complete page 10 of this submission to qualify. Contractors need not apply for all listed activities as projects may involve only two or more of the listed activities.  The intention of this category is to complete most aspects of cut block layout, including assessments, under one contract.  Since each of the activities included under this section will have been applied for under the individual activity there is no need to complete the hourly rate section.  Minimum Qualifications: as per the qualifications listed for each particular activity.  UNITS: Projects.

Visual Impact Assessments:  Complete Visual Impact Assessments (VIA) as described in the Forest Practices Code (FPC) VIA Guidebook.  Finished product may include: written reports, panorama viewpoint photography, sightlines, visual force analysis, digital terrain modelling.  Minimum Qualifications: Must provide recent examples of approved VIA prior to hire.  UNIT: Projects.  PRICE Employee: Experienced Visual Impact Assessor.

Legal Surveys:  Complete Legal Surveys as per the standard practices for Land Title Act surveys under the Surveyor General’s Regulations.  Works may include: blaze and ribbon surveyed lot boundaries, establish lot corners and monument corners with pipe posts and bearing trees, prepare and deposit a posting plan with the Surveyor General.  Minimum Qualifications: Must be a BC Land Surveyor. Must be a member in good standing with the Corporation of Land Surveyors of the Province of British Columbia.  UNITS: Projects.  PRICE Crew: Two person field crew, one of which is a qualified surveyor. Employee: BC Land Surveyor.
