The Council of the City of Oregon met Tuesday April 25, 2017, 5:30 P.M. at the City Hall Council Chambers.

Present: Mayor Ken Williams Commissioner Jim Barnes Commissioner Terry Schuster Commissioner Thomas E. Izer Commissioner Kurt Wilson City Clerk/Treasurer Charlene Ruthe Chief Darin DeHaan City Attorney Paul Chadwick

Commissioner Kurt Wilson started the pledge of allegiance.

Public Comment Brian Brooks, Executive Director of Village of Progress, announced that “Village Bakery” will be opening the 1st week of May. He thanked the City for all their support.

Anne Jones, a resident of Oregon, made a comment about lowering the fees for the new subdivision and still building the white elephant (new proposed jail) in the middle of downtown.

Commissioner Jim Barnes moved to approve the April 11, 2017 minutes with the correction of a miss spelled word and not having who adjourned the meeting, Seconded by Commissioner Kurt Wilson.

Commissioner Thomas E. Izer moved to award the seal coating bid to Porter Brothers contingent upon IDOT approval, Seconded by Commissioner Kurt Wilson.

Commissioner Terry Schuster moved to approve the year end transfers as follows: From General Funds to: Public Health Fund $11,800.00 Social Security $4,700.00 Police Department $583,000.00 Street Lighting $25,500.00 Street Department $268,000.00 Recreation Fund $770.00 Group Insurance $201,300.00 $1,095,070.00 Seconded by Commissioner Thomas E. Izer.

Commissioner Kurt Wilson moved to ratify the Raffle License for KB Fund, Seconded by Commissioner Terry Schuster.

Commissioner Kurt Wilson moved to approve the Raffle License for Rockin River Fest, Seconded by Commissioner Terry Schuster.

Roll Call: Barnes, Izer, Schuster, Wilson, Williams. No Nays. Commissioner Kurt Wilson announced that the Plan Commission has scheduled a Public Hearing May 18th at 6:00 PM Oregon Coliseum Building, for the request from Ogle County to rezone the vacant lots on South 6th Street from Residential to Commercial, and close the block on South 6th Street from Washington to Jefferson Street.

Commissioner Terry Schuster has been working on budget for next fiscal year.

Commissioner Jim Barnes wanted to know if the liens for putting in the utilities at Settler’s Ridge would still need to be paid. Mayor Ken Williams said yes. Jim is also upset that when Rebecca Hazzard spoke to the Council she never mentioned that her father had purchased the subdivision.

City Clerk Charlene Ruthe announced that her Deputy Clerk Rachel Jones is retiring in May after being here eighteen years. Her and Commissioner Terry Schuster have been interviewing people the last two days. Hoping to fill the position in the middle of May.

Mayor Ken Williams announced that we had a TAC meeting with the developer of Settler’s Ridge. They are hoping to break ground soon for a single-family home and a duplex.

Commissioner Jim Barnes moved to adjourn the meeting, Seconded by Commissioner Thomas E. Izer.
