Job Description

Job Title: Youth Programmes Manager

Hours: 36 hours per week. The normal daily working hours will be advised by the line manager, although it is expected that the post-holder will work flexibly around these hours to meet business requirements and cover leave/absence.

Responsible to: Area Operational Manager

Responsible for: Day to day management of cluster of centres delivering youth support services and providing host facilities for apprenticeships and other specialist services.

Role Summary:-

A key operational role with both an internal and external focus. Internally, responsible for the performance of the centre/s with a focus on ensuring a positive experience and outcomes for young people; contract compliance; quality improvement; budgetary and financial control and the effective management and development of staff working within centres. Externally, responsible for building good relationships with key stakeholders and partners whilst raising the profile of Rathbone locally and nationally.

To manage and oversee the successful delivery of a range of programmes for young people that include the Skill Build programme and community based programmes.

Key Responsibilities / Main Tasks

1. Manage staff to ensure that young people coming to Rathbone have a positive experience and achieve positive outcomes. 2. Contribute to and implement self assessment reports and quality and development plans for the centres that are consistent with the corporate plan. Ensure that centres are accountable for the management of their contracts and ensure contract compliance. 3. Take ownership of understanding of the environment in which Rathbone is operating at a local level. Build strong partnerships with key stakeholders e.g. 14-19 Partnerships, Youth Offending Team, Local Authorities. 4. Provide effective leadership to staff teams. Clearly and enthusiastically provide direction and support whilst also ensuring that all staff are effectively managed against their performance. 5. Ensure all activities and practices are continually assessed against a reducing risks management process. 6. Ensure effective management of direct reports and provide support and motivation to help centre teams achieve their objectives. 7. Provide effective financial and budgetary control for centres. Manage new revenue generating activities that are consistent with the objectives of the organisation.

8. Develop personal networks and use information gained to ensure that the current and future requirements of the role can be met. Main Tasks and Activities:-

Managing a Positive Experience for young people 1. Work with appropriate stakeholders to ensure that teaching and learning activity is effective and delivers the right outcomes for young people. Ensure that regular and effective reviews of learning are taking place within centres. 2. Accountable for ensuring that staff are implementing Rathbone processes and polices to ensure that centres are a catalyst for a positive learning experience. 3. Ensure young people have a voice and contribute to the planning and development of programmes. Work with centre staff to implement effective changes in light of feedback.

Achieving Results 1. Ensure that staff understand and take responsibility for the contracts within their centre. Ensure regular monitoring and review of contracts. 2. Monitor, evaluate and improve the performance of centres. Establish a culture of responsibility in which all staff fully understand the remit of their role. 3. Contribute to strategic and operational plans for the division that are consistent with the mission and objectives of the charity, its operational management needs and the requirements of funders and/or other stakeholders. 4. Develop effective strategies to raise standards of organisational performance measured in terms of the numbers of participating young people, progression and other success rate indicators.

Providing Direction 1. Ensure that staff are clear on the operational plans and objectives that they are required to implement. Monitor how these are put into practice, correct failures and encourage openness. 2. Develop the profile and impact of Rathbone as a leading provider of education, training and young people personal development within the local area; develop and maintaining effective relationships with key stakeholders to ensure that Rathbone is recognised as a key partner and contributor to the development of young people. 3. Encourage innovation but take responsibility for ensuring that new initiatives are implemented consistently in line with Rathbone objectives. 4. Work with centre teams to develop the promotion of the centre in order that this reflects our work with young people.

Working with people 1. Monitor and review the effectiveness of relationships with key stakeholders. Establish strong links and good working practices. 2. Ensure the effective management of direct reports including regular staff 1:1s, the setting of objectives, reviewing and monitoring of objectives. Provide support and motivation to help staff achieve their objectives. 3. Understand the different learning styles of different people. Put in place effective CPD plans and ensure training and development needs are assessed and addressed. 4. Ensure consistent performance management in line with Rathbone policies and procedures, This will include the management of appraisals, grievances, capability issues and disciplinary issues.

Using Resources 1. Provide effective budgetary control and financial management including the development of new revenue generating activities consistent with the objectives of the Charity and the Risk Management Plan approved by the board of trustees 2. Work closely with the divisional and national finance team to ensure effective budgeting and the evaluation of variances and the undertaking of prompt corrective actions. 3. Ensure that resources are developed effectively making best use of technology. Work with staff to ensure that best practice is shared consistently. Managing Self and Personal Skills 1. Develop personal networks and ensure that key members of this network are aware of the benefits of networking with Rathbone. Make active use of information and resources gained to inform development of role. 2. Work with the Divisional Director/Operations team and other stakeholders to put in place a CPD plan. Take ownership of the CPD plan and ensure that it is implemented and regularly reviewed.

The post holder will be responsible for ensuring adherence to Rathbone policies and procedures. The post holder will be responsible for supporting and helping each staff member to ensure safe practice, especially in the areas of Health and Safety, Safeguarding Children and Equality and Diversity.

Experience Essential/Desirable

Experience in operations management, gained within either a teaching or youth Essential support services role. Experience of managing contracts with external agencies and ensuring effective Essential contract compliance. Experience in managing centres or projects where the main beneficiaries are young Essential people who may be described as disadvantaged and or challenging. Experience in managing and implementing quality improvement initiatives. Essential

Experience of developing new business opportunities. Essential

Experience of working with funding organisations, developing tender bids and Essential managing the bid process. Experience of managing, motivating and developing a teaching or youth work Essential focused team, including setting and monitoring objectives, implementing CPD and training and development plans, and undertaking performance management (including grievances, disciplinary and appraisals).

A strong understanding of the education and training sector, in particular the 14-19 Essential and transformation agendas, with the ability to support Rathbone policy development in this area. Skills & Attributes

An ability to contribute to the development and delivery of curriculum strategies to Essential meet the learning needs of low-attaining young people. An ability to work effectively as a member of a leadership team and the ability to Essential contribute to the development of Rathbone both regionally and nationally.

Ability to build strong relationships with key stakeholders, both internally and Essential externally. An ability to provide challenging but supportive and empathetic management to line Essential managers and staff members whose commitment is to working for a not for profit organisation.

The ability to drive Essential Qualifications

The post holder will hold a teaching, youth work, management or similar Essential qualification or be prepared to commit to working towards gaining this qualification.
