Minutes of January 5, 2011 meeting

The meeting was called to order at 8:05 PM

Present Commissioners: P. Lobo (Presiding Officer), G. Pasternak, H. Black, S. Graham, L. Mandell

Absent Commissioners: J. Henschel, J. Rohrer, P. Villani, R. Weinstein, Liaison M. Plager

The minutes of October 19, 2010 were approved.

STATEMENT by Presiding Officer: Adequate notice of this meeting was given by posting a copy on the Township Bulletin Board and sending a copy to the Township Clerk, Echoes Sentinel and Courier News as required by the Open Public Meetings Act. All Commissioners are duly appointed volunteers working for the Township of Warren. We plan to adjourn by 10 PM.

Next meeting will be January 18, 2011 at the Municipal building meeting room at 8:00 PM

I. From: Eastern States Environmental Associates Inc. To: WEC - This letter is to inform that an application for a LOI has been submitted to the NJDEP. - Applicant: Stirling Raod Properties - Loc.: 57 Stirling Road - Block 96 - Lot 39.03

From: NJDEP To: Applicant - A copy of a permit for flood hazard area individual permit is included. - Applicant: Chris Laurent - Loc.: 55 Broadway Road - Lot 23, Block 50

From: Hatch Mott MacDonald To: WEC - The Warren Township Sewerage Authority is planning to replace the existing Mount Bethel Road Pumping Station and will submit an NJDEP TWA permit. - Applicant: Warren Township Sewerage Authority - Loc.: Mount Bethel Road Pumping Station - Project No. 278591AA01

From: PSE&G To: Municipal and County Officials - The applicant is submitting an application for a permit to the NJDEP for general permit authorization for repair, replacement, and maintenance of natural gas distribution mains in public rights- of-way. The Commissioners requested that Katrina De la Cruz send a letter requesting procedure and a list of potential herbicides. - Applicant: PSE&G - NJDEP LURP file: 0000-05-0036.1 FWW 050001 - Project No. 278591AA01 Page 3 January 5, 2011 minutes continued

II. Minutes from other boards or commissions:

- Township of Long Hill Environmental Commission minutes dated September 20, 2010.

III. Other Correspondence:

The Commissioners received a letter from the NJDEP regarding the Community Forestry Management Plan requesting an annual accomplishment report. There was also a letter from the NJDEP regarding Tree City USA including an application. The present Commissioners asked to forward the information to Jack Henschel. Other correspondence included an invoice and voucher certification form for 2011 membership dues for ANJEC as well as a list of workshops.

The Commissioners received a letter from Maria Aladzow, 8 Emerson Lane, Warren. She wrote about plans to build a swimming pool facility behind her home and is opposed to this construction.

Discussion:

The Commissioners discussed that Berkeley Heights is collecting styrofoam to recycle. The Warren library is getting a new heating system.

The 2011 meeting dates were approved with revisions.

The Warren Environmental Commission discussed this at their January 5, 2011 meeting. They do not have any comments.

Case #PB2010-03 Berkeley Aquatic Center Block 208, Lot 2,7,9,10,11,12&19 4 Hillcrest Road Site plan /TCC Meeting date: December 15, 2010 Due date: December 8, 2010

The Warren Environmental Commission discussed this at their January 5, 2011 meeting. They stated that the burm needs to be bigger and there needs to be protection/more screening trees for other neighbors. The fence should be 8 feet instead of 6 feet with trees (evergreens) behind the fence. The Commissioners also requested information about the outdoor lighting on the houses. There was also concern about the drainage and the height of the poles.
