II. PROJECT DESCRIPTION Bac Quang, a mountainous area in Ha Giang Province, which is 300 km far away from Hanoi , has 16 peoples including Pathen. With the population of 5,600, people in Pathen live only in Tan Lap,Tan Trinh, Tan Bac of Bac Quang province and some others in Chiem Hoa. Being different from other ethnic peoples, they live major in groups together and very hard working. Pathen’s clothes are recognized the most beautiful among the ethnic people in Vietnam (A seminar in Bac Quang on “Protecting and Developing Pathen’s traditional textile technology funded by World Bank” on April 2004). Many scholars have mentioned about Pathen aestheticism, and remarked that they have very high community. Music, traditional dancing and playing pipe are their normal need that can not be lack of in their spiritual life (flame dancing is a specific dance existing only in Pathen with much mystery and respect from others peoples) Nowadays, after many year of innovation, Bac Quang has gained much social and economic achievement that has become the inspiration for the province. However, the material and spiritual life are still facing many difficulties and challenges. Although Pathen ‘s textile industry is very famous, it is necessary to be protected and developed now as it seems to be falling into ablation. Illiterate rate is still very high (30% is women) as in 1990s the elimination of illiterate rate program concentrated only on the age of 15 to 25. Thus, the one who are above 25 has now been illiterate. Because of its location on the Number 2 crossroads to China and Tran - province roads Ha Giang – Yen Bai – Lao Cai, Bac Quang is very crowded with people and transport especially the development of long way trucks, hotel and restaurants service that make it become famous for social evil both in town and rural areas. With these facts mentioned above, Pathen is now facing the high risk of HIV/AIDS infection.
1. Project goals a. General goals Providing Pathen particularly and women particularly about AIDS and the way to protect themselves. Protecting and developing the remote people with 5,600 people in the danger of HIV/AIDS infection b. Details goals
Help them understand about the harm of HIV/AIDS infection to them and their family and people (emphasizing) Know how HIV is infected and the method to fight against Establish sense of the ethnic community in HIV/AIDS fighting. Develop folk art types in community development
2. Solutions: 2.1 Establish community development class with HIV/AIDS fighting The communes in the project has already had class of community development Training class of community mentioned above will take the basis knowledge into their learning program so that it will be suitable for the Pathen people with their knowledge and culture. In these training classes, the participants will actively join all kinds of discussions related to HIV/AIDS, give effective solutions to fight HIV/AIDS and method to protect themselves and their family. Testing knowledge of the participants after ending the course
2.2 Propagandizing HIV knowledge for families and people in Pathen about HIV fighting
People who will directly participate in these activities are the participants of the community development classes. There will be propagandized in two forms in term of individual-to-individual or to group in associate with distribution references to read and discuss. Each participant will propagandize at least to 2 other people. The list of propagandists will be established.
2.3 Training HIV fighting guide for community - Trainees will be: guide of community development classes, head of Commune Women’s Union, Commune Secretary and Hamlets Youth Union, principles of primary and secondary schools. - Time duration: 5 days
2.4 Designing and printing 3 leaflets and 1 poster about HIV/AIDS fighting suitable for ethnic people.
Leaflets: What do you know about HIV/AIDS? Drug and community responsibility in drug fighting Some sexual transmitted diseases
Poster: Prevent HIV/AIDS from infection Documents have to be prepared in an easy way to read, understand and attract people by its nationalities as well. Encouraging community participates in stating their own mind about both document content and form of documents before printing. Distributing documents and leaflets to over 50% of household, 100% of participants of community development class, key commune executives, primary and secondary school teachers, shops and public areas
2.5 Assisting 3 art-performance groups in party, art performance establishment to propagandize HIV/AIDS fighting.
These activities will attract more and more participants as art performance is the hobby of people in the project.
2.6 Guiding the method to taking care of HIV/AIDS infected people, drug addicts, reducing the discrimination.
Bac Quang has now some Kinh or ethnic people who use drug and infect HIV/AIDS. As the discrimination is a populated conception here, it is necessary to help community change this incorrect conception through these activities.
2.7 Establishing village regulations about HIV/AIDS fighting Ha Giang province has now movement of culture commune establishment. The project will print out the regulation on HIV/AIDS fighting. This document shows the determination of the community in preventing HIV/AIDS from approaching village.
3. The initiatives of the project
a. With the participants of an ethnic people in the region that are in a high risk of HIV/AIDS infection – the important transportation T-junction. With much selflessness and the effective guide, the inhabitant with no discrimination, are willing to help HIV/AIDS infected people continue living, that will show high role of community in HIV/AIDS fighting b. Community development class is the way to approach project, which is a new education model to transmit project activities with the enthusiastic and active participants. c. The topic “Art for community development” with their favorite flame dancing, piping and singing will be used in project implementation that help to protect the Vietnam diversified culture as UNESCO has planned.
4. Local socio – economic conditions
Tan Trinh, Tan Bac, Tan Lap are three mountainous communes with interprovincial transportation road. Raising, planting and wood exploitation, brocade textile are the main earn – living way of the people here. More over, cultural and folk activities are developmental. Nowadays, the exchanging of Pathen people with social – economic province and communes centers has been developed, in that context, social evil has integrate community also.
5. Directly affected objects of project Pathen Ethnic people have the population ranks 46th among 53 ethnic peoples of Vietnam.
6. planned targets in project a. 35 people of 3 mountainous communes will be trained to be guides for HIV/AIDS fighting at the community b. 8 community development classes take part in the project. c. 200 Pathen people who are the direct participants of the project (specify name and address) will be taught, discussed and examined the knowledge about HIV fighting. d. 60% of women will be direct beneficiaries e. 400 people at hamlets will be knowledge coequally educated about HIV/AIDS f. 3 art-performance groups will be established and propagandized HIV/AIDS fighting.
7. Social – economic impacts on the people mentioned above
a. As the population of Pathen is very low, it is quite important to provide information and knowledge about HIV/AIDS fighting to avoid population reduction. This is very important meaning of the project. b. By using “Art for community development” while the project is implemented, cultural and spiritual life of the people here will be improved. c. Avoiding HIV/AIDS and drug using, the danger of poverty and hunger will be lower and the physical life at the same time will be higher. d. Community sense and the responsibility for people protection with the higher traditional cultural life help Pathen people have a much more positive point of view about HIV infected people and the drug addicts.
7.1 Extensibilities of the project:
Advantages to project extension: State are now paying attention to propagandizing HIV/AIDS fighting in remote, mountainous and ethnic people areas Except for Pathen people, some other peoples such as Bac Quang, Ta Pan, Dao have also community development classes. An education model has been monitored by Ministry of Education and training. Moreover, information about HIV/AIDS fighting can be transferred to people through these classes. 8. Others Implementation agency is Informal Education UNESCO Centre that has gained much experience in HIV/AIDS fighting education. 9. Other questions: 9.1 Hunger elimination and poverty reduction. Tan Trinh, Tan Bac belong to region 2 with number of the poor household is about 10% Tan Lap belongs to region 3 with the number of poor household is about 20% The poor in Bac Quang will get much direct and effective assistance from the Sate such as a house, a cow and a drinking water tank for each poor household that can help them much to overcome the poverty and hunger. This project helps to stabilize their family life, protect their happiness and to avoid spending much money in treating diseases 9.2 Gender equality Both men and women can take part in the project. However, with a very natural characteristic of Pathen women in community activities, the number of women takes part in the project will much more than men, 40% is men and 60% is women.
III.IMPLEMENTATION PLAN
Time duration: 12 months January: Site survey, propagandize and encourage people, bring advantage to the project, commission between the partners. February: Establish project steering committee. Study project targets and activities. Mar-Apr-May: Prepare documents including collection, edition, illustration, approval and printing. Attend periods of community development classes to penetrate into the fact. June: Trainer training about HIV/AIDS fighting. Document printing assessment. Jul – Aug – Sep: Community development classes will start studying, introduction and discussion about HIV fighting, 2 periods a week. Examine HIV/AIDS knowledge of participants. Mid-term evaluation Practice activities, art performance and flammable dancing to server project propagandizing activities Visit HIV infected people and drug addicts October: Propagandize and coequal education about HIV/AIDS fighting Nov – Dec: Review, summary and report. IV. Beneficiaries and participants 1. Beneficiaries a. Direct beneficiaries: 200 people in Pathen community development classes 35 executives that is trained to be guide persons b. Indirect beneficiaries: 400 Pathen people or ethnic people who are propagandized by 200 people said above. Approximately 1000 people propagandized about HIV/AIDS fighting through art-party activities. 2. Pathen participants: a. Mrs. Tai Thi Quy , 34 years old, My Bac hamlet, Tan Trinh commune b. Mrs. Hung Thi Phuong, 40 years old, Mac Thuong hamlet, Tan Bac commune The project content has been discussed with Bac Quang District Department of Education and training 3. Participation of beneficiaries: Beneficiaries will take part in their own project for themselves actively. This is the first time, Pathen people at the three mountainous communes of Bac Quang approaches th basic knowledge about HIV/AIDS fighting. They come to the community classes to be educated and join activities so as to learned the updated knowledge about community development. They will be very happy and enthusiastic with the project as some activities will be performed in types of art-performances that are their favorite programs
4. Participation of beneficiaries after the project completion
4.1 With its own functions, community learning classes will be operated regularly to update information and knowledge of HIV fighting for community. HIV information will be taught in many following years. 4.2 Community will change their opinions to the families that has drug addict or HIV infected relations. These infected people themselves will know how to protect the community.

How the implementation agency maintain the results 6.1 Through the activities of community classes, project implementation agency will continue improving competence of the Board of Management in the activities for HIV infected people. They provide documents and invitation for discussion and training to fight HIV/AIDS. 6.2 Working with management and people to bring the power and voice for Pathen people at local. 6.3 Assisting some of other community development classes to follow the three models mentioned above.
