PROJECT MANAGER

Harrow School’s estate extends to over 300 acres with more than 200 buildings, approximately 70 acres of woodlands and gardens, a 60 acre farm and 120 acres of sports fields including a 9 hole golf course.

The estate is spread over a number of Conservation Areas and the buildings are mainly of historical importance and/or Listed. The estate also embraces large areas of Metropolitan Open Land and an area listed in the Register of Historic Parks and Gardens having originally been landscaped by Capability Brown.

The buildings comprised within the estate include residential properties, varying in size from substantial boarding houses to bedsit flats, educational, sports, office and retail properties.

The School has embarked upon an exciting Strategic Estates Master Planning exercise. Major multi-million developments arising include a new sports centre, science block, art centre, music centre, visitor hub, estates facilities and new drama facilities.

Whilst overall responsibility for all projects rests with the Estates Bursar, the Project Manager has day-to-day responsibility for the implementation of the School’s major capital works programme arising out of the Estates Strategy and Master Plan.

Primary Role

The Project Manager will be responsible for the overall planning, co-ordination, programming and control of a project from inception to completion aimed at meeting the School’s requirements in order to produce a functionally and financially viable project that will be completed safely, on time, within authorised costs and to the required quality standards. A key role of the Project manager is to motivate, manage, co-ordinate and maintain the morale of the whole Project Team.

Principal Duties include

 Prepare the project brief  Establish clear links between project and strategic priorities  Advise on budget/funding/programme/risk management arrangements  Advise on site acquisition, grants and planning

1  Arrange feasibility study and report Develop project strategy  Prepare project handbook  Develop consultant's briefs  Devise and manage project programme  Select project team members  Ensure effective stakeholder engagement and manage stakeholders  Co-ordinate design processes  Select, appoint and manage consultants  Select procurement system  Arrange tender documentation  Organise contractor pre-qualification  Participate in contractor selection  Participate in contractor appointment  Organise control systems  Monitor progress  Arrange and chair project team meetings  Authorise payments  Organise communication/reporting systems  Provide project co-ordination  Issue health and safety procedures  Address environmental aspects  Co-ordinate statutory authorities  Monitor budget and changes  Develop final account  Arrange pre-commissioning/commissioning  Organise handover/occupation  Organise maintenance manuals  Plan for maintenance period  Develop maintenance programme/staff training  Plan facilities management  Carry out post project evaluation  Prepare comprehensive project progress reports  Manage stakeholder expectations  Utilise Risk management techniques  Ensure whole-life value for money  Set up and maintain project information systems  Quality Assurance  General administration including communication and document control  Identify and agree measures of success and key project performance indicators  Ensure realistic targets with key decision points

The post holder’s responsibility for promoting and safeguarding the welfare of children and young persons for whom s/he is responsible, or with whom s/he comes into contact will be to adhere to and ensure compliance with the School’s Child Protection Policy Statement at all times. If, in the course of carrying out the duties of the post the post holder becomes aware of any actual or potential risks to the safety or welfare of children in the school s/he must report any concerns to his/her Line Manager or the School’s Child Protection Officer. Essential Desirable Education:

 A construction related degree and equivalent professional qualification. x

Qualifications and Experience  Proven project management experience at a senior managerial level in a similar x environment or equivalent commercial role.  Experience of working with schools. x  Membership of a construction or property related professional body, e.g. RICS. x  Formal management training. x  Knowledge of construction contracts and the appointment of design team x professionals.  Proven ability to manage and maintain positive relationships with construction x professionals and contractors alike.  Knowledge of planning, building and CDM regulations. x  Experience of sports facilities developments. x  Experience of working on Listed Buildings and achieving high quality standards. x  A proven ability to maintain tight financial control and managing multimillion pound x projects.  IT literate x  A current driving licence. x
