KENTUCKY ASSOCIATION OF COUNTIES LEGISLATIVE COMMITTEE MEETING Monday, February 27, 2012

The Kentucky Association of Counties (KACo) Legislative Committee met Monday, February 13, 2012, at 400 Englewood Drive, Frankfort, Kentucky.

Affiliate Membership present: Hon. Tommy Turner, LaRue County Judge/Executive, President-Elect, KACo; Vice Chair, KACo Legislative Committee Kentucky Magistrates & Commissioners Association: Richard Tanner, Executive Director; Hon. Hubert Pollett, Legislative Chair Kentucky County Judge/Executives Association: Vince Lang, Executive Director Kentucky Circuit Court Clerks Association: Hon. KACo staff present: Denny Nunnelley, Executive Director; Shellie Hampton, Director of Governmental Relations; Hon. Larry Crigler, Litigation Manager; Hon. Tim Sturgill, General Counsel; Hon. Rich Ornstein, Staff Attorney; Roger Recktenwald, Director of Research & Planning; Ellen Williams, KACo Contract Lobbyist; and Vicki Pettus, Legislative & Research Assistant.

Vice Chairman Tommy Turner called the meeting to order at 10:40 a.m. The roll was called and, with a quorum being present, the committee was duly constituted to conduct business.

Motion made by Vince Lang, seconded by Mack Bushart, to approve the minutes of the February 13, 2012, meeting as presented. Motion carried.

Old Business: Shellie Hampton updated members on previously reviewed bills and there was specific discussion on the following:

 HB 161 (relating to incompatible office and which the Committee had opposed) and SB 50 (relating to drugs and which the Committee had supported) have been withdrawn.

 HB 257 (relating to patient dumping). Jerry Wagner moved and David Nicholson seconded the motion to change the Committee’s position from “Under Review” to “Support.” The motion carried. February 27, 2012 Minutes Page 2

New Business: Ms. Hampton gave a brief overview of the following new bills, on which the indicated actions were taken by the Committee. Motions carried unless otherwise noted.

The next meeting of the KACo Legislative Committee was scheduled for Monday, March 12, 2012, 10:30 a.m. EST, at 400 Englewood Drive, Frankfort, Kentucky.

A motion was made by Ben Brown, and seconded by Hubert Pollett, to adjourn the meeting at 11:50 a.m. The motion carried.
