LSTA Advisory Council Minutes – October 17, 2013

Attendance: Rachel Altobelli, Albuquerque Public Schools, Mary Lee Smith – Farmington Public Library, Teresa Naranjo, Santa Clara Pueblo Library. James Pawlak, ENMU – Ruidoso, Staff: Devon Skeele- State Librarian; Joy Poole – Deputy State Librarian; Lori Thornton, PSB Bureau Chief, David Hurley, Development Bureau Chief.

Welcome and Introductions – Meeting convened at 1:30 p.m. Mary Lee Smith – Deputy Director of Farmington Public Library welcomed as representative of Public Libraries following the retirement of George Jaramillo, Taos Public Library. Minutes from February 6, 2013 LSTA Advisory Council Meeting distributed and approved.

1. LSTA 2012 Grant Budget Draft Summary of Expenditures Handout and Summary - Joy Poole, Deputy State Librarian 2. Discussion of 2013-2017 LSTA Five Year Plan and State Library Progress 3. State Library General Update– Devon Skeele, NM State Librarian a. Regional meeting held in Socorro Oct. 4, 2013 with public librarians. b. State Library FY 2014 Budget is flat from previous year with the exception of: NM Legislative increases include:  $100,000 from Sen. Leavell will be applied towards State Aid Grants to Libraries which is part of the 34% match to the annual LSTA federal grant.  Additional $108,000 for NM Coalition for Literacy.  Governor – changed language of HB 2 designating funds for operations of two public libraries to statewide library educational programs. NMSL is using funds for STEM to Read and early childhood literacy initiative. c. Staffing – The following positions were filled. Tribal Libraries Program Coordinator - Alanna McGrattan; Youth Services & Outreach Consultant– Ryanne Cooper; and Reference and Emerging Technology Librarian – Dan Cromer. Three positions to be posted (Tech Services Bureau Chief, Marketing, and Documents Cataloger). Staffing levels remain 30% below levels in 2008. d. Fast Forward NM – ARRA grant is completed - 5600 people received training. Next AARA grant will be train the trainer (Jean Whitehorse is assessing technology on reservations) e. Governor’s Summer Reading Challenge Program and the books given to 1st graders. Discussion: NMSL works through DCA, and also working with PED employees Aimee Barrabee and Melinda Webster thus providing leverage for applying EECR and STEM; Ties these programs into the governor's initiative. Summer Reading Challenge project was funded with private donations, and not state dollars. 4. Rural Services/LBPH – Updates on these two LSTA programs - Joy Poole a. Bookmobile NE in Cimarron is beta testing Koha (offline circ on site, and then upload to sync the data); check-in process is being beta tested with NE region; user records are all entered in; bib records are in process. b. Bookmobile East in Tucumcari – headquarters moved into part of School Admin. c. Publicity - Youtube videos produced by Bookmobile East has won awards. Photos from Bookmobile East featured on 2014 Centerpoint (Vendor) calendar. Annual Earth Day event with Tucumcari Schools & USDA - Nat. Resources and Conservation Services resulted in radio features on the bookmobile program which has now grown into a monthly one-hour broadcast in rural eastern NM. d. Some Rural Services library patrons received awards for Letters about Literacy. All bookmobiles are now on Facebook regular updates. e. Books by Mail part of the rural services program - Alanna McGrattan is promoting the program and submitting applications she receives while visiting potential patrons on the Navajo Nation. f. LBPH - shifting from analog to digital formats; cassette books are being withdrawn and sent to NLS, and are slowly being replaced with the digital formats. New BARD system provides some downloadable titles for the LBPH users. 5. Electronic Data Bases funded by LSTA Grant Funds – Lori Thornton El Portal database survey was sent around and results were used to redesign the El Portal entry points for specific audiences. Gale was generous in discounts. Observations: Public library usage seems low. How are public library search stats folded in? Discussion: Which databases are rarely used and can they be dropped? Another survey will be developed and sent out...in order to prioritize additions to the databases.

6. LSTA 2013 Grant Award of $1,432,947.00 – Program allocation & projections – Joy

7. NMSL Regional Public Library Meeting – Socorro Public Library – Oct. 4, 2013 – Devon Recommendations from the group: Could LSTA Grant Funds be used for: a. Scholarships for MLS Degrees b. GED-SAT Study Guides – Learning Express c. Internet Access for Rural Public Libraries d. Digital Literacy – Sustainability
